  本項(xiàng)目為中國醫(yī)學(xué)科學(xué)院阜外醫(yī)院深圳醫(yī)院（深圳市孫逸仙心血管醫(yī)院）二期項(xiàng)目科研綜合樓建設(shè)工程。根據(jù)醫(yī)院總體規(guī)劃，阜外醫(yī)院深圳醫(yī)院（深圳市孫逸仙心血管醫(yī)院）力爭通過多期建設(shè)，建成總床位數(shù)1500床的現(xiàn)代化心血管?？漆t(yī)院。力求打造成立足深圳，服務(wù)粵港澳大灣區(qū)，輻射東南亞的心血管醫(yī)學(xué)中心。在基礎(chǔ)條件、信息化水平、疾病診治能力、學(xué)科引領(lǐng)和輻射能力、?？迫瞬抨?duì)伍建設(shè)以及國際合作等方面建立全新機(jī)制，達(dá)到國際先進(jìn)、國內(nèi)一流水平。在全國乃至全球范圍內(nèi)發(fā)揮示范、引領(lǐng)作用。
  This project is about construction of the scientific research complex building of Phase II of Shenzhen Hospital of Fuwai Hospital,CAMS(Shenzhen Sun Yat-sen Cardiovascular Hospital).According to overall planning of the hospital,Shenzhen Hospital of Fuwai Hospital,CAMS(Shenzhen Sun Yat-sen Cardiovascular Hospital)strives to build itself into a modern specialized hospital of cardiovascular diseases with 1,500 sickbeds and a cardiovascular medical center based on Shenzhen,serving Guangdong-Hong Kong-Macao Greater Bay Area and radiating the Southeast Asia,build a brand-new mechanisms in aspects of basic conditions,informatization level,disease diagnosis and treatment capacities,discipline leading and radiation capacities,specialized talent team construction and international cooperation,reach the international advanced and domestic first-class level and play a demonstration and leading role in China and even the whole world through multi-stage construction.

  項(xiàng)目場址位于廣東省深圳市南山區(qū)中國醫(yī)學(xué)科學(xué)院阜外醫(yī)院深圳醫(yī)院（深圳市孫逸仙心血管醫(yī)院）一期的西側(cè)，朗山路和科苑北路交接?xùn)|北角。二期用地面積為3740平方米，一期與二期合宗后可使用用地面積約6500平方米。
  The project site is located in the west of Phase I of Shenzhen Hospital of Fuwai Hospital,CAMS(Shenzhen Sun Yat-sen Cardiovascular Hospital)in Nanshan District,Shenzhen City of Guangdong Province,that is the northeast corner of intersection of Langshan Road and Keyuan North Road.The lot area of the Phase IIis 3740 square meters,and the total applicable land area of Phase I and Phase II is about 6,500 square meters.

  設(shè)計(jì)范圍Design scope
  項(xiàng)目計(jì)劃的醫(yī)療建筑功能內(nèi)容以及院內(nèi)各建筑設(shè)施的銜接，液氧罐、污水處理站設(shè)施騰挪等，與紅線外市政管線接口、開路口（水、電、氣及通訊）的設(shè)計(jì)以及項(xiàng)目與地鐵連通設(shè)計(jì)等。主要包含總體及建筑單體。
  Design of the planned medical building functions and the connection of the various building facilities within the hospital,liquid nitrogen tank,sewage treatment station facilities relocation,etc.,and the design of interfaces with municipal pipelines and openings(water,electricity,gas and communication)outside the Red Line.Mainly consists of the overall and building units.
  建筑單體：新建總建筑面積6.95萬平方米科研樓，兼顧考慮與院區(qū)內(nèi)一期現(xiàn)狀總體及建筑的順利銜接和匹配，對總體及二期項(xiàng)目中的所有單體工程完成全專業(yè)的方案設(shè)計(jì)、建筑初步設(shè)計(jì)及與后續(xù)相關(guān)工作配合。
  Building:The new scientific research building with a total construction area of 69,500,000 square meters,taking into account the smooth integration and matching of the overall situation and the building in Phase I of the courtyard,to complete the professional scheme design,architecture development design and coordination with the subsequent related work for all monolithic works in the overall and Phase II projects.
  醫(yī)療專項(xiàng)工程設(shè)計(jì)：中心供應(yīng)室、雜交手術(shù)室、重癥監(jiān)護(hù)病房、科研實(shí)驗(yàn)室標(biāo)準(zhǔn)設(shè)計(jì)等進(jìn)行醫(yī)療專項(xiàng)工程方案設(shè)計(jì)、建筑初步設(shè)計(jì)及與后續(xù)工作相關(guān)的配合工作。
  Medical special engineering design:central supply room,hybrid operating room,intensive care unit,scientific research laboratory standard design,medical special engineering program design,architecture development design and follow-up work.
  其它專項(xiàng)工程：無障礙設(shè)計(jì)、電梯工程、綠色建筑設(shè)計(jì)、海綿城市設(shè)計(jì)、消防設(shè)計(jì)等。

