1、城市概況City overview
金華市，古稱婺州，位于浙江省中部，是長(zhǎng)三角中心區(qū)城市，國(guó)家歷史文化名城。
Jinhua,ancient Wuzhou,located in the middle of Zhejiang Province,is an central city of the Yangtze River Delta,and a national historical and cultural city.
金華占據(jù)浙江地理中心，承接南北山區(qū)生態(tài)資源，連貫浙贛東西生態(tài)走廊式的金衢盆地由東至西橫穿金華，作為浙贛內(nèi)陸向海的重要通道，連接杭紹平原和鄱陽(yáng)湖平原。濱河平原及臺(tái)地過(guò)渡空間約占57%、丘陵低山約占43%。
Jinhua is the geographical center of Zhejiang,with the ecological resources of the north and south mountainous,across east to west connecting Jinqu Basin of Zhejiang-Jiangxi east-west ecological corridor.it is an important channel from Zhejiang-Jiangxi inland to the sea,connecting Hangshao Plain and Poyang Lake plain.The space of riverside plain and platform accounts for about 57%,and the hills and low mountains account for about 43%.
金華市內(nèi)的水系屬錢(qián)塘江水系，走廊式盆地地形特征孕育了金華“三江中間流，南北百溪匯”的水系格局。東陽(yáng)江自東而西流經(jīng)東陽(yáng)、義烏、金東區(qū)，在燕尾洲匯合武義江而成金華江，形成“三江”骨架。東陽(yáng)江、武義江、金華江構(gòu)成了金華市區(qū)的主要東西向水脈走廊。
The water system of Jinhua belongs to the Qiantang River system,and the topography of the corridor basin gives birth to the water system pattern of"three main rivers and hundreds of streams from north to south".Dongyang River flows from east to west through Dongyang,Yiwu,Jindong District,and joins Wuyi River at Yanwei Island to form Jinhua River,forming the skeleton of"three rivers".Dongyang River,Wuyi River and Jinhua River constitute the main east-west water corridor of Jinhua city.
自秦朝建烏傷縣以來(lái)，金華中心城區(qū)經(jīng)歷了五個(gè)主要演變階段，建國(guó)前主要是在江北發(fā)展，營(yíng)城范圍基本在羅城范圍內(nèi);建國(guó)后，突破羅城空間，逐步西進(jìn)、南拓、東拓，形成目前一主一新的總體發(fā)展格局。

金華市區(qū)總面積2049平方公里，截至2023年末，金華市區(qū)（婺城區(qū)+金義新區(qū)）人口149.8萬(wàn)。金義新區(qū)總面積661.8平方公里，轄12個(gè)鄉(xiāng)鎮(zhèn)（街道），360個(gè)行政村（社區(qū)），常住人口51.7萬(wàn)，是全省第三大城市群、第四大都市區(qū)的核心區(qū)，也是金華打造國(guó)際樞紐城、奮進(jìn)現(xiàn)代都市區(qū)的主戰(zhàn)場(chǎng)、主平臺(tái)、主節(jié)點(diǎn)，也是金華實(shí)現(xiàn)浙中崛起、建設(shè)內(nèi)容開(kāi)放樞紐中心城市的增長(zhǎng)極和動(dòng)力源。
The total area of Jinhua City is 2049 square kilometers.At the end of 2023,the population of Jinhua(Wucheng District+Jinyi New District)is 1.498 million.Jinyi New Area has a total area of 661.8 square kilometers,governing 12 townships(streets),360 administrative villages(communities),and a permanent population of 517000.It is the core area of the third largest urban agglomeration and fourth largest metropolitan area in the province,as well as the main battlefield,platform,and node of Jinhua to build an international hub city and a modern urban area.It is also the growth pole and driving force of Jinhua to achieve the rise of central Zhejiang and build a content open hub city.
2、項(xiàng)目概況Project overview
金華金東區(qū)成立20年來(lái)，經(jīng)歷從工業(yè)園區(qū)，到田園智城，到省級(jí)新區(qū)的三個(gè)發(fā)展階段，定位從工業(yè)重鎮(zhèn)、物流樞紐，到田園智城、都市新區(qū)，再到浙中增長(zhǎng)極、未來(lái)新中心，隨著浙江省、浙中地區(qū)工業(yè)化、城鎮(zhèn)化、區(qū)域化和對(duì)外開(kāi)放格局的發(fā)展金義新區(qū)擔(dān)負(fù)的戰(zhàn)略發(fā)展任務(wù)不斷躍升。
Since its establishment 20 years ago,Jinhua Jindong District has gone through three development stages:from an industrial park,to a rural smart city,and to a provincial-level new area.Its positioning has shifted from an industrial hub and logistics hub,to a rural smart city and urban new area,and then to a new growth center of Zhejiang.With the development of industrialization,urbanization,regionalization,and opening-up patterns in Zhejiang Province,the strategic development tasks undertaken by Jinyi New Area have continued to leap.

