Urban Planning Society of China(the organizing entity)has been commissioned jointly by Zhejiang China Commodities City Group Co.,Ltd and Yiwu Market Development Group Co.,Ltd.(thehosting entities)to launch this call forthe International Solicitation for the Architectural Concept Design of the Core Parcel of Yiwu International Trade Market(hereinafter referred to as"the solicitationactivity").The relevant details are herebyannounced as follows:
義烏市是享譽全球的世界小商品貿(mào)易中心、“一帶一路”節(jié)點城市,改革開放以來,義烏堅持和深化“興商建市”,走出了一條富有自身特色的發(fā)展道路。習(xí)近平總書記先后10余次到義烏調(diào)研指導(dǎo),盛贊義烏的發(fā)展具有“莫名其妙、無中生有、點石成金”的特色。義烏當(dāng)前新一輪國貿(mào)改革將在“買全球”上加速破局,同時繼續(xù)在“賣全球”上迭代深化,從而實現(xiàn)“買全球賣全球”雙向蝶變,為小商品國際貿(mào)易增長、城市轉(zhuǎn)型發(fā)展帶來重大機遇。
Yiwu,world-renowned as a global hub for small commodities trade and a key node along the Belt and Road Initiative,has charted a distinctive path of development.Since the initiation of reform and opening up,Yiwu has adhered to the principle of“developing the city through revitalizing commerce.”General Secretary Xi Jinping has visited Yiwu for inspection and guidance on more than ten occasions,praising Yiwu's development for its unique characteristics of being“an unprecedented miracle,a work of imagination,and a Midas touch.”In the new round of international trade reform,Yiwu aims to accelerate breakthroughs in“buy globally”while deepening its efforts in“sell globally.”The goal is to achieve a dual transformation—“buy globally and sell globally”—driving new growth in international small commodities trade and advancing urban transformation.
義烏國際商貿(mào)城核心地塊位于福田街道國際商貿(mào)城五區(qū)市場南側(cè)地塊,處于中國義烏國際商貿(mào)城和金融商務(wù)區(qū)的黃金紐帶和戰(zhàn)略交匯點。現(xiàn)擬依托新一輪國貿(mào)改革試點的政策與資源優(yōu)勢,圍繞建設(shè)“進(jìn)出轉(zhuǎn)”融合中心、“貿(mào)工城”服務(wù)中心、“文商旅”體驗中心三大核心載體,打造全場景全鏈路國際貿(mào)易智能生態(tài)圈,實現(xiàn)新主體、新行業(yè)、新業(yè)態(tài)的全面升級,加速實現(xiàn)義烏從“世界超市”到“全球貿(mào)易樞紐”的新跨越。義烏國際商貿(mào)城核心地塊的建設(shè)對義烏市持續(xù)擦亮世界小商品之都“金名片”,強化義烏作為國內(nèi)國際雙循環(huán)的重要節(jié)點城市具有重大戰(zhàn)略意義。為落實市政府工作要求,通過具有國際化、前瞻性、創(chuàng)新性理念的設(shè)計方案,確保該項目高起點設(shè)計、高質(zhì)量建設(shè)、高標(biāo)準(zhǔn)運營,擬開展《中國義烏國際商貿(mào)城核心地塊建筑概念方案國際征集活動》。
The core parcel of Yiwu International Trade Market is located on the southern side of District 5 of the Yiwu International Trade Market in Futian Subdistrict,positioned at a golden bond and strategic junction linking the Yiwu International Trade Market and the Financial Business District.Leveraging the policy and resource advantages of the new round of international trade reform pilot programs,the project aims to develop three core functional platforms:the Integrated Center of“Import-Export-Transshipment”,the Service Center of“Trade-Industry-City”,and the Experience Center of“Culture-Business-Tourism.”This will create a comprehensive smart ecosystem of international trade,facilitating the upgrade of new entities,industries,and business formats,and accelerating Yiwu's transformation from a“World Supermarket”to a“Global Trade Hub.”The construction of the core parcel of Yiwu International Trade Market holds significant strategic importance in enhancing Yiwu's“golden name card”as the“World Capital of Small Commodities”and reinforcing its role as a key node in the dual circulation of domestic and international markets.To meet government requirements,an internationally-oriented,forward-thinking,and innovative design scheme will be pursued,ensuring high-quality design,construction,and operation.An international solicitation for the architectural concept design of the core parcel of Yiwu International Trade Market is thus proposed.