  涉及的范圍包括但不限于：規(guī)劃、總圖、建筑、結(jié)構(gòu)、電氣、給排水、通風(fēng)與空調(diào)、室內(nèi)設(shè)計(jì)、建筑智能化、消防、園林景觀、綠色建筑、燃?xì)?、電梯、鋼結(jié)構(gòu)、幕墻、道路（包括路口開設(shè)）、人防、醫(yī)療工藝設(shè)計(jì)、BIM設(shè)計(jì)、海綿城市、泛光照明、標(biāo)識(shí)系統(tǒng)、建設(shè)用地范圍外的管線接入（不含10KV外接線工程）、廚房、工業(yè)化設(shè)計(jì)、實(shí)驗(yàn)室、地鐵連接通設(shè)計(jì)、紅線內(nèi)管線、設(shè)備及房間遷改、一二期連通設(shè)計(jì)等工作內(nèi)容。

  04報(bào)名及資格條件要求
  Pre-Qualification Application
  （一）采用公開報(bào)名的方式，投標(biāo)申請人須是中華人民共和國境內(nèi)、外注冊的企業(yè)或機(jī)構(gòu)。
  This public tender is open to all.The bid applicant shall be an enterprise or institute incorporated within or outside the territory of the People's Republic of China.
  （二）投標(biāo)申請人須具有建筑行業(yè)（建筑工程）甲級(jí)及以上資質(zhì)。
  The bid applicant shall have qualification of class A or above of the architecture industry(construction works).
  （三）接受聯(lián)合體投標(biāo)，不接受個(gè)人或個(gè)人組合的報(bào)名。以聯(lián)合體投標(biāo)的合作方需符合以下要求：
  Bid of consortium is acceptable.Bid of an individual or a group of several individuals is unacceptable.Partners which submit a bid as a consortium shall meet the following requirements:
  （1）聯(lián)合體成員不得超過2名。
  The consortium shall include two members at most.
  （2）聯(lián)合體成員不得再單獨(dú)或以其他名義與其他設(shè)計(jì)單位組成其他聯(lián)合體參與報(bào)名。
  Members of the consortium shall not separately or in other names form other consortia with other design units to participate in application.
  （3）聯(lián)合體合作方需簽署具法律效用的《聯(lián)合體協(xié)議》，并明確牽頭單位,各個(gè)設(shè)計(jì)階段中雙方的分工劃分方式和設(shè)計(jì)費(fèi)用的分?jǐn)偙壤⒎峙浞绞降取?br />   Partners of the consortium shall sign a Consortium Agreement with legal effects to specify the leading unit,both parties'labor division mode,amortization ratio and distribution mode of the design fee,etc.in each design stage.
  05招標(biāo)程序
  Tender Rules
  1
  第一階段:資格預(yù)審階段Prequalification
  （1）由招標(biāo)人依法組建資格預(yù)審評審委員會(huì)，對投標(biāo)申請人所提交的有效資格預(yù)審申請文件進(jìn)行評審，采用記名投票的方式確定9家無排序入圍單位和2家有排序的備選單位。
  The bid inviter legally organizes the prequalification review committee to review effective prequalification application documents submitted by bid applicants.Nine candidate units without a ranking and two candidate units with a ranking are determined,in the way of disclosed ballot.
  （2）通過資格預(yù)審的9家入圍投標(biāo)申請人須按時(shí)提交《投標(biāo)確認(rèn)函》，如前9家入圍的投標(biāo)申請人中在招標(biāo)文件發(fā)布之日起3個(gè)工作日內(nèi)有退出第二階段競標(biāo)的，則備選投標(biāo)申請人依序替補(bǔ)。
  Nine bid applicant candidates passing prequalification shall submit the Bid Confirmation Letter on time.If some candidate of these nine candidate bid applicants exits bid competition of the second stage within three working days after the bid invitation document is released,the standby bid applicant will substitute this one in order.
  （3）若遞交《投標(biāo)確認(rèn)函》的投標(biāo)單位因非不可抗力因素中途退出或最終放棄投標(biāo)，招標(biāo)人有權(quán)在今后拒絕該投標(biāo)單位參加招標(biāo)人其他任何建設(shè)項(xiàng)目的招標(biāo)。
  In case the bid invitation unit submitting the Bid Confirmation Letter withdraws in the midway or waives the bidding finally due to force majeure factors,the bid inviter has the right to refuse such bid invited to participate in its bid invitation of any other construction projects in the future.

