項(xiàng)目定位
Project Positioning
中山大學(xué)附屬第七醫(yī)院（深圳）（以下簡(jiǎn)稱中山七院），立足深圳，積極響應(yīng)深圳市政府“建設(shè)社會(huì)主義現(xiàn)代化先行區(qū)”的要求，由實(shí)力雄厚的中山大學(xué)醫(yī)科系統(tǒng)全力支持建設(shè)，服務(wù)粵港澳大灣區(qū)，輻射東南亞及“一帶一路”沿線國(guó)家，傳承“醫(yī)病醫(yī)身醫(yī)心、救人救國(guó)救世”的大醫(yī)精神，以醫(yī)學(xué)人文和智慧化為特色，打造開放式、綜合性、研究型教學(xué)醫(yī)院。
The Seventh Affiliated Hospital,Sun Yat-Sen University(SAHSYSU)is rising up under tremendous support of the powerful medical system of Sun Yat-sen University.In line with the advocate of"pioneering the pilot area of socialist modernization”by Shenzhen Municipal Government,SAHSYSU will be operating at Guangdong-Hong Kong-Macau Greater Bay Area,extending its services to Southeast Asia and countries along the route of"the belt and road initiative".By transmitting the great medical spirit of"Heal people's body and soul in addition to treating illness;Save the nation and the world in addition to saving lives.",the hospital is dedicated to building an open-minded,comprehensive research-oriented and teaching functionalized hospital which features with medical humanities and intelligence.

In the long term planning,SAHSYSU will establish a National Medical and Hygiene Center,National Emergency and Disaster Treatment Center,and National Health Maintenance Rehabilitation Center.The construction side is hereby launching the"Tender for Schematic Design and Preliminary Architectural Design for Phase II Project of the Seventh Affiliated Hospital,Sun Yat-Sen University”soon.The bidder shall have an in-depth understanding of the characteristics and positioning of the project,and stick to the principle of"planning,designing and constructing with high standard and quality".SAHSYSU will strive to become the most professional hospital in Shenzhen and the first-class hospital in the Guangdong-Hong Kong-Macao Greater Bay Area,extend its service to the surrounding urban areas and release the pressure of medical service in the central urban areas of Shenzhen.

項(xiàng)目概況
Project Overview
中山大學(xué)附屬第七醫(yī)院（深圳）二期項(xiàng)目位于深圳市光明區(qū)新湖街道圳園路，現(xiàn)階段總建筑面積699770平方米，總投資698910.19萬(wàn)元，總床位數(shù)3200張。項(xiàng)目緊鄰中山大學(xué)附屬第七醫(yī)院（深圳）一期、光明小鎮(zhèn)、國(guó)家級(jí)科學(xué)城。中山七院一期已于2018年5月開業(yè)，規(guī)劃床位數(shù)800張。項(xiàng)目周邊交通便利，正在建設(shè)的地鐵6號(hào)線支線中山七院站（暫定名）位于醫(yī)院一期項(xiàng)目西側(cè)，與在建的中山大學(xué)深圳校區(qū)直線距離約1公里。
Located in Zhenyuan Road,Xinhu Street,Guangming District,Shenzhen The current stage of the Phase II Project of SAHSYSU involves a total area of 699,770 square meters,with a total investment of RMB 6.989 billion and a total number of 3,200 beds.
The project is adjacent to Phase I of SAHSYSU,Guangming Town,and National Science Center,etc..The Phase I of the Seventh Affiliated Hospital of SYSU opened for business in May 2018,and planned to serve the public with 800 beds.SAHSYSU enjoys convenient transportation around the site.To the west of Phase I of SAHSYSU,a metro station of branch line of Metro 6 is under construction,and the location of the project is about 1km away from the under-construction Shenzhen Campus of Sun Yat-Sen University.