本項目位于浙江省義烏市,地塊北側(cè)為國際商貿(mào)城五區(qū),東側(cè)為東前王高層集聚項目,西側(cè)毗鄰福田濕地公園,南側(cè)為僑商中心CBD。征集活動范圍涵蓋2個地塊,總用地面積約224898.67㎡(約337畝),擬建造商業(yè)綜合體、商業(yè)街區(qū)、商務(wù)辦公、綠化公園等。具體范圍如下:
This project is located in Yiwu City,Zhejiang Province.To the north is the District 5 of Yiwu International Trade Market,to the east is the Dongqianwang High-Rise Cluster Project,to the west is the Futian Wetland Park,and to the south is the World Overseas Chinese Business Center CBD(Qiaoshang Zhongxin CBD).The solicitation area encompasses two parcels,with a total land area of approximately 224,898.67 square meters(about 337 mu),planned for a commercial complex,commercial blocks,office spaces,public parks and green spaces,etc.The specific boundaries are as follows:
AB地塊:東至春風(fēng)大道,西至商博路,北至銀海路,南至規(guī)劃道路。
C地塊:東至規(guī)劃路,西至商博路,北至規(guī)劃道路,南至商城大道。
其中:AB地塊規(guī)劃總建筑面積約65萬m2(地上建筑面積約44萬m2、地下建筑面積約21萬m2);C地塊規(guī)劃4棟超高層建筑,規(guī)劃總建筑面積約40萬m2(地上建筑面積約30萬m2、地下建筑面積約10萬m2)。

Parcel AB:Bounded to the east by Chunfeng Avenue,to the west by Shangbo Road,to the north by Yinhai Road,and to the south by the planned road.
Parcel C:Bounded to the east by the planned road,to the west by Shangbo Road,to the north by the planned road,and to the south by Shangcheng Avenue.
The total planned floor area for Parcel AB is approximately 650,000 m2(about 440,000 m2above ground and 210,000 m2underground);Parcel C plans for four super high-rise buildings with a total planned floor area of about 400,000 m2(about 300,000 m2above ground and 100,000 m2underground).Detailed planning conditions and requirements can be found in the Pre-qualification Document.

本次建筑概念方案征集分為資格預(yù)審、概念方案設(shè)計兩個階段。
The architectural concept proposal solicitation consists of two stages:Pre-qualification and Concept Design.
(1)資格預(yù)審階段
(1)Pre-qualification Stage
本次征集活動采用公開征集的方式。應(yīng)征機構(gòu)需根據(jù)《資格預(yù)審文件》要求提供完整的資格預(yù)審申請文件。通過資格審查,最終從合格的應(yīng)征機構(gòu)中擇優(yōu)選出5家應(yīng)征機構(gòu)作為入圍應(yīng)征機構(gòu)參與方案編制,2家應(yīng)征機構(gòu)作為備選應(yīng)征機構(gòu),如入圍應(yīng)征機構(gòu)退出,備選應(yīng)征機構(gòu)依次替補。
This solicitation activity adopts an open solicitation process.Applicant institutions are required to provide complete pre-qualification application materials in accordance with the Pre-qualification Documentrequirements.Through the qualification review,a total offiveoutstandingapplicant institutions will be selected from the qualified applicant institutions to participate in the proposal preparation as shortlisted applicant institutions;while two applicant institutions will be selected asalternateapplicant institutions,In the event that a shortlisted applicant institution withdraws,the alternate applicant institutions will be substituted in order.
