Announcement of International Competition for Urban Design of the Beautiful Fishing Port and Vibrant Harbour in Daishan Island
中國城市規(guī)劃學(xué)會（承辦方）受岱山縣自然資源和規(guī)劃局和岱山縣中心漁港開發(fā)有限公司（主辦方）聯(lián)合委托，面向國內(nèi)外開展《岱山島美麗漁港活力港灣城市設(shè)計》公開征集活動?，F(xiàn)將相關(guān)事項公告如下：
Urban Planning Society of China（undertaker）is commissioned by Daishan Natural Resources and Planning Bureau and Daishan Central Fishing Port Development Corporation（organizer）jointly to organize this open international competition activity for the Urban Design of the Beautiful Fishing Port and Vibrant Harbour in Daishan Island.The relevant matters are hereby announced as follows:
一、項目背景
I.Project Background
岱山縣隸屬于舟山市，是舟山群島新區(qū)的重要組成部分，長三角重要的海洋經(jīng)濟(jì)示范區(qū)，生態(tài)宜居的海島旅游城市。全縣由379個大小島嶼組成。
Daishan County is subordinated to Zhoushan City and is an important part of the Zhoushan Archipelago New Area.It is an important marine economy demonstration area in the Yangtze River Delta and an ecological liveable island tourist city.The county is made up of 379 islands.
高亭中心漁港地區(qū)是岱山的重要城市門戶，有著獨特的地理坐標(biāo)和文化內(nèi)涵，其背靠集生活、生產(chǎn)、休閑、旅游、綜合服務(wù)于一體的老城區(qū)，面臨風(fēng)景雋美的海灣和南部諸島，區(qū)域地理位置優(yōu)越，濱海岸線可塑性強(qiáng)，具有一定的商業(yè)服務(wù)業(yè)基礎(chǔ)。1993年縣委縣政府把高亭中心漁港建設(shè)列為“八大興岱工程”之一，二十多年的時間里，完成了從漁村小港到國家級中心漁港的華麗轉(zhuǎn)身，更是成為了岱山縣一張獨具特色的城市名片。
The Central Fishing Port Area of Gaoting is an important gateway of Daishan with its unique geographical location and cultural connotation.It is backed by the old city area that integrates life,production,leisure,tourism,and comprehensive services;and it faces the beautiful bay and the southern islands.The area has a superior geographical location,coastline to be well shaped and developed,and has a certain business and service foundation.In 1993,the County Party Committee and County Government listed the construction of Gaoting Central Fishing Port as one of the“Eight Great Projects to Revive Daishan”.In more than 20 years,it has completed the gorgeous turn from a fishing village and small port to a national central fishing port,and has become a unique“city name card”of Daishan County.
但隨著漁業(yè)經(jīng)濟(jì)的發(fā)展，港灣呈現(xiàn)岸線功能混亂、環(huán)境品質(zhì)不佳，配套設(shè)施單一、服務(wù)功能欠缺，濱海建筑風(fēng)貌呆板、缺乏特色，公共活動空間不足等問題，與建設(shè)高品質(zhì)生活、旅游、商業(yè)功能綜合性濱水區(qū)的發(fā)展目標(biāo)不相匹配。
However,with the development of the fishery economy,the harbour presents problems such as chaotic coastline functions,poor environmental quality,single supporting facilities,lack of service functions,dull architectural style along the coast,lack of characteristics,and lack of public activity space,which do not match the development goal of a comprehensive waterfront area with high-quality life,tourism and commercial functions.
為復(fù)興高亭中心漁港的生產(chǎn)、休閑、觀光、社交、經(jīng)濟(jì)活動中心功能，打造舟山群島的重要城市名片，長三角海島旅游休閑目的地，帶動地方經(jīng)濟(jì)和城市發(fā)展，借鑒國內(nèi)外濱海成功的規(guī)劃設(shè)計經(jīng)驗，廣開思路，特舉行《岱山島美麗漁港活力港灣城市設(shè)計》國際方案征集活動，謀求富有海島地域特色和文化內(nèi)涵，高品質(zhì)、可操作的設(shè)計方案。
In order to revive the production,leisure,sightseeing,social,and economic activity centre functions of the Gaoting Central Fishing Port,create an important“city name card”for the Zhoushan Islands and an ideal destination for island tourism and leisure in the Yangtze River Delta,drive the local economy and urban development,open up ideas and draw on successful coastal planning and design experience at home and abroad,the international competition activity for the Urban Design of the Beautiful Fishing Port and Vibrant Harbour in Daishan Island is now held to seek high-quality operable design schemes with rich local island characteristics and cultural connotation.