作為浙江省第四個(gè)浙中科創(chuàng)走廊，規(guī)劃以金華科技城、義烏科技城為核心，以師大創(chuàng)新城、中央創(chuàng)新城、光電創(chuàng)新城、金蘭創(chuàng)新城為支撐，全面構(gòu)建“一廊串聯(lián)、六城聚力”的創(chuàng)新空間新格局。其中金華科技城空間范圍為金義新區(qū)核心區(qū)域。功能定位為謀劃建設(shè)集應(yīng)用研究、創(chuàng)新孵化、產(chǎn)業(yè)拓展、科創(chuàng)金融、科技體驗(yàn)、科技市場(chǎng)服務(wù)于一體的科技創(chuàng)新中心，作為金華全面融入長(zhǎng)三角G60科創(chuàng)走廊、鏈接外部高端資源、引領(lǐng)浙中區(qū)域創(chuàng)新發(fā)展的核心引擎。
As the fourth Zhejiang Central Science and Technology Innovation Corridor in Zhejiang Province,the plan takes Jinhua Science and Technology City and Yiwu Science and Technology City as the core,and is supported by Normal University Innovation City,Central Innovation City,Electroscopic Innovation City,and Jinlan Innovation City to comprehensively build a new pattern of innovation space with"one corridor connecting and six cities cohesive".The spatial scope of Jinhua Science and Technology City is the core area of Jinyi New Area.The functional positioning is to plan and build a technology innovation center that integrates application research,innovation incubation,industrial expansion,science and technology innovation finance,technology experience,and technology market services.It serves as the core engine for Jinhua to fully integrate into the G60 science and technology innovation corridor of the Yangtze River Delta,link external high-end resources,and lead the innovation development of the Zhejiang Central region.
金義新區(qū)層面各板塊錯(cuò)位聯(lián)動(dòng)，金滿湖區(qū)域以“大科創(chuàng)+新國(guó)貿(mào)”為核心，國(guó)貿(mào)綜改試驗(yàn)區(qū)“新物流+新國(guó)貿(mào)”為核心，華東聯(lián)運(yùn)新城、臨空經(jīng)濟(jì)區(qū)以“新物流”為核心，規(guī)劃所在的金華科技城以“大科創(chuàng)+大智造”為核心。

集湖區(qū)科研辦公、總部研發(fā)、高教孵化、智能制造、創(chuàng)意傳播為一體的浙中智慧芯、山水會(huì)客廳。需明確開(kāi)發(fā)的業(yè)態(tài)、布局、高度、柱網(wǎng)布局、結(jié)構(gòu)方案等內(nèi)容，并考慮與周邊地塊的功能銜接。
The Zhejiang Central Smart Chip and Mountains and water Reception Hall integrates scientific research and office,headquarters research and development,higher education incubation,intelligent manufacturing,and creative communication in the lake area.It is necessary to clarify the development format,layout,height,column network layout,structural scheme,etc.,and consider the functional connection with surrounding plots.
科創(chuàng)辦公單元以低尺度、小街區(qū)、密路網(wǎng)為建設(shè)目標(biāo)，城市空間和生態(tài)空間緊密融合。城市格局傾向于提升社區(qū)聯(lián)系。整體風(fēng)格在不失建筑群體的科技感的同時(shí)，建議貼近自然生態(tài)，強(qiáng)調(diào)人與自然的緊密聯(lián)系。
The science and technology innovation office unit aims to build at a low scale,small block,and dense road network,closely integrating urban space and ecological space.The urban pattern tends to enhance community connectivity.The overall style should be close to the natural ecology while maintaining the technological sense of the architectural group,emphasizing the close connection between humans and nature.
集中式辦公標(biāo)準(zhǔn)層面積參考值1000~1500m，強(qiáng)調(diào)使用效率。獨(dú)棟辦公應(yīng)以低、多層獨(dú)棟形態(tài)，4層為最佳，不宜超過(guò)5層，以矩形、方形為宜。單棟面積建筑規(guī)模參考值:1000~3000㎡，不宜超過(guò)4000㎡、標(biāo)準(zhǔn)層面積參考值500~1000㎡，強(qiáng)調(diào)使用效率和經(jīng)濟(jì)性。
The reference value for the standard floor area of centralized office is 1000-1500 meters,emphasizing usage efficiency.Single story office should be in the form of low or multi story single buildings,with 4 floors being the best and not exceeding 5 floors.It is advisable to use rectangles or squares.The reference value for the scale of a single building is 1000-3000 square meters,which should not exceed 4000 square meters.The reference value for the standard floor area is 500-1000 square meters,emphasizing the efficiency and economy of use.
（2）配套住宅（01-07地塊、01-08地塊、02-08地塊）Supporting residential buildings(plots 01-07,01-08 and 02-08)
服務(wù)和品質(zhì)生活為一體的高端居住配套住宅。按照未來(lái)社區(qū)標(biāo)準(zhǔn)打造花園式配套住宅。具體布置、規(guī)模和形式由設(shè)計(jì)單位靈活把握。建議首層全部架空，作為社區(qū)公共活動(dòng)、交流場(chǎng)所。戶型面積按大、中、小分為三檔。