(2)概念方案設(shè)計階段
(2)Concept Design Stage
依據(jù)確定的規(guī)劃條件和相關(guān)要求,重點對所在地塊進(jìn)行建筑概念設(shè)計,包括建筑概念方案、公共空間與景觀、交通組織等。
Based on the established planning conditions and requirements,the focus will be on architectural concept design for the site,including the architectural concept proposal,public spaces and landscaping,and traffic organization.
(1)應(yīng)征機構(gòu)須為依法注冊的法人實體、合伙企業(yè)或其他具備獨立承擔(dān)民事責(zé)任能力的合法組織,本次征集活動不接受自然人參與應(yīng)征。
(1)Applicantinstitutions must be legally registered entities,partnerships,or other legitimate organizations capable of bearing civil liability;the participation of natural persons is not accepted.
(2)應(yīng)征機構(gòu)須具有承擔(dān)與本次征集內(nèi)容相應(yīng)的資格及能力。
境內(nèi)機構(gòu)須具有中華人民共和國住房和城鄉(xiāng)建設(shè)部核準(zhǔn)的建筑行業(yè)(建筑工程)設(shè)計甲級及以上資質(zhì)或建筑設(shè)計事務(wù)所甲級資質(zhì)。
境外機構(gòu)或港、澳、臺地區(qū)機構(gòu)須具有所在國、地區(qū)政府主管部門或有關(guān)行業(yè)組織核發(fā)的從事建筑設(shè)計的相應(yīng)資格或執(zhí)業(yè)許可。
(2)Applicantinstitutions must possess the qualifications and capabilities relevant to the solicitation's content.Domestic applicant institutions must hold a Class A or higher qualification for architectural design(construction engineering)approved by the Ministry of Housing and Urban-Rural Development of the People's Republic of China.Foreign applicant institutions or those from Hong Kong,Macao,and Taiwan must have corresponding qualifications or licenses for architectural design issued by the relevant government authorities or industry organizations in their respective countries or regions.
(3)本項目接受聯(lián)合體報名,但聯(lián)合體成員不得超過2家,需以聯(lián)合體協(xié)議書明確聯(lián)合體的牽頭單位和各自職責(zé)。聯(lián)合體綜合業(yè)績須滿足相關(guān)業(yè)績的要求。聯(lián)合體各方不得再單獨以自己名義,或與另外應(yīng)征機構(gòu)組成聯(lián)合體參與征集。
(3)Joint applications are accepted,but the consortium must not exceed two members and must clearly define the lead organization and respective responsibilities in a joint agreement.The consortium's collective performance must meet the relevant requirements.Members of the consortium cannot separately apply under their own names or form another consortium with other applicant institutions.
(4)法定代表人為同一個人的兩個及兩個以上法人、以及同一母公司與其全資子公司、控股公司,均不得同時報名。
(4)Two or more legal entities with the same legal representative,as well as a parent company and its wholly-owned subsidiaries or holding companies,are not allowed to apply simultaneously.
(5)擬投入項目主要人員業(yè)績須包含國內(nèi)大城市或國際知名大都市核心區(qū)大型商業(yè)綜合體設(shè)計經(jīng)驗,以及單體超高層建筑和建筑地標(biāo)項目設(shè)計經(jīng)驗;以上業(yè)績包括已建和在建項目。
(5)Key personnel proposed for the project must have design experience with large commercial complexes in major domestic cities or internationally renowned metropolitan areas,as well as experience in designing super high-rise buildings and architectural landmarks;this includes both completed and ongoing projects.