二、設(shè)計目標(biāo)
II.Design Objectives
針對現(xiàn)狀問題，通過合理和富有創(chuàng)意的規(guī)劃設(shè)計，將中心漁港地區(qū)建設(shè)成為以濱海休閑旅游、特色商貿(mào)、社區(qū)配套、漁港服務(wù)功能于一體，具有鮮明漁港風(fēng)情特色的休閑景觀帶、商業(yè)服務(wù)軸；并將其活力輻射至周邊街區(qū)，打造成岱山最具活力的城市區(qū)域之一。
Addressing the existing problems,the planning and design schemes are supposed to propose reasonable and creative approaches to build the Central Fishing Port Area into a recreational landscape belt and commercial service axis with distinctive fishing port characteristics,integrating functions of coastal leisure tourism,characteristic commerce,community service,and fishing port service;and radiate its vitality to the surrounding neighbourhoods,making it one of the most vibrant urban areas in Daishan.
三、規(guī)劃范圍
III.Planning Scope
本次國際方案征集的規(guī)劃范圍分為總體城市設(shè)計和重點地段景觀設(shè)計兩個層次。
The planning scope of this international competition is divided into two levels,namely overall urban design and landscape design of key sites.
（1）總體城市設(shè)計

范圍包括高亭鎮(zhèn)南部濱海岸線向陸域拓展1-2個街區(qū)、蓬萊公園、江南山島、牛軛島、官山島部分區(qū)域及海域部分，重點對大蒲門村至蟹文化園的沿海岸線景觀進(jìn)行系統(tǒng)研究并提出完整的設(shè)計控制要求。城市設(shè)計范圍約2.26平方公里，研究范圍約6.27平方公里。（詳見圖1）
The scope covers the area extending 1-2 blocks from the southern coastline of Gaoting Town,Penglai Park,Jiangnanshan Island,Niu’e Island,and part of Guanshan Island and its sea area,focusing on the coastline landscape from Dapumen Village to the Culture Park of Crabs to conduct systematic research and propose complete regulatory design requirements.The urban design scope is about 2.26 km2 and the research scope is about 6.27 km2.（refer to Figure 1 for details）

重點對沿港路、濱港路、江南山島北側(cè)及牛軛島的濱海岸線進(jìn)行景觀規(guī)劃設(shè)計，對重要景觀地段進(jìn)行詳細(xì)設(shè)計（包含但不限于圖2所示6個節(jié)點），對沿港路、濱港路等重點地段沿街建筑進(jìn)行立面改造，長度約3.3公里。
Focusing on landscape planning and design of the coastline along Yangang Road,Bingang Road,north side of Jiangnanshan Island,and Niu’e Island to carry out detailed design of key landscape sites（including but not limited to the 6 nodes shown in Figure 2），and renovation of roadside architectural facade along key streets such as Yangang Road and Bingang Road,with a length of about 3.3 kilometres.
四、應(yīng)征要求
IV.Application Requirements
（1）本次活動采用公開報名的方式，境內(nèi)外合法注冊且有與本項目類似的相關(guān)設(shè)計經(jīng)驗的設(shè)計機(jī)構(gòu)均可報名參加。其中：境內(nèi)設(shè)計機(jī)構(gòu)須具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)、風(fēng)景園林工程設(shè)計甲級資質(zhì)、建筑行業(yè)（建筑工程）甲級資質(zhì)其中之一；境外設(shè)計機(jī)構(gòu)須具有所在國、地區(qū)政府主管部門或其有關(guān)行業(yè)組織核發(fā)的從事城鄉(xiāng)規(guī)劃、園林景觀、建筑設(shè)計其中之一的相應(yīng)資格或執(zhí)業(yè)許可。本項目接受聯(lián)合體報名，但聯(lián)合體成員不得超過兩家，聯(lián)合體各方不得再單獨以自己名義，或與另外設(shè)計機(jī)構(gòu)組成聯(lián)合體報名。境外公司聯(lián)合境內(nèi)設(shè)計機(jī)構(gòu)的，境內(nèi)設(shè)計機(jī)構(gòu)資質(zhì)要求同上。不接受個人及個人組合的報名。
（1）This competition opens application to domestic and foreign design institutes that are legally registered and have similar design experience to this project.The domestic design institutes must have one of Grade-A qualification of urban and rural planning formulation,Grade-A qualification of landscape engineering design,and Grade-A qualification of architecture and construction engineering;foreign design institutes must have one of the relevant qualifications of urban and rural planning,landscape architecture or architecture design issued by the competent authority of the country,region,or relevant industry organizations.This project accepts application by consortium,but the consortium shall not have more than two members,and the members of the consortium are not allowed to apply separately on their own or form another consortium.If a foreign company consorts with a domestic design institute,qualification requirements for the domestic institute are the same as above.Applications by individuals or individual groups will not be accepted.