為高校人才、創(chuàng)客青年、周邊居民提供生活休閑新型生活服務(wù)場(chǎng)景空間，通過(guò)多元社交空間形成融合性的商業(yè)綜合體，打造年輕力的聚集地，激發(fā)城市活力的源動(dòng)力。
To provide a new type of living and leisure service scene space for university talents,young makers,and surrounding residents,and to form a comprehensive commercial complex through diverse social spaces,creating a gathering place for young people and stimulating the source of urban vitality.

與浙中實(shí)驗(yàn)室聯(lián)動(dòng)，將“產(chǎn)城融合”的理念從規(guī)劃延續(xù)到建筑設(shè)計(jì)，集“商務(wù)辦公、會(huì)議交流、產(chǎn)業(yè)展示、創(chuàng)新研發(fā)等于一體的產(chǎn)業(yè)集聚綜合體，完善配套功能，提供一站化的產(chǎn)研辦公平臺(tái)，吸引企業(yè)與人才集聚。
Collaborating with the Zhejiang Central Laboratory,we will continue the concept of"integration of industry and city"from planning to architectural design,and create an industrial agglomeration complex that integrates"business office,conference exchange,industrial exhibition,and innovative research and development".We will improve supporting functions,provide a one-stop production and research office platform,and attract enterprises and talents to gather.
（7）國(guó)際休閑度假酒店（02-06地塊、02-07地塊）International Leisure Resort Hotel(Plot 02-06,02-07)
依托湖島資源，打造集合文化會(huì)議、休閑旅居、生態(tài)公園、濱水健康休閑等于一體的高端度假酒店，將酒店的餐飲、休閑、觀賞、娛樂(lè)等功能都融入湖島藍(lán)綠生態(tài)的意境中，滿足科創(chuàng)人群物質(zhì)和精神上的多元需求。客房數(shù)量建議不少于200間，兩個(gè)地塊可分別設(shè)置集中式客房和院墅式客房。
Relying on the resources of the lake and island,we aim to create a high-end resort hotel that integrates cultural conferences,leisure accommodations,ecological parks,and waterfront health and leisure.We integrate the hotel's dining,leisure,viewing,and entertainment functions into the blue-green ecological atmosphere of the lake and island,meeting the diverse material and spiritual needs of the scientific and technological innovation population.It is recommended that the number of guest rooms be no less than 200,and two plots can be equipped with centralized guest rooms and courtyard style guest rooms respectively.
（8）其他城市功能性建筑Other functional buildings in cities
除科創(chuàng)主要功能外，應(yīng)按照區(qū)域定位，統(tǒng)籌布局各類城市功能，通過(guò)地下、地面及地上步行系統(tǒng)，加強(qiáng)地塊臨近、功能互補(bǔ)的項(xiàng)目之間水平交通連通，并考慮與景觀設(shè)計(jì)的融合。
In addition to the main functions of science and technology innovation,various urban functions should be coordinated and arranged according to regional positioning.Through underground,ground,and above ground pedestrian systems,horizontal transportation connectivity between adjacent and functionally complementary projects should be strengthened,and integration with landscape design should be considered.
1、片區(qū)協(xié)調(diào)研究

