  Yiwu City is a globally renowned World Small-Commodity Trade Center,a main note city along the Belt and Road Initiative,a national logistics hub,and the only county-level national comprehensive reform pilot zone for international trade in China.Since the initiation of reform and opening up,Yiwu has adhered to the principle of"developing the city through revitalizing commerce,"carving out a distinctive path of development.General Secretary Xi Jinping has visited Yiwu for research and guidance on more than ten occasions,praising Yiwu's development for its unique characteristics of being"an unprecedented miracle,a work of imagination,and a Midas touch."
  近年來(lái)，義烏深度融入國(guó)家對(duì)外開(kāi)放戰(zhàn)略，主動(dòng)服務(wù)“一帶一路”倡議，以國(guó)際貿(mào)易綜合改革試點(diǎn)為引領(lǐng)，全方位構(gòu)建“樞紐+通道+網(wǎng)絡(luò)”的現(xiàn)代物流體系，形成了樞紐聯(lián)天下、通道達(dá)四方、網(wǎng)絡(luò)布全球的鮮明特征，成為“中國(guó)看世界，世界看中國(guó)”的重要窗口、陸上絲綢之路和海上絲綢之路的重要交匯點(diǎn)，國(guó)內(nèi)國(guó)際雙循環(huán)的重要節(jié)點(diǎn)。
  In recent years,Yiwu has deeply integrated into the national strategy of opening up.Actively supporting the Belt and Road Initiative,and guided by the international trade comprehensive reform pilot zone,Yiwu has comprehensively constructed a modern logistics system characterized by"hubs+corridors+networks."Yiwu has emerged as a significant gateway connecting the world to China and China to the world,a crucial intersection of both the land and maritime Silk Roads,and an important node in the domestic and international dual circulation.

  Yiwu(Suxi)International Hub Port is a key strategic development area within the"One Axis,Two Cores,Three Zones,and Multiple Platforms"structure in the central Zhejiang region.It serves as a crucial strategic support point for the V-shaped sea-land openning channel"Yiwu-Ningbo(Ocean)."It is also an important initiative for Yiwu to deepen inland opening functions,and construct a high-standard national logistics hub city for trade and services,aiming to create a new benchmark for port cities around the world.

  緊緊圍繞義烏高質(zhì)量高水平建成世界小商品之都的總目標(biāo)，落實(shí)全國(guó)內(nèi)陸地區(qū)具有港口服務(wù)功能的現(xiàn)代物流中心，“一帶一路”的重要節(jié)點(diǎn)城市的重要職能，承載國(guó)家物流樞紐城市的重要使命；將義烏（蘇溪）國(guó)際樞紐港打造成為內(nèi)外雙循環(huán)中轉(zhuǎn)和多式聯(lián)運(yùn)窗口、內(nèi)陸型國(guó)際商貿(mào)服務(wù)樞紐、區(qū)域商貿(mào)物流中心；推動(dòng)義東北地區(qū)以港務(wù)發(fā)展為牽引，港產(chǎn)城高度融合、高質(zhì)量發(fā)展。
  Closely aligned with the overarching goal of growing Yiwu into a world-renowned hub for high-quality and high-level small commodities,the proposal should implement the important functions of a modern logistics center with port services in the national inland region.Yiwu,as a vital node city along the Belt and Road Initiative,bears the important mission of serving as a national logistics hub city.The objective is to develop Yiwu(Suxi)International Hub Port into a hub for both domestic and international circulation,a multimodal transportation gateway,an inland international trade and service hub,and a regional trade and logistics center.Furthermore,it will drive the integrated and high-quality development of the Yiwu Northeast region,with port operations serving as the driving force for a highly integrated harbor-industry-city development model.
  規(guī)劃研究需重點(diǎn)銜接國(guó)土空間總體規(guī)劃，研究該區(qū)域發(fā)展策略及定位，明確國(guó)際樞紐港核心功能和規(guī)模，完善陸港樞紐集疏運(yùn)體系，梳理整合資源，優(yōu)化總體空間結(jié)構(gòu)，協(xié)調(diào)港產(chǎn)城空間關(guān)系。
  The planning research should primarily align with the comprehensive territorial spatial planning,and examine development strategies and positioning across the region.This includes clarifying the core functions and scale of the international hub port,enhancing the land-port hub transportation system,streamlining and integrating resources,optimizing the overall spatial structure,and coordinating the spatial relationships among the port,industry,and city.
  城市設(shè)計(jì)需進(jìn)一步聚焦重點(diǎn)地段，細(xì)化功能布局，研究空間形態(tài)，完善聯(lián)運(yùn)系統(tǒng)與交通組織，系統(tǒng)塑造樞紐港特色景觀風(fēng)貌，提出各類公共空間和地塊系統(tǒng)的建設(shè)管控和引導(dǎo)要求。
  The urban design should concentrate on key areas,refine the functional layout,study spatial forms,enhance inter-modal systems and traffic organization,systematically shape the distinctive landscape of the hub port.The design should also propose construction control and guidance for various types of public spaces and land parcel systems.
  規(guī)劃研究范圍：面積約31.6平方公里，主要目標(biāo)是銜接國(guó)土空間總體規(guī)劃，明確國(guó)際樞紐港核心功能和規(guī)模，完善陸港集疏運(yùn)交通體系，優(yōu)化總體布局。
  Planning research scope:Approximately 31.6 square kilometers in area,the main objective is to align with the comprehensive territorial spatial planning,define the core functions and scale of the international hub port,improve the land-port integrated transportation system,and optimize the overall spatial distribution.
