習(xí)近平總書記指出，在現(xiàn)代化進(jìn)程中，如何處理好工農(nóng)關(guān)系、城鄉(xiāng)關(guān)系，在一定程度上決定著現(xiàn)代化的成敗。要走城鄉(xiāng)融合發(fā)展之路，向改革要動力，加快建立健全城鄉(xiāng)融合發(fā)展體制機(jī)制和政策體系，健全多元投入保障機(jī)制，增加對農(nóng)業(yè)農(nóng)村基礎(chǔ)設(shè)施建設(shè)投入，加快城鄉(xiāng)基礎(chǔ)設(shè)施互聯(lián)互通，推動人才、土地、資本等要素在城鄉(xiāng)間雙向流動。黨的十九大作出重大決策部署，明確提出建立健全城鄉(xiāng)融合發(fā)展體制機(jī)制和政策體系。現(xiàn)階段推進(jìn)城鄉(xiāng)融合發(fā)展，有著現(xiàn)實而深刻的時代背景，也有著重大而深遠(yuǎn)的歷史意義，既是破解新時代社會主要矛盾的關(guān)鍵抓手，又是現(xiàn)代化的重要標(biāo)志，也是拓展發(fā)展空間的強(qiáng)大動力。建立健全城鄉(xiāng)融合發(fā)展的體制機(jī)制和政策體系，是鄉(xiāng)村振興和農(nóng)業(yè)農(nóng)村現(xiàn)代化的制度保障。
General Secretary Xi Jinping pointed out that in the process of modernization,how to handle the relationship between workers and farmers,and between urban-rural areas,to a certain extent,determines the success or failure of modernization.It is necessary to take the road of urban-rural integration development,seek impetus from reform,accelerate the establishment and improvement of the institutional mechanism and policy system for urban-rural integration development,improve the diversified investment guarantee mechanism,increase investment in agricultural and rural infrastructure construction,accelerate the interconnection of urban-rural infrastructure,and promote the two-way flow of talents,land,capital and other elements between urban-rural areas.The 19th National Congress of the Communist Party of China made a major decision and deployment,and clearly put forward the establishment and improvement of the institutional mechanism and policy system for the urban-rural integration.At present,promoting the urban-rural integration development not only has a realistic and profound background of the times,but also has a great and far-reaching historical significance.It is not only the key to solving the main social contradictions in the new era,but also an important symbol of modernization,and a powerful driving force to expand the development space.Establishing a sound institutional mechanism and policy system for the urban-rural integration development is the institutional guarantee for rural revitalization and agricultural and rural modernization.
2019年5月5日，《中共中央國務(wù)院關(guān)于建立健全城鄉(xiāng)融合發(fā)展體制機(jī)制和政策體系的意見》公開發(fā)布。建立健全城鄉(xiāng)融合發(fā)展的體制機(jī)制和政策體系，需要按照實現(xiàn)“兩個一百年”奮斗目標(biāo)的戰(zhàn)略部署，并與鄉(xiāng)村振興戰(zhàn)略規(guī)劃進(jìn)行緊密銜接，分為“三步走”。
On May 5,2019,the"Opinions of the Central Committee of the Communist Party of China and the State Council on Establishing and Improving the Institutional Mechanism and Policy System for the Urban-Rural Integration Development"was publicly released.Establishing and improving the institutional mechanism and policy system for the urban-rural integration development needs to follow the strategic deployment of achieving the"two centenary"goals and closely link with the rural revitalization strategic plan,which is divided into"three steps."
第一步，到2022年，城鄉(xiāng)融合發(fā)展體制機(jī)制初步建立。城鄉(xiāng)要素自由流動的制度性通道要基本打通，除個別超大城市外的城市落戶限制要放開放寬，城鄉(xiāng)統(tǒng)一的建設(shè)用地市場要基本建成，農(nóng)村產(chǎn)權(quán)保護(hù)交易制度框架要基本形成，經(jīng)濟(jì)發(fā)達(dá)地區(qū)、都市圈和城市郊區(qū)在體制機(jī)制改革上要率先取得突破。
In the first step,by 2022,the institutional mechanism for the urban-rural integration development will be initially established.Institutional channels for the free flow of urban-rural elements must be basically opened up,restrictions on settlement in cities other than individual megacities must be relaxed and liberalized,a unified urban-rural construction land market must be basically established,a rural property rights protection transaction system framework must be basically formed,and the economically developed areas,metropolitan areas and suburban areas should take the lead in making breakthroughs in the reform of their institutional mechanism.
第二步，到2035年，城鄉(xiāng)融合發(fā)展體制機(jī)制更加完善。城鄉(xiāng)發(fā)展差距和居民生活水平差距要顯著縮小，城鄉(xiāng)有序流動的人口遷徙制度要基本建立，城鄉(xiāng)統(tǒng)一建設(shè)用地市場要全面形成，城鄉(xiāng)普惠金融服務(wù)體系要全面建成，基本公共服務(wù)均等化要基本實現(xiàn)，農(nóng)業(yè)農(nóng)村現(xiàn)代化要基本實現(xiàn)。
In the second step,by 2035,the institutional mechanism for the urban-rural integration development will be more complete.The gap between urban-rural development and the living standards of residents must be significantly reduced,an orderly migration system for urban-rural populations must be basically established,a unified urban-rural construction land market must be fully established,an urban-rural inclusive financial service system must be fully constructed,the equalization of basic public services must be achieved,and the modernization of agriculture and rural areas must be basically achieved.
第三步，到本世紀(jì)中葉，城鄉(xiāng)融合發(fā)展體制機(jī)制成熟定型。城鄉(xiāng)全面融合，鄉(xiāng)村全面振興，全體人民共同富裕基本實現(xiàn)。
In the third step,by the middle of this century,the institutional mechanism for the urban-rural integration development will be mature and finalized.Urban-rural areas are fully integrated,rural areas are fully rejuvenated,and common prosperity for all people is basically achieved.