約13.9平方公里。為金漪湖半徑2km范圍核心功能區(qū)，東至廣順路，南至新城路，西至縱三路，北至明麗街、滬昆高速。
Approximately 13.9 square kilometers.It is the core functional area within a radius of 2km of Jinyi Lake,extending from Guangshun Road in the east,Xincheng Road in the south,Zongsan Road in the west,and Mingli Street and Shanghai Kunming Expressway in the north.
（1）征集范圍及內(nèi)容：統(tǒng)籌考慮金漪湖周邊在建高校等項(xiàng)目，以及對(duì)片區(qū)原產(chǎn)業(yè)光源等項(xiàng)目進(jìn)行整體業(yè)態(tài)策劃，形成產(chǎn)城融合的示范地。合理策劃湖區(qū)區(qū)域的主導(dǎo)功能、業(yè)態(tài)組織、規(guī)模結(jié)構(gòu)、開(kāi)發(fā)時(shí)序等；形成湖區(qū)業(yè)態(tài)多樣、功能復(fù)合，多種交通高效組織的濱水創(chuàng)新中心；同時(shí)統(tǒng)籌協(xié)調(diào)研究區(qū)內(nèi)的景觀規(guī)劃設(shè)計(jì)；科創(chuàng)智慧芯板塊的詳細(xì)城市設(shè)計(jì)。
(1)Scope and content of solicitation:Taking into account the ongoing construction of universities and other projects around Jinyi Lake,as well as the overall business planning of the original industrial light source projects in the area,to form a demonstration site for the integration of industry and city.Reasonably plan the leading functions,business organization,scale structure,and development timing of the lake area;Forming a waterfront innovation center with diverse business formats,complex functions,and efficient transportation organization in the lake area;Simultaneously coordinate the landscape planning and design within the research area;Detailed urban design of the sci-tech innovation smart chip sector.
（2）投標(biāo)文件編制深度：以科技創(chuàng)新產(chǎn)業(yè)為核心目標(biāo)，指引下一階段區(qū)域內(nèi)各地塊的綜合開(kāi)發(fā)。設(shè)計(jì)應(yīng)包括（但不限于）片區(qū)內(nèi)的功能定位、業(yè)態(tài)構(gòu)成、用地布局、開(kāi)放空間、公共空間、景觀風(fēng)貌、交通組織、慢行系統(tǒng)、地下空間、豎向設(shè)計(jì)，估算開(kāi)發(fā)規(guī)模并提出操作性較強(qiáng)的建設(shè)時(shí)序等內(nèi)容，為61.48公頃建筑概念方案設(shè)計(jì)提供前置條件。
(2)Depth of bidding document preparation:With the core goal of technological innovation industry,guide the comprehensive development of various plots in the next stage of the region.The design should include(but not be limited to)the functional positioning,business composition,land layout,open space,public space,landscape style,traffic organization,slow traffic system,underground space,vertical design within the area,estimate the development scale,and propose a construction schedule with strong operability,providing prerequisites for the conceptual design of a 61.48 hectare building.

科創(chuàng)心和環(huán)湖帶的總體設(shè)計(jì)；16個(gè)地塊，用地面積61.48公頃，計(jì)容面積81.7萬(wàn)平方米的建筑概念方案設(shè)計(jì)。

（1）征集范圍及內(nèi)容：①科創(chuàng)心和環(huán)湖帶的總體設(shè)計(jì)（建筑布局、慢行交通、生態(tài)景觀、開(kāi)放空間等）；②16個(gè)地塊建筑功能策劃分析（具體功能業(yè)態(tài)、各項(xiàng)指標(biāo)、后期運(yùn)營(yíng)等進(jìn)行比選研究并提出建議方案）；③16個(gè)地塊的建筑概念方案，包含：設(shè)計(jì)效果、設(shè)計(jì)理念、主要功能平面布局、豎向設(shè)計(jì)、投資估算，以及景觀概念方案。
(1)Scope and content of solicitation:①Overall design of the Science and Technology Innovation Center and the Lake Rim(architectural layout,slow traffic,ecological landscape,open space,etc.);②Functional planning and analysis of 16 plots of buildings(conducting comparative research on specific functional formats,various indicators,and later operations,and proposing recommended solutions);③The architectural concept plan for 16 plots includes:design effect,design concept,main functional layout,vertical design,investment estimation,and landscape concept plan.
（2）投標(biāo)文件編制深度：完成16個(gè)地塊及相關(guān)項(xiàng)目的建筑概念方案設(shè)計(jì)，對(duì)最終確認(rèn)的建筑概念方案進(jìn)行導(dǎo)則編制，并通過(guò)附加圖則的形式，確定地塊的規(guī)劃控制要求，形成可以指導(dǎo)土地帶方案出讓的導(dǎo)則。
(2)Depth of bidding document preparation:Complete the design of architectural concept schemes for 16 plots and related projects,prepare guidelines for the final confirmed architectural concept schemes,and determine the planning and control requirements of the plots through the form of additional drawings,forming guidelines that can guide the transfer of land belt schemes.

