  本次國(guó)際競(jìng)賽設(shè)計(jì)范圍為現(xiàn)羅湖美術(shù)館原址范圍，用地面積為7696㎡。
  The design scope of the Competition is the current seat of Luohu Art Museum,totaling a site area of 7,696 m2.

  Design Scope of the Competition
  設(shè)計(jì)內(nèi)容主要包括保留改造及擴(kuò)建現(xiàn)有羅湖美術(shù)館，應(yīng)加強(qiáng)保留與新建建筑之間的融合設(shè)計(jì)，建立整體有機(jī)聯(lián)系。
  The design task mainly includes the retention,renovation and expansion of the existing Luohu Art Museum.Design efforts are also required to integrate the retained and new buildings into an organic whole.
  1.對(duì)于保留的場(chǎng)館建筑，進(jìn)行整體更新改造，包括建筑外立面和內(nèi)部結(jié)構(gòu)的翻新與維護(hù)、采光系統(tǒng)的升級(jí)、現(xiàn)有功能區(qū)的設(shè)計(jì)改造、廣場(chǎng)和綠化環(huán)境的改善等。
  1.For the retained building,it is required to conduct overall renovation and upgrading,including the renovation and maintenance of facade and internal building structure,the upgrading of the daylighting system,the design renovation of existing functional zones,and the improvement of the square and greening environment.
  2.擴(kuò)建建筑包括展覽用房、藏品用房、公共教育與交流用房、技術(shù)與維修用房、管理用房、輔助用房，配套文化用房、地下停車庫(kù)，以及項(xiàng)目建設(shè)的配套室外工程等。
  2.For the expanded building,it is required to provide facilities for exhibition,collection storage,public education and exchange,technology and maintenance,management,other auxiliary functions,plus supporting cultural facilities and basement parking,as well as supporting site works for the Project.
  3.綜合考慮建設(shè)實(shí)施及運(yùn)營(yíng)階段相關(guān)應(yīng)對(duì)措施，如珍貴館藏在極端天氣下的保護(hù)、保留建筑在建設(shè)期間的持續(xù)運(yùn)營(yíng)、以及30%配套空間的運(yùn)營(yíng)平衡建議等。
  3.Relevant countermeasures should be comprehensively considered during the construction and operation stages,for instance,measures to protect precious collections against extreme weather,to ensure continuous operation of the retained building during the construction,and to guarantee balanced operation of the 30%supporting space.

  競(jìng)賽方式Means of Participation
  1.本次國(guó)際競(jìng)賽面向國(guó)內(nèi)外公開(kāi)發(fā)布，采取公開(kāi)報(bào)名方式，從公告發(fā)布之日起，接受國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)報(bào)名。
  1.This Announcement of the Competition is released globally,and the registration is open to all design teams from home and abroad as of the date of announcement.
  2.本次國(guó)際競(jìng)賽工作分為“報(bào)名及資格預(yù)審”、“方案評(píng)標(biāo)及定標(biāo)”兩個(gè)階段。
  2.The Competition involves two stages,namely“Registration and Prequalification”and“Design Competition and Bid Finalization”.
  3.主、承辦單位組建資格預(yù)審會(huì)，由資格預(yù)審委員會(huì)根據(jù)國(guó)際競(jìng)賽文件要求，對(duì)參賽團(tuán)隊(duì)遞交的所有有效參賽文件進(jìn)行評(píng)審，采用記名投票的方法評(píng)選出7家入圍團(tuán)隊(duì)（不排序）以及2家備選團(tuán)隊(duì)（有排序）。
  3.The Prequalification Committee established by the Hosts and the Organizer will comprehensively review the eligible application documents submitted by the applicants as per the requirements specified in the Competition Document,and shortlist 7 finalists(without ranking)and 2 alternative teams(ranked)by open ballot.