備注：項(xiàng)目選址共包括A、B、C三個(gè)地塊，A、B地塊分別位于圳美一路東西兩側(cè)，C地塊為連接A、B地塊的連通空間，其豎向標(biāo)高范圍為相對(duì)標(biāo)高6米以上、地下三層及以下。
Notes:The selection of the project site is considering Plots A,B and C,of which Plots A and B are located on the east and west sides of Zhenmei First Road respectively.Plot C serves as the connecting space between Plots A and B.Its available vertical elevation ranges from 6 meters above the relative elevation to three underground floors and below.

Bidding Scope
本次招標(biāo)確定的中標(biāo)設(shè)計(jì)單位將負(fù)責(zé)招標(biāo)范圍內(nèi)的建筑設(shè)計(jì)工作，包括：
The awarded bidder will be responsible for the architectural design within the tender scope,including:
（1）二期現(xiàn)階段全專業(yè)方案設(shè)計(jì)、建筑初步設(shè)計(jì)；
Comprehensive scheme design and preliminary architectural design of the current stage of Phase II;
（2）全院區(qū)整體概念規(guī)劃方案；
Master conceptual plan scheme for the whole campus of Phase I and II;
（3）后續(xù)相關(guān)配合工作。
Other relevant cooperation for subsequent working stages.
備注Notes:
（1）二期現(xiàn)階段建筑面積699770平方米（包括地上建筑面積489770平方米，地下建筑面積210000平方米），建設(shè)內(nèi)容包括七項(xiàng)基本設(shè)施用房、國(guó)家級(jí)保健康復(fù)中心用房、公共衛(wèi)生災(zāi)難中心用房、科研用房、教學(xué)用房、停車設(shè)施及設(shè)備用房、連廊及配套附屬用房等；
The construction area covers 7,532,261.58 SF(699,770 sq.m,)under current stage of phase II,including 5,271,840.39 SF(489,770 sq.m.)above ground and 2,260,421.184 SF(210,000 sq.m.)underground.The construction contents include basic medical facilities,national health maintenance and rehabilitation centers,emergency and disaster medicine center,scientific research sectorization,teaching sectorization,parking facilities and equipment spaces,corridors and supporting area;
（2）全院區(qū)整體概念規(guī)劃包括：一期總建筑面積138651平方米；二期現(xiàn)階段建筑面積為699770平方米，二期預(yù)留發(fā)展用地建筑面積約21萬(wàn)平方米，共約105萬(wàn)平方米的整體概念方案；
Master conceptual plan scheme for the total floor area of whole campus accounts for around 1,050,000 sq.m.,including:
Phase I:covered floor area of 138,651 sq.m.;
Phase II:covered floor area of 699,770 sq.m.under the current stage and approximately 210,000 sq.m.reserved for future development.