主辦單位依法組建資格預(yù)審評(píng)審委員會(huì)。資格預(yù)審評(píng)審包含符合性審查及入圍評(píng)審。符合性審查未通過(guò)的申請(qǐng)單位不能進(jìn)入入圍評(píng)審環(huán)節(jié)。不符合報(bào)名要求的，則資格預(yù)審符合性審查不合格。資格預(yù)審評(píng)審委員會(huì)將對(duì)進(jìn)入入圍評(píng)審的資格預(yù)審申請(qǐng)文件進(jìn)行綜合評(píng)審，評(píng)審內(nèi)容包括申請(qǐng)單位的行業(yè)聲譽(yù)、設(shè)計(jì)經(jīng)驗(yàn)、項(xiàng)目業(yè)績(jī)、獲獎(jiǎng)情況、擬投入項(xiàng)目的團(tuán)隊(duì)、概念提案等資料。資格預(yù)審評(píng)審委員會(huì)采用逐輪淘汰記名投票的方法，從合格申請(qǐng)單位中評(píng)選出3家入圍單位，同時(shí)評(píng)選出1家備選申請(qǐng)單位，備選申請(qǐng)單位在入圍申請(qǐng)單位退出時(shí)依序替補(bǔ)。

主辦單位將組織3家入圍申請(qǐng)單位進(jìn)行現(xiàn)場(chǎng)踏勘答疑。入圍申請(qǐng)單位按照設(shè)計(jì)任務(wù)書(shū)要求，提交符合要求的設(shè)計(jì)成果文件。每家單位只允許提交一個(gè)設(shè)計(jì)方案。第二階段方案評(píng)審委員會(huì)對(duì)提交的設(shè)計(jì)成果文件進(jìn)行評(píng)審，通過(guò)記名投票對(duì)3家入圍單位的設(shè)計(jì)成果進(jìn)行排序，并提出評(píng)審意見(jiàn)。
The organizer will organize three shortlisted applicants to conduct on-site surveys and answer questions.The shortlisted application unit shall submit design achievement documents that meet the requirements in accordance with the design task book.Each unit is only allowed to submit one design proposal.The second stage scheme review committee will review the submitted design outcome documents,sort the design outcomes of the three shortlisted units through a registered vote,and provide review opinions.
3、第三階段-確定中選單位

主辦單位及政府主管部門(mén)在充分尊重評(píng)審委員專業(yè)評(píng)審結(jié)果的基礎(chǔ)上，根據(jù)商務(wù)談判結(jié)果，結(jié)合造價(jià)、工期、技術(shù)等因素，最終由主辦單位按審批程序確定中選單位。

金華占據(jù)浙江地理中心，承接南北山區(qū)生態(tài)資源，連貫浙贛東西生態(tài)走廊式的金衢盆地由東至西橫穿金華，作為浙贛內(nèi)陸向海的重要通道，連接杭紹平原和鄱陽(yáng)湖平原。濱河平原及臺(tái)地過(guò)渡空間約占57%、丘陵低山約占43%。
Jinhua is the geographical center of Zhejiang,with the ecological resources of the north and south mountainous,across east to west connecting Jinqu Basin of Zhejiang-Jiangxi east-west ecological corridor.it is an important channel from Zhejiang-Jiangxi inland to the sea,connecting Hangshao Plain and Poyang Lake plain.The space of riverside plain and platform accounts for about 57%,and the hills and low mountains account for about 43%.