（2）參與本項目的專業(yè)技術(shù)人員須為該設(shè)計機(jī)構(gòu)的在冊人員，主創(chuàng)設(shè)計師須有主持過多個同類型項目經(jīng)驗，且須全過程參與。為了保證項目參加人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外設(shè)計機(jī)構(gòu)的專業(yè)技術(shù)人員團(tuán)隊中應(yīng)至少有一名通曉漢語人士。
（2）The professionals involved in this project must be the current registered staff of the applicant institute;the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity.The professional team of the foreign institute should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
（3）應(yīng)征機(jī)構(gòu)根據(jù)資格預(yù)審文件要求提供完整資格預(yù)審材料。
（3）The applicant institute shall provide complete prequalification materials in accordance with the requirements of the Prequalification Document.
（4）除上述條款外，當(dāng)征集活動主辦方提出合理要求時，應(yīng)征機(jī)構(gòu)應(yīng)繼續(xù)補(bǔ)充提供符合相應(yīng)要求的資格證明文件。
（4）In addition to the above terms,when the competition organizer raises reasonable requests,the applicant institute shall continue to provide supplementary certification documents that meet the corresponding requirements.
五、活動規(guī)則
V.Activity Rules
本次征集活動分為方案編制和后期深化兩階段。
This competition activity is divided into two stages,namely“scheme formulating”and“follow-up scheme deepening”。
方案編制階段：通過資格預(yù)審，擇優(yōu)選取3家應(yīng)征機(jī)構(gòu)進(jìn)行方案編制并提交應(yīng)征文件，由專家和業(yè)主單位代表組成評審委員會，評審選出一個優(yōu)勝方案。
Scheme formulating stage:Three applicant institutes will be selected through prequalification to formulate and submit application documents;the jury committee made up of experts and representatives of the owner will review and select a winning scheme.
后期深化階段：獲得優(yōu)勝方案的應(yīng)征機(jī)構(gòu)須按照評審委員會及主辦方意見，吸取其它方案優(yōu)點，修改完善和深化方案，形成符合實際、理念先進(jìn)、內(nèi)容完整的成果。
Follow-up scheme deepening stage:The winning applicant institute shall optimize and develop the scheme according to the opinions of the jury committee and the organizer,absorb the advantages of other schemes,and form a deliverable that is consistent with reality,advanced in concept,and complete in content.
六、費用及支付方式
VI.Fees and Payment
應(yīng)征機(jī)構(gòu)按照征集文件要求遞交有效應(yīng)征文件后，經(jīng)評審委員會評審確定方案排名，第一名為優(yōu)勝方案。主辦方將在方案編制階段支付獲優(yōu)勝方案應(yīng)征機(jī)構(gòu)獎金150萬元人民幣（含稅）；支付獲第2-3名應(yīng)征機(jī)構(gòu)補(bǔ)償金100萬元人民幣（含稅）。
After the applicant institutes submit valid application documents in accordance with the requirements of the Solicitation Document,the jury committee will review and determine the ranking of schemes,and the first scheme will be the winning scheme.For the scheme formulating stage,the organizer will pay the winning applicant institute a bonus of RMB 1.5 million（including tax）；pay the second and the third applicant institutes a compensation fee of RMB 1 million（including tax）。
但對于未按規(guī)定時間提交應(yīng)征文件，或其應(yīng)征文件按征集文件規(guī)定不被接受，或被取消應(yīng)征資格的應(yīng)征機(jī)構(gòu)，將不支付應(yīng)征設(shè)計補(bǔ)償金。
However,the applicant institute who fail to submit application documents within the prescribed time,or whose application documents are not acceptable according to the requirements of the Solicitation Document,or whose qualifications have been revoked,will not be paid the design compensation fee.