  4.如前7家入圍團(tuán)隊(duì)在資格預(yù)審結(jié)果公示結(jié)束后三日內(nèi)書(shū)面提交退出投標(biāo)的函件，備選團(tuán)隊(duì)依序替補(bǔ)。逾期未提交函件的，后續(xù)不得提出退出；入圍團(tuán)隊(duì)確認(rèn)參賽后因各種原因無(wú)法繼續(xù)參賽的，將不再進(jìn)行遞補(bǔ)。確認(rèn)參賽的入圍團(tuán)隊(duì)?wèi)?yīng)按照國(guó)際競(jìng)賽日程安排要求提交方案設(shè)計(jì)成果。
  4.If the top seven shortlisted bidders submitting a written Letter of Withdrawal within three days after the announcement of the pre-qualification results,they will be replaced by alternative bidders as ranked.Those who fail to submit the letter within the specified time limit shall not be allowed to withdraw in the subsequent stages.Where the shortlisted teams fail to participate in the Competition after participation confirmation due to various reasons,they will not be replaced by any alternative.The shortlisted teams who have confirmed their participation shall submit the design deliverables according to the schedule of the Competition.
  5.方案評(píng)審委員會(huì)對(duì)7家入圍團(tuán)隊(duì)的方案設(shè)計(jì)成果進(jìn)行評(píng)審，評(píng)選出3個(gè)中標(biāo)候選方案（不排序）。
  5.The Design Evaluation Committee will comprehensively review the design submissions of the 7 finalists,and select three bid-winning candidates(without ranking).
  6.根據(jù)《深圳市羅湖區(qū)政府投資建設(shè)工程定標(biāo)工作指引》，招標(biāo)人依法依規(guī)組建定標(biāo)委員會(huì)，定標(biāo)評(píng)委從方案評(píng)審委員會(huì)推薦的3家（不排序）的中標(biāo)候選單位中確定1家中標(biāo)單位。
  6.Pursuant to the Guidelines for Bid Finalization of Government-invested Construction Projects in Luohu District,Shenzhen,the Client will establish a bid finalization committee in accordance with relevant laws and regulations.The Bid Finalization Committee will select one winning bidder from the three bid-winning candidates(without ranking)recommended by the Design Evaluation Committee.

  報(bào)名要求Registration Requirements
  1.本次國(guó)際競(jìng)賽國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加，允許聯(lián)合體參賽，不接受個(gè)人、個(gè)人與個(gè)人組合或個(gè)人與機(jī)構(gòu)組合的報(bào)名。設(shè)計(jì)機(jī)構(gòu)須具備工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或建筑行業(yè)甲級(jí)資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)；若為聯(lián)合體參賽，聯(lián)合體牽頭單位或聯(lián)合體成員單位須具備工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或建筑行業(yè)甲級(jí)資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)。
  1.The Competition is open for registration by design firms or consortia at home and abroad.Registration by individuals,individual-individual consortia,or individual-design firm consortia is not acceptable.Design firms must hold a Class A qualification in comprehensive engineering design,construction industry,or construction industry(construction engineering)design.For consortia,their lead parties or members must hold the above qualification as well.
  2.申請(qǐng)參賽的機(jī)構(gòu)應(yīng)為獨(dú)立法人、合伙制企業(yè)或其他組織。機(jī)構(gòu)負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同機(jī)構(gòu)，不得分別報(bào)名參賽。
  2.Design firms registering for the Competition must be independent legal entities,partnership enterprises or organizations in other forms.Different firms chaired by the same person or involving shareholding and management relationship are not allowed to register at the same time.
  3.中國(guó)境內(nèi)機(jī)構(gòu)須具有合法注冊(cè)并在有效期內(nèi)的營(yíng)業(yè)執(zhí)照。
  3.Design firms inside the Chinese Mainland must be legally registered legal entities with a valid business license.
  4.境外（含港澳臺(tái)地區(qū)）機(jī)構(gòu)須提供企業(yè)所在國(guó)（或地區(qū)）相關(guān)商業(yè)注冊(cè)登記信息證明，或提供所在國(guó)（或地區(qū)）政府主管部門(mén)或者有關(guān)行業(yè)組織核發(fā)的設(shè)計(jì)許可證明，且須提供中文譯本。
  4.Design firms based outside the Chinese mainland(including Hong Kong,Macao,and Taiwan regions)must provide evidence of relevant commercial registration in the country(or region)where they are located,or provide design licenses issued by the competent authorities or relevant industry organizations in the country(or region)where they are located with Chinese translation.