The total area of Jinhua City is 2049 square kilometers.At the end of 2023,the population of Jinhua(Wucheng District+Jinyi New District)is 1.498 million.Jinyi New Area has a total area of 661.8 square kilometers,governing 12 townships(streets),360 administrative villages(communities),and a permanent population of 517000.It is the core area of the third largest urban agglomeration and fourth largest metropolitan area in the province,as well as the main battlefield,platform,and node of Jinhua to build an international hub city and a modern urban area.It is also the growth pole and driving force of Jinhua to achieve the rise of central Zhejiang and build a content open hub city.

與浙中實(shí)驗(yàn)室聯(lián)動(dòng)，將“產(chǎn)城融合”的理念從規(guī)劃延續(xù)到建筑設(shè)計(jì)，集“商務(wù)辦公、會(huì)議交流、產(chǎn)業(yè)展示、創(chuàng)新研發(fā)等于一體的產(chǎn)業(yè)集聚綜合體，完善配套功能，提供一站化的產(chǎn)研辦公平臺(tái)，吸引企業(yè)與人才集聚。

（7）國(guó)際休閑度假酒店（02-06地塊、02-07地塊）International Leisure Resort Hotel(Plot 02-06,02-07)
依托湖島資源，打造集合文化會(huì)議、休閑旅居、生態(tài)公園、濱水健康休閑等于一體的高端度假酒店，將酒店的餐飲、休閑、觀賞、娛樂(lè)等功能都融入湖島藍(lán)綠生態(tài)的意境中，滿足科創(chuàng)人群物質(zhì)和精神上的多元需求。客房數(shù)量建議不少于200間，兩個(gè)地塊可分別設(shè)置集中式客房和院墅式客房。
Relying on the resources of the lake and island,we aim to create a high-end resort hotel that integrates cultural conferences,leisure accommodations,ecological parks,and waterfront health and leisure.We integrate the hotel's dining,leisure,viewing,and entertainment functions into the blue-green ecological atmosphere of the lake and island,meeting the diverse material and spiritual needs of the scientific and technological innovation population.It is recommended that the number of guest rooms be no less than 200,and two plots can be equipped with centralized guest rooms and courtyard style guest rooms respectively.

除科創(chuàng)主要功能外，應(yīng)按照區(qū)域定位，統(tǒng)籌布局各類城市功能，通過(guò)地下、地面及地上步行系統(tǒng)，加強(qiáng)地塊臨近、功能互補(bǔ)的項(xiàng)目之間水平交通連通，并考慮與景觀設(shè)計(jì)的融合。
In addition to the main functions of science and technology innovation,various urban functions should be coordinated and arranged according to regional positioning.Through underground,ground,and above ground pedestrian systems,horizontal transportation connectivity between adjacent and functionally complementary projects should be strengthened,and integration with landscape design should be considered.

約13.9平方公里。為金漪湖半徑2km范圍核心功能區(qū)，東至廣順路，南至新城路，西至縱三路，北至明麗街、滬昆高速。

（1）征集范圍及內(nèi)容：統(tǒng)籌考慮金漪湖周邊在建高校等項(xiàng)目，以及對(duì)片區(qū)原產(chǎn)業(yè)光源等項(xiàng)目進(jìn)行整體業(yè)態(tài)策劃，形成產(chǎn)城融合的示范地。合理策劃湖區(qū)區(qū)域的主導(dǎo)功能、業(yè)態(tài)組織、規(guī)模結(jié)構(gòu)、開(kāi)發(fā)時(shí)序等；形成湖區(qū)業(yè)態(tài)多樣、功能復(fù)合，多種交通高效組織的濱水創(chuàng)新中心；同時(shí)統(tǒng)籌協(xié)調(diào)研究區(qū)內(nèi)的景觀規(guī)劃設(shè)計(jì)；科創(chuàng)智慧芯板塊的詳細(xì)城市設(shè)計(jì)。
(1)Scope and content of solicitation:Taking into account the ongoing construction of universities and other projects around Jinyi Lake,as well as the overall business planning of the original industrial light source projects in the area,to form a demonstration site for the integration of industry and city.Reasonably plan the leading functions,business organization,scale structure,and development timing of the lake area;Forming a waterfront innovation center with diverse business formats,complex functions,and efficient transportation organization in the lake area;Simultaneously coordinate the landscape planning and design within the research area;Detailed urban design of the sci-tech innovation smart chip sector.
（2）投標(biāo)文件編制深度：以科技創(chuàng)新產(chǎn)業(yè)為核心目標(biāo)，指引下一階段區(qū)域內(nèi)各地塊的綜合開(kāi)發(fā)。設(shè)計(jì)應(yīng)包括（但不限于）片區(qū)內(nèi)的功能定位、業(yè)態(tài)構(gòu)成、用地布局、開(kāi)放空間、公共空間、景觀風(fēng)貌、交通組織、慢行系統(tǒng)、地下空間、豎向設(shè)計(jì)，估算開(kāi)發(fā)規(guī)模并提出操作性較強(qiáng)的建設(shè)時(shí)序等內(nèi)容，為61.48公頃建筑概念方案設(shè)計(jì)提供前置條件。