2018年11月5日，習(xí)近平總書記在首屆中國國際進(jìn)口博覽會上宣布，支持長江三角洲區(qū)域一體化發(fā)展并上升為國家戰(zhàn)略，著力落實新發(fā)展理念，構(gòu)建現(xiàn)代化經(jīng)濟(jì)體系，推進(jìn)更高起點的深化改革和更高層次的對外開放，同“一帶一路”建設(shè)、京津冀協(xié)同發(fā)展、長江經(jīng)濟(jì)帶發(fā)展、粵港澳大灣區(qū)建設(shè)相互配合，完善中國改革開放空間布局。
On November 5,2018,General Secretary Xi Jinping announced at the first China International Import Expo that he supported the integrated development of the Yangtze River Delta and upgraded it to a national strategy,and focused on implementing new development concepts,building a modern economic system,deepening reform from a higher starting point and opening up to a higher level,and cooperating with the construction of the“Belt and Road”,the coordinated development of Beijing-Tianjin-Hebei,the development of the Yangtze River Economic Belt,and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area to improve the spatial layout of China’s reform and opening up.

2019年12月1日，中共中央、國務(wù)院印發(fā)了《長江三角洲區(qū)域一體化發(fā)展規(guī)劃綱要》。為了更好地貫徹國家戰(zhàn)略、落實《綱要》要求，切實有效推進(jìn)示范區(qū)建設(shè)，發(fā)揮引領(lǐng)作用，上海市、江蘇省、浙江省人民政府共同組織編制《長三角生態(tài)綠色一體化發(fā)展示范區(qū)國土空間總體規(guī)劃（2019-2035年）》（已完成規(guī)劃公示）。示范區(qū)包括上海市青浦區(qū)、江蘇省蘇州市吳江區(qū)、浙江省嘉興市嘉善縣全域，約2413平方公里（含水域面積約350平方公里）。先行啟動區(qū)規(guī)劃范圍包括金澤、朱家角、黎里、西塘、姚莊五個鎮(zhèn)全域，約660平方公里。協(xié)調(diào)區(qū)包括：王江涇鎮(zhèn)、油車港鎮(zhèn)、周莊鎮(zhèn)、錦溪鎮(zhèn)、淀山湖鎮(zhèn)、虹橋主城片區(qū)（除青浦區(qū)以外），約486平方公里。
On December 1,2019,the Central Committee of the Communist Party of China and the State Council issued the"Outline of the Yangtze River Delta Regional Integrated Development Plan".In order to better implement the national strategy,implement the requirements of the"Outline",effectively promote the construction of Demonstration Zone,and play a leading role,the people’s governments of Shanghai,Jiangsu Province,and Zhejiang Province jointly organized the compilation of the"Overall Planning of Land Space of Yangtze River Delta Eco-Green Integrated Development Demonstration Zone(2019-2035)"(planning publicity has been completed).Demonstration Zone includes Qingpu District,Shanghai City,Wujiang District,Suzhou City,Jiangsu Province,and Jiashan County,Jiaxing City,Zhejiang Province,covering an area of approximately 2,413 square kilometers(about 350 square kilometers of water area).The planning scope of Start-up Zone covers the whole area of five towns including Jinze,Zhujiajiao,Lili,Xitang,and Yaozhuang,covering an area of approximately 660 square kilometers.Coordination Zone includes:Wangjiangjing Town,Youchegang Town,Zhouzhuang Town,Jinxi Town,Dianshan Lake Town,and the main city area of Hongqiao(except Qingpu District),covering about 486 square kilometers.

嘉興市秀水新區(qū)，是長三角杭嘉湖平原濕地生物多樣性富集、濕地資源集中分布、濕地生態(tài)維護(hù)良好的天然濕地之一。區(qū)域內(nèi)及其周邊港汊縱橫、湖蕩密布，水鄉(xiāng)文化內(nèi)涵豐富、底蘊(yùn)深厚，是太湖流域南部平原水網(wǎng)“古運河-湖蕩群”濕地的典型代表。
Xiushui New District of Jiaxing City is one of the natural wetlands with rich biodiversity,concentrated wetland resources,and well-maintained wetland ecology in the Hangjiahu Plain in the Yangtze River Delta.The area and its surrounding harbors are crisscrossed vertically and densely with lakes.The water town has rich cultural connotations and profound heritage.It is a typical representative of the"ancient canal-lake group"wetland in the southern plain of the Taihu Lake Basin.

Jiaxing has always been a pioneer in promoting urban-rural integration,which has a good foundation and obvious advantages to establish a national pilot zone for urban-rural integration.Over the past 15 years,Jiaxing has taken the lead in and adhered to the strategy of promoting the integrated development of urban and rural areas,and set out on a road of coordinated urban and rural reform and development that is driven by the new urbanization and new rural construction,where production,life and ecology are integrated,and the fruits of reform and development are shared between urban and rural areas.It is the first prefecture-level city in the province where all the counties(cities)under its jurisdiction have entered the stage of comprehensive integrated development.In 2018,the per capita disposable income of the city’s rural residents was 34,279 yuan,ranking first in Zhejiang Province for 15 consecutive years,and income ratio between urban and rural residents was reduced to 1.676:1.As the only pilot in Jiahu District of Zhejiang,one of the eleven national pilot zones for urban-rural integration,Xiushui New District is the most exemplary and benchmark area for urban-rural integration；as a demonstration zone and coordination zone for the green and ecological integration development of the Yangtze River Delta,it is an important space component for the implementation of the Yangtze River Delta integration strategy,an important carrier for the implementation of the national ecological civilization concept and the transformation of the“two mountains”theory,and also shoulders the future mission of the pioneer practice of urban-rural integration.At the important historical moment of Jiaxing’s“Centenary of the Founding of the Party”,Xiushui New District has ushered in the opportunity of presenting a series of future development directions of urban and rural integration.