  第二階段:設(shè)計(jì)競標(biāo)階段Design bidding stage
  （1）由招標(biāo)人依法組建第二階段方案評審委員會(huì)，方案評審委員會(huì)將對提交的所有成果文件進(jìn)行評審。
  The bid inviter legally organizes the scheme review committee of the second stage.The scheme review committee will review all the achievement documents submitted.
  （2）方案評審委員會(huì)采用記名投票法，最終選出無排序前三名中標(biāo)候選單位，并對中標(biāo)候選方案提出優(yōu)化意見。
  The review committee adopts vote by open ballot to determine the top 3 candidates for winners without ranking,and put forward the optimization opinions to top 3 candidates.
  （3）評審暫定暗標(biāo)的方式進(jìn)行評審，無需投標(biāo)單位進(jìn)行現(xiàn)場匯報(bào)。
  Review applies the sealed bid mode.And bid units do not need to report on site.
  （4）每家投標(biāo)單位只允許提交一份投標(biāo)方案。
  Each bid unit should only submit one scheme for bid competition.

  第三階段:定標(biāo)階段Bid Award Link
  定標(biāo)方式：直接票決法
  Bidding method:Direct voting method
  根據(jù)（深府[2015]73號(hào)文）規(guī)定，由招標(biāo)人依法依規(guī)組建定標(biāo)委員會(huì)，并從方案評標(biāo)委員會(huì)[1]推薦的3名中標(biāo)候選人中確定1名中標(biāo)人，中標(biāo)方案的設(shè)計(jì)單位將獲得本項(xiàng)目的設(shè)計(jì)合同。
  According to the provisions of(SF[2015]No.73),the bid inviter legally organizes the committee for award of bid and determines one bid winner from three candidates for winning the bid recommended by the scheme review committee.
  06招標(biāo)日程安排
  Tendering Schedule
  ☆所有時(shí)間均以北京時(shí)間為準(zhǔn)，招標(biāo)人保留調(diào)整日程安排的權(quán)利。
  All the time shall be subject to Beijing Time.The bid inviter reserves the right to adjust the schedule.
  07設(shè)計(jì)費(fèi)及未中標(biāo)優(yōu)秀方案補(bǔ)償費(fèi)
  Design Fee&Honorarium
  （一）設(shè)計(jì)費(fèi)總計(jì)約1008萬元人民幣，其中包括基本設(shè)計(jì)費(fèi)、BIM設(shè)計(jì)費(fèi)及未中標(biāo)優(yōu)秀方案補(bǔ)償費(fèi)。
  The total design fee is about RMB 10.08 million,including the basic design fee,BIM fee and the Compensation for non-winning schemes.
  （二）未中標(biāo)優(yōu)秀方案補(bǔ)償費(fèi)
  進(jìn)入定標(biāo)環(huán)節(jié)的3家單位，除中標(biāo)單位外，另外2家各30萬元人民幣；進(jìn)入方案評標(biāo)階段但未進(jìn)入定標(biāo)環(huán)節(jié)的6家單位各15萬元人民幣。補(bǔ)償費(fèi)為固定費(fèi)用，結(jié)算時(shí)不作調(diào)整。
  Two units which are selected as the bid winner candidate but lose the bid will be compensated RMB 300,000 respectively.Six units which pass the prequalification review phase but fail to be selected as the bid award candidate will be compensated RMB 150,000 respectively.The compensation fee is fixed and will not be adjusted at the time of settlement.
  本次補(bǔ)償費(fèi)均以人民幣支付，以上費(fèi)用均含稅，獲未中標(biāo)優(yōu)秀方案補(bǔ)償費(fèi)的投標(biāo)人應(yīng)提供請款資料，在招標(biāo)人與中標(biāo)單位簽訂合同并支付第一筆設(shè)計(jì)費(fèi)（含未中標(biāo)優(yōu)秀方案補(bǔ)償費(fèi)）后，由中標(biāo)單位支付。
  The bid compensation shall be paid in CNY,and the above expenses are tax inclusive.The bidders who are qualified for compensation for excellent schemes not winning the bid shall provide the payment request information.After the contract is signed by the client and the winning bidder,and pay the first schedule design fee(including compensation for excellent schemes not winning the bid),winning bidder should pay the bid compensation to corresponding bidders.