科創(chuàng)心和環(huán)湖帶的總體設(shè)計(jì)；16個(gè)地塊，用地面積61.48公頃，計(jì)容面積81.7萬(wàn)平方米的建筑概念方案設(shè)計(jì)。

（1）征集范圍及內(nèi)容：①科創(chuàng)心和環(huán)湖帶的總體設(shè)計(jì)（建筑布局、慢行交通、生態(tài)景觀、開(kāi)放空間等）；②16個(gè)地塊建筑功能策劃分析（具體功能業(yè)態(tài)、各項(xiàng)指標(biāo)、后期運(yùn)營(yíng)等進(jìn)行比選研究并提出建議方案）；③16個(gè)地塊的建筑概念方案，包含：設(shè)計(jì)效果、設(shè)計(jì)理念、主要功能平面布局、豎向設(shè)計(jì)、投資估算，以及景觀概念方案。
(1)Scope and content of solicitation:①Overall design of the Science and Technology Innovation Center and the Lake Rim(architectural layout,slow traffic,ecological landscape,open space,etc.);②Functional planning and analysis of 16 plots of buildings(conducting comparative research on specific functional formats,various indicators,and later operations,and proposing recommended solutions);③The architectural concept plan for 16 plots includes:design effect,design concept,main functional layout,vertical design,investment estimation,and landscape concept plan.
（2）投標(biāo)文件編制深度：完成16個(gè)地塊及相關(guān)項(xiàng)目的建筑概念方案設(shè)計(jì)，對(duì)最終確認(rèn)的建筑概念方案進(jìn)行導(dǎo)則編制，并通過(guò)附加圖則的形式，確定地塊的規(guī)劃控制要求，形成可以指導(dǎo)土地帶方案出讓的導(dǎo)則。
(2)Depth of bidding document preparation:Complete the design of architectural concept schemes for 16 plots and related projects,prepare guidelines for the final confirmed architectural concept schemes,and determine the planning and control requirements of the plots through the form of additional drawings,forming guidelines that can guide the transfer of land belt schemes.

2、允許聯(lián)合體報(bào)名，聯(lián)合體成員（含牽頭單位）數(shù)量不超過(guò)3家；因本項(xiàng)目為概念方案國(guó)際征集，鼓勵(lì)境內(nèi)外設(shè)計(jì)單位組成聯(lián)合體報(bào)名，境外設(shè)計(jì)單位可為國(guó)外設(shè)計(jì)公司或其在國(guó)內(nèi)的分支機(jī)構(gòu)；聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的單位組成聯(lián)合體參加本次征集活動(dòng)。

主辦單位依法組建資格預(yù)審評(píng)審委員會(huì)。資格預(yù)審評(píng)審包含符合性審查及入圍評(píng)審。符合性審查未通過(guò)的申請(qǐng)單位不能進(jìn)入入圍評(píng)審環(huán)節(jié)。不符合報(bào)名要求的，則資格預(yù)審符合性審查不合格。資格預(yù)審評(píng)審委員會(huì)將對(duì)進(jìn)入入圍評(píng)審的資格預(yù)審申請(qǐng)文件進(jìn)行綜合評(píng)審，評(píng)審內(nèi)容包括申請(qǐng)單位的行業(yè)聲譽(yù)、設(shè)計(jì)經(jīng)驗(yàn)、項(xiàng)目業(yè)績(jī)、獲獎(jiǎng)情況、擬投入項(xiàng)目的團(tuán)隊(duì)、概念提案等資料。資格預(yù)審評(píng)審委員會(huì)采用逐輪淘汰記名投票的方法，從合格申請(qǐng)單位中評(píng)選出3家入圍單位，同時(shí)評(píng)選出1家備選申請(qǐng)單位，備選申請(qǐng)單位在入圍申請(qǐng)單位退出時(shí)依序替補(bǔ)。
The organizer shall establish a prequalification review committee according to law.Pre-qualification review includes compliance review and shortlisting review.The applicant that fails to pass the conformity examination cannot enter the finalist review process.Those who do not meet the registration requirements will fail to pass the prequalification compliance review.The pre-qualification review committee will conduct a comprehensive review of the pre-qualification application documents entering the shortlist review,including the applicant's industry reputation,design experience,project performance,awards,the team to be invested in the project,concept proposals and other information.The Prequalification Assessment Committee adopts the method of round by round elimination by secret ballot to select 3 finalists from the qualified applicants and 1 candidate applicant,and the candidate applicant will be replaced in order when the shortlisted applicant is withdrawn.