秀水新區(qū)位于地處長三角核心區(qū)域，距上海、杭州100公里，涵蓋浙江省嘉興市秀洲區(qū)北部的王江涇鎮(zhèn)及油車港鎮(zhèn)，是長三角一體化示范區(qū)協(xié)調(diào)區(qū)，屬太湖流域水系，河網(wǎng)密布、湖泊眾多。秀水新區(qū)范圍即王江涇鎮(zhèn)、油車港鎮(zhèn)行政區(qū)劃范圍，總面積約為190平方公里，重點湖蕩區(qū)分為南北兩片，總面積約為56平方公里。
Xiushui New District is located in the core area of the Yangtze River Delta,100 kilometers from Shanghai and Hangzhou,covering Wangjiangjing Town and Youchegang Town in the northern part of Xiuzhou District,Jiaxing City,Zhejiang Province.It is the demonstration zone and coordination zone of the Yangtze River Delta,which belongs to the Taihu Lake Basin water system,with dense river network and numerous lakes.Xiushui New District is the administrative district of Wangjiangjing Town and Youchegang Town,with a total area of about 190 square kilometers.The key shallow lake area is divided into two parts at north and south,with a total area of about 56 square kilometers.

3.1 Background research
希望設(shè)計單位對秀水新區(qū)作背景研究，并提出總體思路，研究方向可包括但不限于以下內(nèi)容：
The design company is expected to conduct background research on Xiushui New District and put forward the general idea.The research direction may include but not limited to the following contents:
（1）在深入理解秀水新區(qū)總體發(fā)展定位，空間結(jié)構(gòu)、功能分區(qū)基礎(chǔ)上，提出優(yōu)化建議。
(1)On the basis of deep understanding of the overall development orientation,spatial structure and functional zoning of Xiushui New District,put forward optimization suggestions.
（2）圍繞湖區(qū)經(jīng)濟(jì)如何在長三角競爭中脫穎而出，實現(xiàn)經(jīng)濟(jì)發(fā)展，農(nóng)民增收的議題，研判產(chǎn)業(yè)趨勢，分析市場動向，因地制宜地提出對產(chǎn)業(yè)發(fā)展思路、產(chǎn)業(yè)體系、產(chǎn)業(yè)空間布局、片區(qū)功能業(yè)態(tài)策劃等內(nèi)容的對策建議。
(2)Focus on the issue of how the economy of the lake region can stand out in the competition of the Yangtze River Delta,realize economic development,increase farmers’income,study and judge the industrial trend,analyze the market trend,and put forward countermeasures and suggestions to the industrial development idea,industrial system,industrial spatial layout,functional format planning and other contents according to local conditions.
（3）響應(yīng)打造城鄉(xiāng)融合先行先試精彩樣板的要求，圍繞秀水新區(qū)先行啟動的項目策劃、實施呈現(xiàn)方式、鄉(xiāng)村改造、鄉(xiāng)村服務(wù)配套等內(nèi)容提出對策建議。
(3)In response to the request to create a model of urban and rural integration,put forward countermeasures and suggestions around the project planning,implementation presentation,rural reconstruction,rural service supporting and other contents launched first in Xiushui New District.
（4）結(jié)合先行啟動項目，梳理國家政策，提出項目運營與投資模式建議，并對其進(jìn)行初步分析投資收益，保障項目經(jīng)濟(jì)可行。
(4)In combination with the first start of the project,sort out the national policies,put forward suggestions on project operation and investment mode,and preliminarily analyze the investment income to ensure the economic feasibility of the project.
3.2重點湖蕩區(qū)設(shè)計內(nèi)容
3.2 Design content of key shallow lake area
片區(qū)1：國家級濕地公園及周邊重要區(qū)域。
Area 1:National wetland park and its surrounding important areas.
設(shè)計范圍：包含國家級濕地公園9個湖蕩（田北蕩、菩提蕩、大漾蕩、毛漾蕩、釘靴蕩、蠶溪蕩、虎嘯蕩、北白蕩、蓮泗蕩）及其周邊重要區(qū)域（具體范圍詳見附圖），面積約為34.2平方公里。
Design scope:It includes 9 shallow lakes(Tianbei Lake,Bodhi Lake,Dayang Lake,Maoyang Lake,Dingxue Lake,Chanxi Lake,Huxiao Lake,Beibai Lake,Liansi Lake)of the national wetland park and their surrounding important areas(see the attached picture for details),covering an area of about 34.2 square kilometers.
設(shè)計內(nèi)容：完成全要素設(shè)計的具體落實與形象化空間表達(dá)，為下一步的工程設(shè)計提供指引。重點研究問題包括但不限于以下內(nèi)容。
Design content:Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design.Key research issues include,but are not limited to the following contents.
（1）提出體現(xiàn)新江南水鄉(xiāng)特色的整體空間形態(tài)和風(fēng)貌控制方案。
(1)Put forward the overall spatial form and style control scheme reflecting the characteristics of the new Jiangnan Water Town.
（2）提出村落保留、搬遷、提升的具體方案。
(2)Put forward specific plans for village reservation,relocation and renovation.
（3）圍繞國家級濕地公園，提出空間形態(tài)、交通、業(yè)態(tài)、景觀體系、管理運營、公共服務(wù)等內(nèi)容的具體方案。
(3)Around the national wetland park,put forward specific plans of spatial form,transportation,business form,landscape system,management and operation,public service and other contents.
（4）合理處理防洪水安全與濱水景觀風(fēng)貌的關(guān)系，提出包含堤壩、碼頭、水上交通、水上游覽路線、濱水景觀等內(nèi)容的可行性方案。
(4)Reasonably deal with the relationship between flood control security and waterfront landscape,and put forward feasible schemes including dykes,docks,water traffic,water sightseeing routes,waterfront landscape and other contents.
（5）提出道路交通、慢行交通、水上交通的具體方案
(5)Put forward specific plans for road traffic,slow traffic and water traffic.
（6）結(jié)合生態(tài)環(huán)境承載能力，提出合理開放容量，初步估算建設(shè)規(guī)模指標(biāo)，提出最優(yōu)的保護(hù)開發(fā)實施策略，并整體統(tǒng)籌，提出分步實施的運營建議。
(6)In combination with the carrying capacity of the ecological environment,put forward reasonable open capacity,preliminarily estimate the construction scale index,put forward the optimal development and implementation strategy,and make overall planning and put forward operation suggestions for step-by-step implementation.
（7）提出重要節(jié)點、重要界面、重點村落、重點空間的效果形象設(shè)計及控制引導(dǎo)建議。
(7)Put forward the effect image design as well as control and guidance suggestions for important nodes,important interfaces,key villages and key spaces.
片區(qū)2：長蕩-天鵝湖-東西千畝蕩片區(qū)
Area 2:Changdang Lake-Swan Lake-East-west Thousand-Mu Lake Area
設(shè)計范圍：包含長蕩、天鵝湖、東西千畝蕩及其周邊重要區(qū)域（具體范圍詳見附圖），面積約為21.8平方公里。
Design scope:It includes Changdang Lake,Swan Lake,East-west Thousand-Mu Lake and their surrounding important areas(see the attached picture for details),with an area of about 21.8 square kilometers.
設(shè)計內(nèi)容：完成全要素設(shè)計的具體落實與形象化空間表達(dá)，為下一步的工程設(shè)計提供指引。重點研究問題包括但不限于以下內(nèi)容。
Design content:Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design.Key research issues include,but are not limited to the following contents.