(6)參與本次征集活動的主創(chuàng)設(shè)計師及團隊成員須全過程參與本次征集活動(項目啟動會及現(xiàn)場踏勘、方案設(shè)計、現(xiàn)場方案匯報)。為了保證項目團隊人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解,境外應(yīng)征機構(gòu)的專業(yè)技術(shù)人員團隊中應(yīng)至少有一名通曉漢語人士。
(6)The chief designer and team members must participate in the entire process of this solicitation activity,including the project launchmeeting,on-site survey,concept design,and on-site proposal presentation.To ensure a precise understanding of the local context and relevant requirements in China,at least one member of the professional technical team from overseas applicant institutions should be fluent in Chinese.
(7)資格預(yù)審委員會將對應(yīng)征機構(gòu)的身份和資質(zhì)、綜合實力、主創(chuàng)設(shè)計師的資歷、設(shè)計團隊的人員配置等進(jìn)行是否符合項目要求的判定。
(7)The pre-qualification review committee will assess the applicant institution’s identity,qualifications,overall strength,credentials of the lead designer,and composition of the design team to determine compliance with project requirements.
本次征集活動擇優(yōu)選取5家入圍應(yīng)征機構(gòu)獲得參與概念方案設(shè)計階段的資格,每家入圍應(yīng)征機構(gòu)只允許提交一個設(shè)計方案。入圍應(yīng)征機構(gòu)按照《征集文件》要求遞交最終設(shè)計成果,經(jīng)主辦單位組建的評審委員會依據(jù)《征集文件》要求評審后,確定方案排名,將各獲得相應(yīng)獎金或補償金。
This solicitation will select five shortlisted applicant institutions to advance to the concept design phase,with each applicant allowed to submit only one design proposal.Shortlisted applicants must submit their final designs according to the requirements outlined in the Solicitation Document.The evaluation committee formed by the hosting entities will review the submissions based on the Solicitation Document,rank the proposals,and award corresponding prizes or compensation.
第1名:獎金人民幣350萬元(含稅);
第2名:獎金人民幣300萬元(含稅);
第3名:獎金人民幣200萬元(含稅);
第4、5名:補償金人民幣各150萬元(含稅);
First Place:Prize of 3.5 million RMB(including taxes);
Second Place:Prize of 3.0 million RMB(including taxes);
Third Place:Prize of 2.0 million RMB(including taxes);
Fourth and Fifth Place:Compensation of 1.5 million RMBeach(including taxes);
經(jīng)綜合考量,主辦單位將從前三名方案中確定一個中選方案,其應(yīng)征機構(gòu)作為建筑概念方案深化的設(shè)計機構(gòu),另付深化費用人民幣150萬元(含稅),具體深化事宜根據(jù)后續(xù)工作的安排進(jìn)行協(xié)商并另簽合同。
但對于未按規(guī)定時間提交應(yīng)征文件,或其應(yīng)征文件按《征集文件》規(guī)定不被接受,或被取消應(yīng)征資格的應(yīng)征機構(gòu),將不支付獎金或補償金。
After comprehensive consideration,the hosting entitieswill select one winning proposal from the top three,with the corresponding applicant institution designated as the design firm for the architectural concept's refinement.An additional fee of 1.5 million RMB(including taxes)will be provided for this refinement,with specific details negotiated and a separate contract signed based on subsequent arrangements.However,applicants who fail to submit their documents on time,whose submissions are not accepted per the solicitation requirements,or who have their application disqualified will not receive any prizes or compensation.