  5.若為聯(lián)合體參賽，組成聯(lián)合體的機(jī)構(gòu)數(shù)量不超過(guò)2家，各成員機(jī)構(gòu)應(yīng)簽署《聯(lián)合體協(xié)議書(shū)》，明確聯(lián)合體的牽頭機(jī)構(gòu)和各自職責(zé)。組成聯(lián)合體的各成員機(jī)構(gòu)不得再以自身名義單獨(dú)參賽，也不得同時(shí)加入其他聯(lián)合體參賽。
  5.Each consortium shall have no more than 2 members.A Consortium Agreement should be signed by the members to specify the leading party and obligations of each member.The member of one consortium is not allowed to participate in the Competition separately by its own name,nor join another consortium at the same time.
  6.主創(chuàng)設(shè)計(jì)師須直接參與本次國(guó)際競(jìng)賽設(shè)計(jì)全過(guò)程,以及參與主、承辦單位要求的重要節(jié)點(diǎn)會(huì)議。
  6.The chief designers must directly participate in the whole design process of the Competition and attend the key milestone meetings required by the Hosts and the Organizer.
  7.參賽團(tuán)隊(duì)必須保證其提交的報(bào)名資料真實(shí)、合法和有效。如報(bào)名資料與競(jìng)賽規(guī)則相關(guān)要求不符或弄虛作假，一經(jīng)發(fā)現(xiàn)，將被取消入圍和獲獎(jiǎng)資格，并承擔(dān)相關(guān)責(zé)任。
  7.The participants must guarantee the authenticity,legality and validity of the registration information they provide.Any participant found with fraud and dishonest practice or providing information inconsistent with the Work Rules will be disqualified from the shortlisting and bid-winning,and be investigated for liability.
  8.項(xiàng)目負(fù)責(zé)人須具有國(guó)家一級(jí)注冊(cè)建筑師的資格（若為聯(lián)合體投標(biāo)，設(shè)計(jì)負(fù)責(zé)人由聯(lián)合體中具備工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或建筑行業(yè)甲級(jí)資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)的單位擬派，一級(jí)注冊(cè)建筑師電子證書(shū)的使用應(yīng)符合《全國(guó)注冊(cè)建筑師管理委員會(huì)關(guān)于開(kāi)展使用一級(jí)注冊(cè)建筑師電子注冊(cè)證書(shū)工作的通知》（注建〔2021〕2號(hào)）的規(guī)定）。
  8.The project principals must be qualified as national first-class registered architects(in the case of a consortium,the project principal shall be appointed by the consortium which holds a Class A qualification in comprehensive engineering design,construction industry,or construction industry(construction engineering)design,and the use of the electronic certificate for the first-class registered architect shall comply with the Notice of the National Registered Architects Management Committee on the Use of Electronic Certificates for First-class Registered Architects(Zhu Jian[2021]No.2).

  競(jìng)賽獎(jiǎng)金Awards
  第一名（1名）：獲得項(xiàng)目全過(guò)程設(shè)計(jì)合同；
  The 1st Prize(one winner):the winner will be awarded the whole-process design contract;
  二等獎(jiǎng)（2名）：獲得落標(biāo)補(bǔ)償（含稅）人民幣50萬(wàn)元及獲獎(jiǎng)證書(shū)；
  The 2nd Prize(two winners):each winner will receive a stipend of CNY 500,000(tax-inclusive)and an honor certificate;
  三等獎(jiǎng)（2名）：獲得落標(biāo)補(bǔ)償（含稅）人民幣20萬(wàn)元及獲獎(jiǎng)證書(shū)；
  The 3rd Prize(two winners):each winner will receive a stipend of CNY 200,000(tax-inclusive)and an honor certificate;
  其他（2名）：獲得落標(biāo)補(bǔ)償（含稅）人民幣10萬(wàn)元。