(4)Put forward suggestions on village reservation and relocation under the premise of conforming to the scenery of Jiangnan Water Town.Make specific design and planning scheme of important village reconstruction,with in-depth reference to detailed urban design.
（5）提出交通、景觀體系、管理運營、公共服務(wù)等內(nèi)容的具體方案。

（6）合理處理防洪水安全與濱水景觀風(fēng)貌的關(guān)系，提出包含堤壩、碼頭、水上交通、水上游覽路線、濱水景觀等內(nèi)容的可行性方案。

The Solicitation activity is an open Solicitation worldwide.We invite domestic and foreign excellent design agencies sincerely.The Solicitation includes two stages:registration and pre-qualification,and conceptual proposal competition and review.
5.1報名及資格預(yù)審
5.1 Registration and pre-qualification
由主辦方依據(jù)應(yīng)征人所提交的有效資格預(yù)審申請文件，綜合各單位業(yè)績情況和實際工作需要，選取5家單位作為入圍單位和2家作為備選單位。通過資格預(yù)審的5家入圍應(yīng)征申請人應(yīng)按時提交《參賽確認(rèn)函》。如前5家入圍單位中有退出第二階段，則備選單位依序替補(bǔ)。
Based on the valid pre-qualification application documents submitted by the applicants,the Sponsor will select 5 units as shortlisted units and 2 units as candidates according to their performance and actual work needs.The 5 shortlisted applicants who have passed the pre-qualification should submit the Participation Confirmation Letter on time.If any of the first 5 shortlisted units withdraw from the second stage,the candidates will substitute them in order.

經(jīng)資格預(yù)審入圍的5家設(shè)計單位進(jìn)入第二階段方案設(shè)計競賽階段。應(yīng)征人提交符合技術(shù)任務(wù)書要求的成果文件。評審過程需應(yīng)征人項目負(fù)責(zé)人或主創(chuàng)設(shè)計師對應(yīng)征方案進(jìn)行介紹及答辯，講解設(shè)計理念，回答評審委員會提問。
The 5 design units that have passed the pre-qualification enter the second stage:conceptual design competition.Applicants submit the achievement documents that meet the requirements of the technical specification.The review process requires the applicant’s project leader or chief designer to introduce and make open reply to the application plan,explain the design concept,and answer questions from the review committee.
主辦方通過專家評審委員會，采用記名投票、逐輪票決等方式進(jìn)行評審排序，并將排序名單推薦給主辦方，由主辦方綜合專家評審委員會意見和各種因素確定最終優(yōu)勝方案。經(jīng)后期談判后，最終優(yōu)勝方案優(yōu)先進(jìn)入下一步方案深化階段。每家應(yīng)征人只允許提交一個設(shè)計方案。
The Sponsor conducts evaluation and ranking by means of disclosed ballot and round-by-round voting,etc.through the expert review committee,and recommends the ranking list to the Sponsor.The Sponsor will determine the final winning plan based on the opinions of the expert review committee and various factors.After the later negotiation,the final winning plan will be given priority in the next step of plan deepening.Each applicant is only allowed to submit one design scheme.

應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實體獨立報名參賽，也可與其他機(jī)構(gòu)組成聯(lián)合體報名。

(1)Domestic applicants(referring to legal persons registered in China,the same below)must be registered with the State Administration for Industry and Commerce to obtain a business license,and must have a Grade A qualification for urban and rural planning preparation or a special Grade A qualification for landscape engineering design；have corresponding planning&design and landscape design experience(planning&design and landscape design commission contract).