獲得優(yōu)勝方案的應(yīng)征機(jī)構(gòu)將優(yōu)先獲得后期深化階段方案整合的資格，經(jīng)與主辦方協(xié)商后另簽署設(shè)計合同，合同金額控制在300萬以內(nèi)（含稅）。
The winning applicant institute will be given priority to get the qualification of integrating schemes in the follow-up scheme deepening stage.Another design contract will be signed after negotiations with the organizer;the contract amount will be controlled within RMB 3 million（including tax）。
七、時間計劃
VII.Schedule
計劃于2020年3月確定入圍應(yīng)征機(jī)構(gòu)、4月組織現(xiàn)場踏勘及召開征集發(fā)布會，屆時應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計師及其團(tuán)隊必須參會，方案編制階段設(shè)計周期約為70個日歷天。（具體時間安排視疫情情況另行通知）
It is planned to determine the shortlisted applicant institutes in March 2020,and organize the site survey and hold the project press conference in April.The chief designer and other team members of the applicant institutes are required to attend the conference.The design period of the scheme formulating stage is about 70 calendar days.（Specific schedule will be further noticed depending on the epidemic situation）
八、注意事項

應(yīng)征機(jī)構(gòu)下載報名表格（附件1）并填寫，發(fā)送到zxb planning.org.cn，承辦方收到報名表后，將以郵件方式回復(fù)資格預(yù)審文件。
Applicant institutes can download and fill in the Application Form（Appendix 1），and send it to zxb planning.org.cn.After receiving the Application Form,the undertaker will reply with the Prequalification Document by email.
資格預(yù)審文件需要嚴(yán)格按照相關(guān)要求制作，遞交資格預(yù)審文件包括現(xiàn)場遞交和快遞郵寄兩種方式，因近期情況特殊，以快遞郵寄方式遞交時，請預(yù)留足夠的快遞運輸時間。
Prequalification documents shall be made in strict accordance with relevant requirements,and can be submitted by on-site submission or express delivery.Due to the special circumstances recently,if submit by express delivery,please reserve enough time for the express transportation.
遞交資格預(yù)審文件的時間及地點：報名應(yīng)征機(jī)構(gòu)需于2020年3月13日16時前將資格預(yù)審文件的書面文件送達(dá)到下述指定地點，并將全部資格預(yù)審文件電子版發(fā)送至指定郵箱（zxb planning.org.cn）。資格預(yù)審文件書面文件遞交地址：北京市海淀區(qū)三里河路9號住建部北配樓一層，中國城市規(guī)劃學(xué)會，張工（收），010-58323854。接收資格預(yù)審文件時間為工作日09:00-16:00，逾期送交或不符合規(guī)定的資格預(yù)審文件恕不接受。

范圍包括高亭鎮(zhèn)南部濱海岸線向陸域拓展1-2個街區(qū)、蓬萊公園、江南山島、牛軛島、官山島部分區(qū)域及海域部分，重點對大蒲門村至蟹文化園的沿海岸線景觀進(jìn)行系統(tǒng)研究并提出完整的設(shè)計控制要求。城市設(shè)計范圍約2.26平方公里，研究范圍約6.27平方公里。（詳見圖1）
The scope covers the area extending 1-2 blocks from the southern coastline of Gaoting Town,Penglai Park,Jiangnanshan Island,Niu’e Island,and part of Guanshan Island and its sea area,focusing on the coastline landscape from Dapumen Village to the Culture Park of Crabs to conduct systematic research and propose complete regulatory design requirements.The urban design scope is about 2.26 km2 and the research scope is about 6.27 km2.（refer to Figure 1 for details）

重點對沿港路、濱港路、江南山島北側(cè)及牛軛島的濱海岸線進(jìn)行景觀規(guī)劃設(shè)計，對重要景觀地段進(jìn)行詳細(xì)設(shè)計（包含但不限于圖2所示6個節(jié)點），對沿港路、濱港路等重點地段沿街建筑進(jìn)行立面改造，長度約3.3公里。
Focusing on landscape planning and design of the coastline along Yangang Road,Bingang Road,north side of Jiangnanshan Island,and Niu’e Island to carry out detailed design of key landscape sites（including but not limited to the 6 nodes shown in Figure 2），and renovation of roadside architectural facade along key streets such as Yangang Road and Bingang Road,with a length of about 3.3 kilometres.