滿足未來(lái)規(guī)劃“國(guó)家級(jí)區(qū)域醫(yī)療衛(wèi)生中心、國(guó)家級(jí)應(yīng)急與災(zāi)難醫(yī)學(xué)中心、國(guó)家級(jí)保健康復(fù)中心”三大定位需求的臨床醫(yī)療業(yè)務(wù)用房、公共衛(wèi)生災(zāi)難救治中心業(yè)務(wù)用房、國(guó)家級(jí)保健康復(fù)中心業(yè)務(wù)用房、醫(yī)學(xué)人文關(guān)懷設(shè)施以及環(huán)境保護(hù)綠化等及與周邊規(guī)劃相匹配的公共配套設(shè)施。
Positioned as"National Medical and Hygiene Center,National Emergency and Disaster Treatment Center,National Health Maintenance Rehabilitation Center".,the site is to be built into a complex of clinical medical rooms,public health disaster treatment rooms,national healthcare and rehabilitation rooms,people-oriented medical facility,eco-friendly and greening facility as well other infrastructure facilities consistent with the context planning.
2.設(shè)計(jì)要點(diǎn)Design Key Points
總體規(guī)劃以立足全局、統(tǒng)籌規(guī)劃為原則，最終實(shí)現(xiàn)打造一所布局科學(xué)、功能完善、便捷適用、傳承文化、面向未來(lái)、快速建造、可持續(xù)發(fā)展、綠色生態(tài)、智慧化并體現(xiàn)醫(yī)學(xué)人文關(guān)懷的超大規(guī)模綜合醫(yī)學(xué)中心。
Based on the principle of"global and overall planning",the master plan will eventually reach to an super-large-scale comprehensive medical center characterized with scientific layout,complete functions,convenient application,SYSU cultural inheritance,future-oriented guiding philosophy,rapid construction,sustainable development,green ecology,intelligent design as well as people-centered medical service.
統(tǒng)籌考慮一期、二期現(xiàn)階段及二期預(yù)留發(fā)展用地的建筑功能組織關(guān)系，合理分區(qū)，實(shí)現(xiàn)各個(gè)醫(yī)療功能單元的高效運(yùn)營(yíng)，同時(shí)可以滿足快速建造的要求。
The overall consideration shall be provided to the organizational relationship of the building functions of Phase I and Phase II,as well as the reserved land for development of the Phase II,working on realizing the efficient operation of each functional unit,meeting the requirements of rapid construction by reasonable sectorizations.
建筑風(fēng)格體現(xiàn)國(guó)際化、現(xiàn)代化，在傳承中大文化的同時(shí)體現(xiàn)中山七院“崇德、求是、傳承、超越”的院訓(xùn)文化，同時(shí)與一期現(xiàn)有建筑風(fēng)格相協(xié)調(diào)。
The architectural style shall reflect internationalization and modernization,inheriting the culture of Sun Yat-Sen University and revealing SAHSYSU's motto of"Respect Moral,Seek Truth,Convey Excellence,and Exceed Ethics",in harmony with the existing architectural style of Phase I.

1.投標(biāo)申請(qǐng)人須是注冊(cè)的企業(yè)或機(jī)構(gòu)。
The applicant must be registered enterprise or organization.
2.本項(xiàng)目接受聯(lián)合體投標(biāo)，聯(lián)合體成員不得超過(guò)2名（含牽頭單位）。
Application as a joint group is allowed in this tender project.The number of joint group members should be no more than 2(including the leading unit).
3.不接受個(gè)人或個(gè)人組合的報(bào)名。
Individuals or teams of individuals are unaccepted.

設(shè)計(jì)費(fèi)&優(yōu)秀方案補(bǔ)償費(fèi)
Design Fee&Compensation
本次招標(biāo)總設(shè)計(jì)費(fèi)暫定5377萬(wàn)元，包括基本設(shè)計(jì)費(fèi)（含BIM設(shè)計(jì)費(fèi)）、落標(biāo)補(bǔ)償費(fèi)：
The gross design fee is tentatively set at RMB 53.77 million,which includes the basic design fee,BIM design fee and compensation fee for outstanding schemes that fail to win the bid:
1.基本設(shè)計(jì)費(fèi)暫定價(jià)為5037萬(wàn)元，基本設(shè)計(jì)費(fèi)單價(jià)上限價(jià)71.98元/平方米。
The basic design fee is temporarily priced at RMB 50.37 million,and the upper limit of the basic design fee is RMB 71.98 per square meter.
2.落標(biāo)補(bǔ)償費(fèi)：340萬(wàn)元。其中：進(jìn)入定標(biāo)階段但未中標(biāo)的4家單位各補(bǔ)償50萬(wàn)元人民幣，進(jìn)入評(píng)標(biāo)階段但未進(jìn)入定標(biāo)階段的7家單位各補(bǔ)償20萬(wàn)元人民幣。落標(biāo)補(bǔ)償費(fèi)補(bǔ)償標(biāo)準(zhǔn)為固定費(fèi)用，補(bǔ)償金額根據(jù)實(shí)際發(fā)生予以結(jié)算。
Compensation fee for this bidding is RMB 3.4 million.4 bidders who enter the bid determination stage but not being awarded with the contract will receive a compensation fee of RMB 500,000 for each.7 bidders who entered the bid evaluation stage but not the bid determination stage will receive a compensation fee of RMB 200,000 for each.The standard of compensation fee for bid-loss is fixed,and the compensation amount will be settled according to the actual situation.