(3)In the event of a planning and design agency outside the People’s Republic of China,if management regulations for practice and business of urban planning in the country or district provide that the enterprise legal person of the urban planning and/or landscape shall have the corresponding practice license or qualifications or business license,the corresponding license or qualifications or business license evidence must be provided by the agency；if,in accordance with the planning and business management regulations in the country or district,the urban planning or landscape enterprise legal person is not required to have the corresponding practice license or qualifications or business license,and only the architect or landscape engineer is required to have the corresponding practice license or qualifications or business license,the registration or practice certificate or membership certification materials of the planner and landscape engineer in the agency must be provided,and the design agency shall explain the management regulations for practice and business of planning and landscape design in the country or district at the same time.
（4）應(yīng)征申請人應(yīng)具備規(guī)劃空間設(shè)計與產(chǎn)業(yè)策劃能力，具有與本項目的功能性質(zhì)相類似的規(guī)劃設(shè)計經(jīng)驗。
(4)Applicants shall have planning space design and industrial planning capabilities,and have planning and design experience similar to the functional properties of the Project.
5.5本項目接受聯(lián)合體申請，聯(lián)合體的成員機(jī)構(gòu)不得超過4家。
5.5 The Project accepts consortium applications,and the number of the consortium’s member institutions shall not exceed 4.
（1）聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議；
(1)The members of the consortium shall jointly sign a consortium agreement；
（2）組成項目聯(lián)合體的各成員單位不得再以自己的名義單獨申請資格預(yù)審，也不得同時加入本項目其它聯(lián)合體申請資格預(yù)審；
(2)Each member unit that forms the project consortium may no longer apply for pre-qualification separately in its own name,nor can it join another consortium in the Project to apply for pre-qualification at the same time；
（3）若聯(lián)合體均由境內(nèi)設(shè)計機(jī)構(gòu)組成，則需滿足5.5（1）項要求；若聯(lián)合體由境內(nèi)、外設(shè)計機(jī)構(gòu)（包括港澳臺地區(qū)）組成，則境內(nèi)機(jī)構(gòu)須至少滿足5.5（1）項其中一項資質(zhì)要求，境外機(jī)構(gòu)（包括港澳臺地區(qū)）需滿足5.5（2）項要求。

2019年5月5日，《中共中央國務(wù)院關(guān)于建立健全城鄉(xiāng)融合發(fā)展體制機(jī)制和政策體系的意見》公開發(fā)布。建立健全城鄉(xiāng)融合發(fā)展的體制機(jī)制和政策體系，需要按照實現(xiàn)“兩個一百年”奮斗目標(biāo)的戰(zhàn)略部署，并與鄉(xiāng)村振興戰(zhàn)略規(guī)劃進(jìn)行緊密銜接，分為“三步走”。
On May 5,2019,the"Opinions of the Central Committee of the Communist Party of China and the State Council on Establishing and Improving the Institutional Mechanism and Policy System for the Urban-Rural Integration Development"was publicly released.Establishing and improving the institutional mechanism and policy system for the urban-rural integration development needs to follow the strategic deployment of achieving the"two centenary"goals and closely link with the rural revitalization strategic plan,which is divided into"three steps."
第一步，到2022年，城鄉(xiāng)融合發(fā)展體制機(jī)制初步建立。城鄉(xiāng)要素自由流動的制度性通道要基本打通，除個別超大城市外的城市落戶限制要放開放寬，城鄉(xiāng)統(tǒng)一的建設(shè)用地市場要基本建成，農(nóng)村產(chǎn)權(quán)保護(hù)交易制度框架要基本形成，經(jīng)濟(jì)發(fā)達(dá)地區(qū)、都市圈和城市郊區(qū)在體制機(jī)制改革上要率先取得突破。
In the first step,by 2022,the institutional mechanism for the urban-rural integration development will be initially established.Institutional channels for the free flow of urban-rural elements must be basically opened up,restrictions on settlement in cities other than individual megacities must be relaxed and liberalized,a unified urban-rural construction land market must be basically established,a rural property rights protection transaction system framework must be basically formed,and the economically developed areas,metropolitan areas and suburban areas should take the lead in making breakthroughs in the reform of their institutional mechanism.
第二步，到2035年，城鄉(xiāng)融合發(fā)展體制機(jī)制更加完善。城鄉(xiāng)發(fā)展差距和居民生活水平差距要顯著縮小，城鄉(xiāng)有序流動的人口遷徙制度要基本建立，城鄉(xiāng)統(tǒng)一建設(shè)用地市場要全面形成，城鄉(xiāng)普惠金融服務(wù)體系要全面建成，基本公共服務(wù)均等化要基本實現(xiàn)，農(nóng)業(yè)農(nóng)村現(xiàn)代化要基本實現(xiàn)。
In the second step,by 2035,the institutional mechanism for the urban-rural integration development will be more complete.The gap between urban-rural development and the living standards of residents must be significantly reduced,an orderly migration system for urban-rural populations must be basically established,a unified urban-rural construction land market must be fully established,an urban-rural inclusive financial service system must be fully constructed,the equalization of basic public services must be achieved,and the modernization of agriculture and rural areas must be basically achieved.
第三步，到本世紀(jì)中葉，城鄉(xiāng)融合發(fā)展體制機(jī)制成熟定型。城鄉(xiāng)全面融合，鄉(xiāng)村全面振興，全體人民共同富裕基本實現(xiàn)。

2019年12月1日，中共中央、國務(wù)院印發(fā)了《長江三角洲區(qū)域一體化發(fā)展規(guī)劃綱要》。為了更好地貫徹國家戰(zhàn)略、落實《綱要》要求，切實有效推進(jìn)示范區(qū)建設(shè)，發(fā)揮引領(lǐng)作用，上海市、江蘇省、浙江省人民政府共同組織編制《長三角生態(tài)綠色一體化發(fā)展示范區(qū)國土空間總體規(guī)劃（2019-2035年）》（已完成規(guī)劃公示）。示范區(qū)包括上海市青浦區(qū)、江蘇省蘇州市吳江區(qū)、浙江省嘉興市嘉善縣全域，約2413平方公里（含水域面積約350平方公里）。先行啟動區(qū)規(guī)劃范圍包括金澤、朱家角、黎里、西塘、姚莊五個鎮(zhèn)全域，約660平方公里。協(xié)調(diào)區(qū)包括：王江涇鎮(zhèn)、油車港鎮(zhèn)、周莊鎮(zhèn)、錦溪鎮(zhèn)、淀山湖鎮(zhèn)、虹橋主城片區(qū)（除青浦區(qū)以外），約486平方公里。
On December 1,2019,the Central Committee of the Communist Party of China and the State Council issued the"Outline of the Yangtze River Delta Regional Integrated Development Plan".In order to better implement the national strategy,implement the requirements of the"Outline",effectively promote the construction of Demonstration Zone,and play a leading role,the people’s governments of Shanghai,Jiangsu Province,and Zhejiang Province jointly organized the compilation of the"Overall Planning of Land Space of Yangtze River Delta Eco-Green Integrated Development Demonstration Zone(2019-2035)"(planning publicity has been completed).Demonstration Zone includes Qingpu District,Shanghai City,Wujiang District,Suzhou City,Jiangsu Province,and Jiashan County,Jiaxing City,Zhejiang Province,covering an area of approximately 2,413 square kilometers(about 350 square kilometers of water area).The planning scope of Start-up Zone covers the whole area of five towns including Jinze,Zhujiajiao,Lili,Xitang,and Yaozhuang,covering an area of approximately 660 square kilometers.Coordination Zone includes:Wangjiangjing Town,Youchegang Town,Zhouzhuang Town,Jinxi Town,Dianshan Lake Town,and the main city area of Hongqiao(except Qingpu District),covering about 486 square kilometers.