四、應(yīng)征要求
IV.Application Requirements
（1）本次活動采用公開報名的方式，境內(nèi)外合法注冊且有與本項目類似的相關(guān)設(shè)計經(jīng)驗的設(shè)計機(jī)構(gòu)均可報名參加。其中：境內(nèi)設(shè)計機(jī)構(gòu)須具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)、風(fēng)景園林工程設(shè)計甲級資質(zhì)、建筑行業(yè)（建筑工程）甲級資質(zhì)其中之一；境外設(shè)計機(jī)構(gòu)須具有所在國、地區(qū)政府主管部門或其有關(guān)行業(yè)組織核發(fā)的從事城鄉(xiāng)規(guī)劃、園林景觀、建筑設(shè)計其中之一的相應(yīng)資格或執(zhí)業(yè)許可。本項目接受聯(lián)合體報名，但聯(lián)合體成員不得超過兩家，聯(lián)合體各方不得再單獨以自己名義，或與另外設(shè)計機(jī)構(gòu)組成聯(lián)合體報名。境外公司聯(lián)合境內(nèi)設(shè)計機(jī)構(gòu)的，境內(nèi)設(shè)計機(jī)構(gòu)資質(zhì)要求同上。不接受個人及個人組合的報名。
（1）This competition opens application to domestic and foreign design institutes that are legally registered and have similar design experience to this project.The domestic design institutes must have one of Grade-A qualification of urban and rural planning formulation,Grade-A qualification of landscape engineering design,and Grade-A qualification of architecture and construction engineering;foreign design institutes must have one of the relevant qualifications of urban and rural planning,landscape architecture or architecture design issued by the competent authority of the country,region,or relevant industry organizations.This project accepts application by consortium,but the consortium shall not have more than two members,and the members of the consortium are not allowed to apply separately on their own or form another consortium.If a foreign company consorts with a domestic design institute,qualification requirements for the domestic institute are the same as above.Applications by individuals or individual groups will not be accepted.
（2）參與本項目的專業(yè)技術(shù)人員須為該設(shè)計機(jī)構(gòu)的在冊人員，主創(chuàng)設(shè)計師須有主持過多個同類型項目經(jīng)驗，且須全過程參與。為了保證項目參加人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外設(shè)計機(jī)構(gòu)的專業(yè)技術(shù)人員團(tuán)隊中應(yīng)至少有一名通曉漢語人士。
（2）The professionals involved in this project must be the current registered staff of the applicant institute;the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity.The professional team of the foreign institute should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
（3）應(yīng)征機(jī)構(gòu)根據(jù)資格預(yù)審文件要求提供完整資格預(yù)審材料。
（3）The applicant institute shall provide complete prequalification materials in accordance with the requirements of the Prequalification Document.
（4）除上述條款外，當(dāng)征集活動主辦方提出合理要求時，應(yīng)征機(jī)構(gòu)應(yīng)繼續(xù)補(bǔ)充提供符合相應(yīng)要求的資格證明文件。
（4）In addition to the above terms,when the competition organizer raises reasonable requests,the applicant institute shall continue to provide supplementary certification documents that meet the corresponding requirements.
五、活動規(guī)則
V.Activity Rules
本次征集活動分為方案編制和后期深化兩階段。
This competition activity is divided into two stages,namely“scheme formulating”and“follow-up scheme deepening”。
方案編制階段：通過資格預(yù)審，擇優(yōu)選取3家應(yīng)征機(jī)構(gòu)進(jìn)行方案編制并提交應(yīng)征文件，由專家和業(yè)主單位代表組成評審委員會，評審選出一個優(yōu)勝方案。
Scheme formulating stage:Three applicant institutes will be selected through prequalification to formulate and submit application documents;the jury committee made up of experts and representatives of the owner will review and select a winning scheme.
后期深化階段：獲得優(yōu)勝方案的應(yīng)征機(jī)構(gòu)須按照評審委員會及主辦方意見，吸取其它方案優(yōu)點，修改完善和深化方案，形成符合實際、理念先進(jìn)、內(nèi)容完整的成果。
Follow-up scheme deepening stage:The winning applicant institute shall optimize and develop the scheme according to the opinions of the jury committee and the organizer,absorb the advantages of other schemes,and form a deliverable that is consistent with reality,advanced in concept,and complete in content.