應(yīng)征機構(gòu)為本次征集活動編制的成果文件系專用于本次征集活動,各方均不得超過此范圍使用。所有由應(yīng)征機構(gòu)編制的成果文件,其著作權(quán)歸應(yīng)征機構(gòu)所有。在主辦單位向應(yīng)征機構(gòu)付清本公告第五條定義的獎金和補償金之后,主辦單位可對應(yīng)征機構(gòu)提交的成果文件進(jìn)行印刷、出版和展覽,可通過傳播媒介、專業(yè)雜志、書刊或其他形式對成果文件進(jìn)行評價、展示和宣傳,但應(yīng)注明應(yīng)征機構(gòu)的名稱。應(yīng)征機構(gòu)在征詢主辦單位意見并得到認(rèn)可后,可在其官網(wǎng)、社交媒體等平臺發(fā)布成果文件。
The deliverables prepared by the applicant institutions for this solicitation are exclusively for this event and may not be used beyond this scope.All copyrights for the deliverables created by the applicants belong to the applicants.After the hosting entities have paid the prizes and compensation defined in Article 5,the hosting entities may print,publish,and exhibit the submitted deliverables,as well as evaluate,display and promote them through media,professional journals,books,or other formats,provided that the name of the applicant is acknowledged.Applicants may publish the deliverables on their official websites and social media platforms after consulting and obtaining approval from the hosting entities.
主辦單位有權(quán)公布中選方案。在本次征集活動結(jié)束后,經(jīng)主辦單位征得入圍應(yīng)征機構(gòu)認(rèn)可,主辦單位可修改或在建設(shè)項目的實施中使用入圍應(yīng)征機構(gòu)的成果文件。
The hosting entitiesreserve the right to announce the selected proposal.After the solicitation concludes,with the approval of the shortlisted applicants,the hosting entities may modify or use the deliverables submitted by the shortlisted applicant institutions in the implementation of the construction project.
計劃于2025年11月下旬確定入圍應(yīng)征機構(gòu)、在義烏市組織現(xiàn)場踏勘及召開項目啟動會,屆時需應(yīng)征機構(gòu)主創(chuàng)設(shè)計師本人及其團隊現(xiàn)場參會。概念方案設(shè)計階段工作周期自項目啟動會起約為57個日歷天(含節(jié)假日)。
It is planned to finalize the shortlisted applicant institutions in late November 2025,followed by an on-site survey and project launch meeting in Yiwu,where the lead designer and their team are required to attend.The concept design phase will last approximately 57 calendar days(including holidays)from the date of the project launch meeting.

Any applicant institution who intends to participate in this solicitation activity are required to complete application registration first.Applicant institutions should download the application form(Attachment 1),complete the application information,and send it to the designated email address zxb planning.org.cn.Once the organizing entityreceives the application form,they will reply with the Pre-qualification Document and other relevant documents via email.
應(yīng)征機構(gòu)成功領(lǐng)取《資格預(yù)審文件》并不意味著其資格條件符合要求。應(yīng)征機構(gòu)是否符合本公告第4條“應(yīng)征要求”由資格預(yù)審委員會判定。
Successful receipt of the Pre-qualification Document does not imply that the applicant institutionmeets the eligibility criteria.Compliance with the"Application Requirements"outlined in Article 4 of this announcement will be determined by the pre-qualification review committee.
凡參加本次資格預(yù)審的應(yīng)征機構(gòu)均被視為同意并接受《資格預(yù)審文件》的全部內(nèi)容及條款。
All applicant institutions participating in this pre-qualification review are deemed to agree to and accept all contents and terms of the Pre-qualification Document.
資格預(yù)審申請文件需要嚴(yán)格按照相關(guān)要求制作,應(yīng)征機構(gòu)應(yīng)當(dāng)確保其提交的資格預(yù)審《申請文件》的電子文件和紙質(zhì)文件內(nèi)容一致。
The pre-qualification application documents must be prepared in strict accordance with relevant requirements.Applicant institutions must ensure that the content of the electronic and paper versions of their pre-qualification Application Documents is consistent.
遞交資格預(yù)審申請文件包括現(xiàn)場遞交和快遞郵寄兩種方式。以快遞郵寄方式遞交時,請預(yù)留足夠的快遞運輸時間;現(xiàn)場遞交需持法定代表人授權(quán)委托書。
There are two methods for submitting the pre-qualification application documents:on-site submission and courier delivery.When submitting via courier,please allow sufficient time for the delivery process.For on-site submission,a power of attorney from the legal representative is required.