Xiushui New District of Jiaxing City is one of the natural wetlands with rich biodiversity,concentrated wetland resources,and well-maintained wetland ecology in the Hangjiahu Plain in the Yangtze River Delta.The area and its surrounding harbors are crisscrossed vertically and densely with lakes.The water town has rich cultural connotations and profound heritage.It is a typical representative of the"ancient canal-lake group"wetland in the southern plain of the Taihu Lake Basin.

Jiaxing has always been a pioneer in promoting urban-rural integration,which has a good foundation and obvious advantages to establish a national pilot zone for urban-rural integration.Over the past 15 years,Jiaxing has taken the lead in and adhered to the strategy of promoting the integrated development of urban and rural areas,and set out on a road of coordinated urban and rural reform and development that is driven by the new urbanization and new rural construction,where production,life and ecology are integrated,and the fruits of reform and development are shared between urban and rural areas.It is the first prefecture-level city in the province where all the counties(cities)under its jurisdiction have entered the stage of comprehensive integrated development.In 2018,the per capita disposable income of the city’s rural residents was 34,279 yuan,ranking first in Zhejiang Province for 15 consecutive years,and income ratio between urban and rural residents was reduced to 1.676:1.As the only pilot in Jiahu District of Zhejiang,one of the eleven national pilot zones for urban-rural integration,Xiushui New District is the most exemplary and benchmark area for urban-rural integration；as a demonstration zone and coordination zone for the green and ecological integration development of the Yangtze River Delta,it is an important space component for the implementation of the Yangtze River Delta integration strategy,an important carrier for the implementation of the national ecological civilization concept and the transformation of the“two mountains”theory,and also shoulders the future mission of the pioneer practice of urban-rural integration.At the important historical moment of Jiaxing’s“Centenary of the Founding of the Party”,Xiushui New District has ushered in the opportunity of presenting a series of future development directions of urban and rural integration.

秀水新區(qū)位于地處長三角核心區(qū)域，距上海、杭州100公里，涵蓋浙江省嘉興市秀洲區(qū)北部的王江涇鎮(zhèn)及油車港鎮(zhèn)，是長三角一體化示范區(qū)協(xié)調(diào)區(qū)，屬太湖流域水系，河網(wǎng)密布、湖泊眾多。秀水新區(qū)范圍即王江涇鎮(zhèn)、油車港鎮(zhèn)行政區(qū)劃范圍，總面積約為190平方公里，重點湖蕩區(qū)分為南北兩片，總面積約為56平方公里。
Xiushui New District is located in the core area of the Yangtze River Delta,100 kilometers from Shanghai and Hangzhou,covering Wangjiangjing Town and Youchegang Town in the northern part of Xiuzhou District,Jiaxing City,Zhejiang Province.It is the demonstration zone and coordination zone of the Yangtze River Delta,which belongs to the Taihu Lake Basin water system,with dense river network and numerous lakes.Xiushui New District is the administrative district of Wangjiangjing Town and Youchegang Town,with a total area of about 190 square kilometers.The key shallow lake area is divided into two parts at north and south,with a total area of about 56 square kilometers.

希望設(shè)計單位對秀水新區(qū)作背景研究，并提出總體思路，研究方向可包括但不限于以下內(nèi)容：
The design company is expected to conduct background research on Xiushui New District and put forward the general idea.The research direction may include but not limited to the following contents:
（1）在深入理解秀水新區(qū)總體發(fā)展定位，空間結(jié)構(gòu)、功能分區(qū)基礎(chǔ)上，提出優(yōu)化建議。
(1)On the basis of deep understanding of the overall development orientation,spatial structure and functional zoning of Xiushui New District,put forward optimization suggestions.
（2）圍繞湖區(qū)經(jīng)濟(jì)如何在長三角競爭中脫穎而出，實現(xiàn)經(jīng)濟(jì)發(fā)展，農(nóng)民增收的議題，研判產(chǎn)業(yè)趨勢，分析市場動向，因地制宜地提出對產(chǎn)業(yè)發(fā)展思路、產(chǎn)業(yè)體系、產(chǎn)業(yè)空間布局、片區(qū)功能業(yè)態(tài)策劃等內(nèi)容的對策建議。
(2)Focus on the issue of how the economy of the lake region can stand out in the competition of the Yangtze River Delta,realize economic development,increase farmers’income,study and judge the industrial trend,analyze the market trend,and put forward countermeasures and suggestions to the industrial development idea,industrial system,industrial spatial layout,functional format planning and other contents according to local conditions.
（3）響應(yīng)打造城鄉(xiāng)融合先行先試精彩樣板的要求，圍繞秀水新區(qū)先行啟動的項目策劃、實施呈現(xiàn)方式、鄉(xiāng)村改造、鄉(xiāng)村服務(wù)配套等內(nèi)容提出對策建議。
(3)In response to the request to create a model of urban and rural integration,put forward countermeasures and suggestions around the project planning,implementation presentation,rural reconstruction,rural service supporting and other contents launched first in Xiushui New District.
（4）結(jié)合先行啟動項目，梳理國家政策，提出項目運營與投資模式建議，并對其進(jìn)行初步分析投資收益，保障項目經(jīng)濟(jì)可行。

片區(qū)1：國家級濕地公園及周邊重要區(qū)域。

設(shè)計范圍：包含國家級濕地公園9個湖蕩（田北蕩、菩提蕩、大漾蕩、毛漾蕩、釘靴蕩、蠶溪蕩、虎嘯蕩、北白蕩、蓮泗蕩）及其周邊重要區(qū)域（具體范圍詳見附圖），面積約為34.2平方公里。
Design scope:It includes 9 shallow lakes(Tianbei Lake,Bodhi Lake,Dayang Lake,Maoyang Lake,Dingxue Lake,Chanxi Lake,Huxiao Lake,Beibai Lake,Liansi Lake)of the national wetland park and their surrounding important areas(see the attached picture for details),covering an area of about 34.2 square kilometers.