六、費用及支付方式
VI.Fees and Payment
應(yīng)征機(jī)構(gòu)按照征集文件要求遞交有效應(yīng)征文件后，經(jīng)評審委員會評審確定方案排名，第一名為優(yōu)勝方案。主辦方將在方案編制階段支付獲優(yōu)勝方案應(yīng)征機(jī)構(gòu)獎金150萬元人民幣（含稅）；支付獲第2-3名應(yīng)征機(jī)構(gòu)補(bǔ)償金100萬元人民幣（含稅）。
After the applicant institutes submit valid application documents in accordance with the requirements of the Solicitation Document,the jury committee will review and determine the ranking of schemes,and the first scheme will be the winning scheme.For the scheme formulating stage,the organizer will pay the winning applicant institute a bonus of RMB 1.5 million（including tax）；pay the second and the third applicant institutes a compensation fee of RMB 1 million（including tax）。
但對于未按規(guī)定時間提交應(yīng)征文件，或其應(yīng)征文件按征集文件規(guī)定不被接受，或被取消應(yīng)征資格的應(yīng)征機(jī)構(gòu)，將不支付應(yīng)征設(shè)計補(bǔ)償金。
However,the applicant institute who fail to submit application documents within the prescribed time,or whose application documents are not acceptable according to the requirements of the Solicitation Document,or whose qualifications have been revoked,will not be paid the design compensation fee.
獲得優(yōu)勝方案的應(yīng)征機(jī)構(gòu)將優(yōu)先獲得后期深化階段方案整合的資格，經(jīng)與主辦方協(xié)商后另簽署設(shè)計合同，合同金額控制在300萬以內(nèi)（含稅）。
The winning applicant institute will be given priority to get the qualification of integrating schemes in the follow-up scheme deepening stage.Another design contract will be signed after negotiations with the organizer;the contract amount will be controlled within RMB 3 million（including tax）。
七、時間計劃
VII.Schedule
計劃于2020年3月確定入圍應(yīng)征機(jī)構(gòu)、4月組織現(xiàn)場踏勘及召開征集發(fā)布會，屆時應(yīng)征機(jī)構(gòu)主創(chuàng)設(shè)計師及其團(tuán)隊必須參會，方案編制階段設(shè)計周期約為70個日歷天。（具體時間安排視疫情情況另行通知）
It is planned to determine the shortlisted applicant institutes in March 2020,and organize the site survey and hold the project press conference in April.The chief designer and other team members of the applicant institutes are required to attend the conference.The design period of the scheme formulating stage is about 70 calendar days.（Specific schedule will be further noticed depending on the epidemic situation）

應(yīng)征機(jī)構(gòu)下載報名表格（附件1）并填寫，發(fā)送到zxb planning.org.cn，承辦方收到報名表后，將以郵件方式回復(fù)資格預(yù)審文件。
Applicant institutes can download and fill in the Application Form（Appendix 1），and send it to zxb planning.org.cn.After receiving the Application Form,the undertaker will reply with the Prequalification Document by email.
資格預(yù)審文件需要嚴(yán)格按照相關(guān)要求制作，遞交資格預(yù)審文件包括現(xiàn)場遞交和快遞郵寄兩種方式，因近期情況特殊，以快遞郵寄方式遞交時，請預(yù)留足夠的快遞運輸時間。
Prequalification documents shall be made in strict accordance with relevant requirements,and can be submitted by on-site submission or express delivery.Due to the special circumstances recently,if submit by express delivery,please reserve enough time for the express transportation.
遞交資格預(yù)審文件的時間及地點：報名應(yīng)征機(jī)構(gòu)需于2020年3月13日16時前將資格預(yù)審文件的書面文件送達(dá)到下述指定地點，并將全部資格預(yù)審文件電子版發(fā)送至指定郵箱（zxb planning.org.cn）。資格預(yù)審文件書面文件遞交地址：北京市海淀區(qū)三里河路9號住建部北配樓一層，中國城市規(guī)劃學(xué)會，張工（收），010-58323854。接收資格預(yù)審文件時間為工作日09:00-16:00，逾期送交或不符合規(guī)定的資格預(yù)審文件恕不接受。
Submission time and place for the prequalification documents:The applicant institutes should submit the printed prequalification documents to the designated address before 16:00 on March 13,2020,and send all electronic prequalification documents to the designated email address（zxb planning.org.cn）。The submission address for the printed documents is as follows:Urban Planning Society of China,North Annex Building of Ministry of Housing and Urban-Rural Development,No.9 Sanlihe Road,Haidian District,Beijing,China,Miss Zhang（addressee），010-58323854.The time for submission is 09:00-16:00 on working days.Prequalification documents that are overdue or do not meet the requirements will not be accepted.
資格預(yù)審結(jié)果公布：在報名結(jié)束后15日內(nèi)公布入圍單位評選結(jié)果。
Announcement of prequalification result:The selecting result of shortlisted applicants will be announced within 15 days after the application is completed.