主辦單位將組織3家入圍申請(qǐng)單位進(jìn)行現(xiàn)場(chǎng)踏勘答疑。入圍申請(qǐng)單位按照設(shè)計(jì)任務(wù)書(shū)要求，提交符合要求的設(shè)計(jì)成果文件。每家單位只允許提交一個(gè)設(shè)計(jì)方案。第二階段方案評(píng)審委員會(huì)對(duì)提交的設(shè)計(jì)成果文件進(jìn)行評(píng)審，通過(guò)記名投票對(duì)3家入圍單位的設(shè)計(jì)成果進(jìn)行排序，并提出評(píng)審意見(jiàn)。
The organizer will organize three shortlisted applicants to conduct on-site surveys and answer questions.The shortlisted application unit shall submit design achievement documents that meet the requirements in accordance with the design task book.Each unit is only allowed to submit one design proposal.The second stage scheme review committee will review the submitted design outcome documents,sort the design outcomes of the three shortlisted units through a registered vote,and provide review opinions.
3、第三階段-確定中選單位
3.Stage III-Determination of The Selected Unit
主辦單位及政府主管部門(mén)在充分尊重評(píng)審委員專業(yè)評(píng)審結(jié)果的基礎(chǔ)上，根據(jù)商務(wù)談判結(jié)果，結(jié)合造價(jià)、工期、技術(shù)等因素，最終由主辦單位按審批程序確定中選單位。
On the basis of fully respecting the professional evaluation results of the evaluation committee,the organizer and the competent government department shall,according to the results of business negotiations and factors such as cost,construction period and technology,finally determine the selected units by the organizer according to the approval procedures.
優(yōu)勝獎(jiǎng)金The Bonus
中選單位：共計(jì)人民幣1000萬(wàn)元；獲得深化設(shè)計(jì)合同，合同總額包含獎(jiǎng)金，方案完成16個(gè)地塊及相關(guān)項(xiàng)目的建筑概念方案設(shè)計(jì)，對(duì)最終確認(rèn)的建筑概念方案進(jìn)行導(dǎo)則編制，并通過(guò)附加圖則的形式，確定地塊的規(guī)劃控制要求，形成可以指導(dǎo)土地帶方案出讓的導(dǎo)則。
Selected unit:a total of RMB 10 million;Obtain a detailed design contract,with a total contract amount including bonuses.Complete the architectural conceptual design of 16 plots and related projects,prepare guidelines for the final confirmed architectural conceptual plan,and determine the planning and control requirements of the plots through additional drawings,forming guidelines that can guide the transfer of land belt plans.
入圍（未選中）單位：第二名（除中選方案外，方案評(píng)審結(jié)果排名靠前的單位）補(bǔ)償金人民幣120萬(wàn)元，第三名（除中選方案外，方案評(píng)審結(jié)果排名靠后的單位）補(bǔ)償金人民幣80萬(wàn)元。
Nominated(not selected)units:The second place(excluding the selected scheme,the unit ranked higher in the scheme evaluation result)will receive a compensation of RMB 1.2 million,and the third place(excluding the selected scheme,the unit ranked lower in the scheme evaluation result)will receive a compensation of RMB 800000.

☆所有時(shí)間均以北京時(shí)間為準(zhǔn)，征集單位保留調(diào)整日程安排的權(quán)利，如出現(xiàn)日程調(diào)整的情況，征集單位將通過(guò)郵件的形式，通知入圍單位。
☆A(yù)ll time is subject to Beijing time.The Host reserves the right to adjust the agenda.In case of an agenda adjustment,the Host will notify shortlisted application agencies by e-mail.