Design content:Complete the implementation of the whole element design and visualize the spatial expression to provide guidance for the next step of engineering design.Key research issues include,but are not limited to the following contents.
（1）提出體現(xiàn)新江南水鄉(xiāng)特色的整體空間形態(tài)和風(fēng)貌控制方案。
(1)Put forward the overall spatial form and style control scheme reflecting the characteristics of the new Jiangnan Water Town.
（2）提出村落保留、搬遷、提升的具體方案。

（5）提出道路交通、慢行交通、水上交通的具體方案

（6）結(jié)合生態(tài)環(huán)境承載能力，提出合理開放容量，初步估算建設(shè)規(guī)模指標(biāo)，提出最優(yōu)的保護(hù)開發(fā)實施策略，并整體統(tǒng)籌，提出分步實施的運營建議。
(6)In combination with the carrying capacity of the ecological environment,put forward reasonable open capacity,preliminarily estimate the construction scale index,put forward the optimal development and implementation strategy,and make overall planning and put forward operation suggestions for step-by-step implementation.

設(shè)計范圍：包含長蕩、天鵝湖、東西千畝蕩及其周邊重要區(qū)域（具體范圍詳見附圖），面積約為21.8平方公里。
Design scope:It includes Changdang Lake,Swan Lake,East-west Thousand-Mu Lake and their surrounding important areas(see the attached picture for details),with an area of about 21.8 square kilometers.
設(shè)計內(nèi)容：完成全要素設(shè)計的具體落實與形象化空間表達(dá)，為下一步的工程設(shè)計提供指引。重點研究問題包括但不限于以下內(nèi)容。

結(jié)合生態(tài)多樣性及江南水鄉(xiāng)基因文化傳承要求，有重點、分時序的進(jìn)行保護(hù)性開發(fā)，提出優(yōu)先開發(fā)、重點開發(fā)、限制開發(fā)等不同空間分類布局，對近期條件尚不成熟的區(qū)域，堅持提出規(guī)劃留白管控，從生態(tài)、建設(shè)等方面提出管控要求。

本次征集活動面向全球公開征集，誠邀境內(nèi)外優(yōu)秀設(shè)計機(jī)構(gòu)報名參加。征集包括報名及資格預(yù)審、概念方案競賽及評審兩個階段。
The Solicitation activity is an open Solicitation worldwide.We invite domestic and foreign excellent design agencies sincerely.The Solicitation includes two stages:registration and pre-qualification,and conceptual proposal competition and review.
5.1報名及資格預(yù)審
5.1 Registration and pre-qualification
由主辦方依據(jù)應(yīng)征人所提交的有效資格預(yù)審申請文件，綜合各單位業(yè)績情況和實際工作需要，選取5家單位作為入圍單位和2家作為備選單位。通過資格預(yù)審的5家入圍應(yīng)征申請人應(yīng)按時提交《參賽確認(rèn)函》。如前5家入圍單位中有退出第二階段，則備選單位依序替補(bǔ)。
Based on the valid pre-qualification application documents submitted by the applicants,the Sponsor will select 5 units as shortlisted units and 2 units as candidates according to their performance and actual work needs.The 5 shortlisted applicants who have passed the pre-qualification should submit the Participation Confirmation Letter on time.If any of the first 5 shortlisted units withdraw from the second stage,the candidates will substitute them in order.

經(jīng)資格預(yù)審入圍的5家設(shè)計單位進(jìn)入第二階段方案設(shè)計競賽階段。應(yīng)征人提交符合技術(shù)任務(wù)書要求的成果文件。評審過程需應(yīng)征人項目負(fù)責(zé)人或主創(chuàng)設(shè)計師對應(yīng)征方案進(jìn)行介紹及答辯，講解設(shè)計理念，回答評審委員會提問。
The 5 design units that have passed the pre-qualification enter the second stage:conceptual design competition.Applicants submit the achievement documents that meet the requirements of the technical specification.The review process requires the applicant’s project leader or chief designer to introduce and make open reply to the application plan,explain the design concept,and answer questions from the review committee.
主辦方通過專家評審委員會，采用記名投票、逐輪票決等方式進(jìn)行評審排序，并將排序名單推薦給主辦方，由主辦方綜合專家評審委員會意見和各種因素確定最終優(yōu)勝方案。經(jīng)后期談判后，最終優(yōu)勝方案優(yōu)先進(jìn)入下一步方案深化階段。每家應(yīng)征人只允許提交一個設(shè)計方案。
The Sponsor conducts evaluation and ranking by means of disclosed ballot and round-by-round voting,etc.through the expert review committee,and recommends the ranking list to the Sponsor.The Sponsor will determine the final winning plan based on the opinions of the expert review committee and various factors.After the later negotiation,the final winning plan will be given priority in the next step of plan deepening.Each applicant is only allowed to submit one design scheme.