  重點(diǎn)地段城市設(shè)計(jì)范圍：在劃定的設(shè)計(jì)范圍內(nèi)選擇約3—4平方公里進(jìn)行重點(diǎn)城市設(shè)計(jì)。主要目標(biāo)是進(jìn)一步完善布局、功能、強(qiáng)度、形態(tài)等，系統(tǒng)塑造樞紐港特色景觀風(fēng)貌，提出各類公共空間和地塊系統(tǒng)的建設(shè)管控和引導(dǎo)要求。
  Key area urban design scope:Within the delineated design area,approximately 3-4 square kilometers will be selected for focused urban design.The main objective is to further refine the layout,functions,intensity,and forms,while systematically shaping the distinctive landscape and aesthetic characters of the hub port.Moreover,it involves proposing construction,control,and guidance requirements for various types of public spaces and land parcels.
  方案征集范圍
  Scopes of the Proposal Solicitation
  （1）本次征集活動(dòng)采用公開(kāi)征集的方式，境內(nèi)外合法注冊(cè)的機(jī)構(gòu)均可參加。
  (1)This solicitation adopts an open call for submissions,and both domestic and foreign organizations that are legally registered are eligible to participate.
  （2）鼓勵(lì)中外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報(bào)名，但聯(lián)合體成員不得超過(guò)3家，聯(lián)合體各方不得再單獨(dú)以自己名義，或與另外應(yīng)征機(jī)構(gòu)組成聯(lián)合體報(bào)名。
  (2)Encouragement is given for domestic and foreign responding organizations to form consortiums for registration.However,the consortium must not exceed three members,and each member of the consortium should not participate individually or form another consortium with other responding organizations.
  （3）不接受個(gè)人及個(gè)人組合的報(bào)名。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人、母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名。
  (3)Individuals and individual combinations are not accepted for registration.Legal entities,parent companies,wholly-owned subsidiaries,and their holding companies with the same legal representative are not allowed to register simultaneously.
  （4）應(yīng)征機(jī)構(gòu)（聯(lián)合體）需具有相應(yīng)的空間規(guī)劃、產(chǎn)業(yè)規(guī)劃、物流及綜合服務(wù)、集疏運(yùn)交通組織、設(shè)計(jì)綜合研究能力，即具有：
  1）內(nèi)陸綜合型樞紐港、集疏運(yùn)交通組織等綜合研究能力與實(shí)踐經(jīng)驗(yàn)；
  2）豐富的城市設(shè)計(jì)、建筑風(fēng)貌、公共空間等設(shè)計(jì)經(jīng)驗(yàn)。
  (4)Responding organizations(consortiums)are required to possess corresponding capabilities in spatial planning,industrial planning,logistics and integrated services,integrated transportation organization,and comprehensive design research.Specifically,they should have:
  1）Comprehensive research capabilities and practical experience in inland integrated hub ports and integrated transportation organization.
  2）Rich experience in urban design,architectural design,and public space design.
  （5）主創(chuàng)設(shè)計(jì)師及團(tuán)隊(duì)成員須全過(guò)程參與本次征集活動(dòng)（項(xiàng)目啟動(dòng)會(huì)及現(xiàn)場(chǎng)踏勘、方案設(shè)計(jì)、現(xiàn)場(chǎng)方案匯報(bào)）。項(xiàng)目團(tuán)隊(duì)需各專業(yè)工種配備齊全。
  (5)The chief designer must have experience in leading multiple projects of similar nature.The chief designer and team members must participate in the entire process of this solicitation activity,including the project launch meeting,on-site survey,concept design,and on-site concept presentation.The project team should have a complete complement of professionals from various disciplines.
  4家入圍應(yīng)征機(jī)構(gòu)按照《征集文件》要求遞交最終設(shè)計(jì)成果后，經(jīng)評(píng)審委員會(huì)評(píng)審后確定方案排名，獲得相應(yīng)獎(jiǎng)金或補(bǔ)償金：
  Four outstanding responding organizations will be shortlisted to participate in the proposal preparation stage.After the shortlisted applicant institutions submit valid rendering documents in accordance with the requirements in the Solicitation Document.The proposals will be ranked after evaluation by the review committee,the respective design fees(prize)or compensations will be granted accordingly.
  第一名：獎(jiǎng)金人民幣240萬(wàn)元（含稅）；
  第二名：獎(jiǎng)金人民幣200萬(wàn)元（含稅）；
  第三名：獎(jiǎng)金人民幣160萬(wàn)元（含稅）；
  第四名：補(bǔ)償金人民幣120萬(wàn)元（含稅）；
  后期深化設(shè)計(jì)費(fèi)用：人民幣260萬(wàn)元（含稅）。
  First Place:Prize of 2.4 million RMB(including taxes);
  Second Place:Prize of 2.0 million RMB(including taxes);
  Third Place:Prize of 1.6 million RMB(including taxes);
  Fourth Place:Compensation of 1.2 million RMB(including taxes);
  Later-stage refinement Fee:2.6 million RMB(including taxes).
  經(jīng)綜合考量，主辦單位將從獲得前兩名方案的應(yīng)征機(jī)構(gòu)中選取一家，作為后期深化的設(shè)計(jì)機(jī)構(gòu)。
  After comprehensive consideration,the organizing entity will select one design organization from the top two proposals as the agency for later-stage refinement.Specific details will be negotiated and a separate contract will be signed based on subsequent arrangements.