應(yīng)征申請人（以下簡稱“申請人”）應(yīng)為合法注冊的法人實體獨立報名參賽，也可與其他機(jī)構(gòu)組成聯(lián)合體報名。

申請人應(yīng)具有承擔(dān)本項目的相關(guān)資格及能力。

（1）境內(nèi)申請人（指在中國境內(nèi)注冊的法人，下同）須在中國工商行政管理機(jī)關(guān)注冊登記取得營業(yè)執(zhí)照，需具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)或風(fēng)景園林工程設(shè)計專項甲級資質(zhì)；具有相應(yīng)的規(guī)劃設(shè)計、風(fēng)景園林設(shè)計經(jīng)驗（規(guī)劃設(shè)計、風(fēng)景園林設(shè)計委托合同）。
(1)Domestic applicants(referring to legal persons registered in China,the same below)must be registered with the State Administration for Industry and Commerce to obtain a business license,and must have a Grade A qualification for urban and rural planning preparation or a special Grade A qualification for landscape engineering design；have corresponding planning&design and landscape design experience(planning&design and landscape design commission contract).
（2）境外申請人（指在中國境外，包括臺港澳地區(qū)注冊的法人，下同）須依本國或本地區(qū)的管理規(guī)定具有城市規(guī)劃或風(fēng)景園林的執(zhí)業(yè)許可或經(jīng)營許可，或具有相應(yīng)的規(guī)劃設(shè)計經(jīng)驗（規(guī)劃設(shè)計委托合同）；如境外申請人在境內(nèi)已注冊子公司，并以子公司名義報名，該子公司視為境外申請人，不要求滿足第（2）條境內(nèi)申請人資質(zhì)條件，但需要提供其與境外母公司的關(guān)系證明；
(2)Overseas applicants(referring to legal persons registered outside of China,including Taiwan,Hong Kong and Macao,the same below)must have the practice license or business license for urban planning or landscape,or have corresponding planning and design experience(planning and design commission contract)；if an overseas applicant has registered a subsidiary in China and signs up in the name of the subsidiary,the subsidiary is regarded as an overseas applicant and is not required to meet the qualification requirements for the domestic applicants in Article(2),but it needs to provide proof of its relationship with the overseas parent company；
（3）中華人民共和國境外的規(guī)劃設(shè)計機(jī)構(gòu)若依該國或該地區(qū)有關(guān)城市規(guī)劃從業(yè)或營業(yè)的管理規(guī)定城市規(guī)劃或或風(fēng)景園林企業(yè)法人應(yīng)具有相應(yīng)執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，則需提供該機(jī)構(gòu)的相應(yīng)資質(zhì)或資格或營業(yè)許可證明文件；若依該國或該地區(qū)有關(guān)規(guī)劃從業(yè)或營業(yè)的管理規(guī)定，不要求城市規(guī)劃或風(fēng)景園林企業(yè)法人具有相應(yīng)執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，僅對規(guī)劃師、景觀工程師個人要求具有相應(yīng)資質(zhì)或資格或執(zhí)業(yè)許可，則需提供該機(jī)構(gòu)的規(guī)劃師、景觀工程師本人的注冊或執(zhí)業(yè)證書或會員證明材料，同時設(shè)計機(jī)構(gòu)應(yīng)說明該國或該地區(qū)有關(guān)規(guī)劃和景觀園林設(shè)計從業(yè)或營業(yè)的管理規(guī)定。
(3)In the event of a planning and design agency outside the People’s Republic of China,if management regulations for practice and business of urban planning in the country or district provide that the enterprise legal person of the urban planning and/or landscape shall have the corresponding practice license or qualifications or business license,the corresponding license or qualifications or business license evidence must be provided by the agency；if,in accordance with the planning and business management regulations in the country or district,the urban planning or landscape enterprise legal person is not required to have the corresponding practice license or qualifications or business license,and only the architect or landscape engineer is required to have the corresponding practice license or qualifications or business license,the registration or practice certificate or membership certification materials of the planner and landscape engineer in the agency must be provided,and the design agency shall explain the management regulations for practice and business of planning and landscape design in the country or district at the same time.
（4）應(yīng)征申請人應(yīng)具備規(guī)劃空間設(shè)計與產(chǎn)業(yè)策劃能力，具有與本項目的功能性質(zhì)相類似的規(guī)劃設(shè)計經(jīng)驗。
(4)Applicants shall have planning space design and industrial planning capabilities,and have planning and design experience similar to the functional properties of the Project.
5.5本項目接受聯(lián)合體申請，聯(lián)合體的成員機(jī)構(gòu)不得超過4家。
5.5 The Project accepts consortium applications,and the number of the consortium’s member institutions shall not exceed 4.
（1）聯(lián)合體的各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議；
(1)The members of the consortium shall jointly sign a consortium agreement；
（2）組成項目聯(lián)合體的各成員單位不得再以自己的名義單獨申請資格預(yù)審，也不得同時加入本項目其它聯(lián)合體申請資格預(yù)審；
(2)Each member unit that forms the project consortium may no longer apply for pre-qualification separately in its own name,nor can it join another consortium in the Project to apply for pre-qualification at the same time；
（3）若聯(lián)合體均由境內(nèi)設(shè)計機(jī)構(gòu)組成，則需滿足5.5（1）項要求；若聯(lián)合體由境內(nèi)、外設(shè)計機(jī)構(gòu)（包括港澳臺地區(qū)）組成，則境內(nèi)機(jī)構(gòu)須至少滿足5.5（1）項其中一項資質(zhì)要求，境外機(jī)構(gòu)（包括港澳臺地區(qū)）需滿足5.5（2）項要求。
(3)If the consortium is composed of domestic design agencies,it must meet the requirements of 5.5(1)；if the consortium is composed of domestic and foreign design agencies(including Hong Kong,Macao and Taiwan),the domestic agencies must meet at least one of the qualification requirements in 5.5(1),and the overseas agencies(including Hong Kong,Macao and Taiwan)must meet the requirements of 5.5(2).

通過資格預(yù)審的設(shè)計機(jī)構(gòu)提交的設(shè)計成果經(jīng)過專家評審和定標(biāo)后，符合設(shè)計要求的可依據(jù)其排名將獲得如下方案征集費用：
