競(jìng)賽目的

Competition Purpose

鄭州航空港區(qū)管委會(huì)堅(jiān)持以高水平規(guī)劃引領(lǐng)高質(zhì)量發(fā)展，做好頂層設(shè)計(jì)，按照“三學(xué)三提升”和“三標(biāo)”工作要求，計(jì)劃組織開(kāi)展鄭州航空港未來(lái)城城市設(shè)計(jì)國(guó)際競(jìng)賽。

To implement the mission and tasks given by the party central, provincial committee, and provincial government to Zhengzhou Airport Economy Zone, firmly establish the ambition of "setting sail again for the second time" and achieve the ambition of "taking off for the second time", the Administrative Committee of Zhengzhou Airport Economy Zone insists on leading high-quality development with high-level planning, does a good job of top-level design, and plans to organize the Future City Urban Design International Competition by the work requirements of "three studies and three enhancements" and "three standards".

本次城市設(shè)計(jì)國(guó)際競(jìng)賽活動(dòng)，按照“總體城市設(shè)計(jì)提升”和“未來(lái)城詳細(xì)城市設(shè)計(jì)”兩個(gè)層面工作展開(kāi)，征集兼具前瞻性、創(chuàng)新性、實(shí)施性的城市設(shè)計(jì)方案，助力航空港高品位、高標(biāo)準(zhǔn)、高質(zhì)量建設(shè)與發(fā)展。

The competition is divided into 2 tasks, one is to make an overall urban design enhancement, the second is to make a detailed urban design of the Future City. The competition aims to collect urban design schemes that are forward-looking, innovative, and implementation-oriented to help promote the high grade, high standard, and high-quality construction and development of Zhengzhou Airport Economy Zone.

工作范圍與任務(wù)

Design Scope and Design Brief

1、總體城市設(shè)計(jì)提升

工作范圍：為鄭州航空港管轄范圍，面積約747平方公里。

工作任務(wù)：面向鄭州航空港新的發(fā)展定位和21個(gè)城市功能片區(qū)新格局，結(jié)合國(guó)內(nèi)外航空港和新城建設(shè)優(yōu)秀案例，提出總體城市設(shè)計(jì)優(yōu)化提升的創(chuàng)新理念和總體思路；評(píng)估鄭州航空港現(xiàn)狀建設(shè)情況，結(jié)合既有總體層面相關(guān)規(guī)劃，提出總體空間格局和21個(gè)城市功能片區(qū)功能布局優(yōu)化方案；針對(duì)城市綜合交通、空間形態(tài)、風(fēng)貌特色以及公共空間等方面提出設(shè)計(jì)提升策略；形成21個(gè)城市功能片區(qū)建設(shè)指引。

(1) Overall Urban Design Enhancement

Design Scope: The design area is under the jurisdiction of Zhengzhou Airport Economy Zone, covering an area of about 747 square kilometers.

Design Brief: Facing the new orientation of Zhengzhou Airport Economy Zone and the new pattern of 21 urban functional areas, the design agency should propose innovative concepts and general ideas for the optimization and enhancement of the overall urban design, taking into account the excellent cases of aviation ports and new city construction at home and abroad; evaluate the current situation of the construction of Zhengzhou Airport Economy Zone and the existing relevant master plans, and propose an overall spatial pattern and 21 urban functional areas’ layout optimization scheme; propose design enhancement strategies for integrated urban traffic, spatial forms, landscape features, and public spaces; propose guidelines for the construction of 21 urban functional areas.

2、未來(lái)城詳細(xì)城市設(shè)計(jì)

工作范圍：北至巢湖路，東至九德南街，南至燕都大道，西至濱河?xùn)|路，面積約27平方公里。

工作任務(wù)：提出未來(lái)城整體發(fā)展定位和產(chǎn)業(yè)功能策劃方案；提出整體規(guī)劃設(shè)計(jì)理念和空間格局、功能布局方案；分析研究場(chǎng)地特征和建設(shè)條件，提出具有創(chuàng)新性和實(shí)施性的設(shè)計(jì)創(chuàng)意，制定空間形態(tài)、公共空間、景觀環(huán)境、建筑組群、特色交通等方面的設(shè)計(jì)策略；研究實(shí)施管控，后續(xù)深化階段形成城市設(shè)計(jì)導(dǎo)則。

(2) Detailed Urban Design of the Future City

Design Scope: North to Chaohu Road, east to Jiude South Street, south to Yandu Avenue, west to Binhe East Road, covering an area of about 27 square kilometers.

Design Brief: Propose the overall development orientation and industrial function planning scheme of the Future City; propose the overall planning design concept and the scheme of spatial pattern and functional layout; analyze and study the site characteristics and construction conditions, propose innovative and implementable design ideas, and formulate design strategies for spatial form, public space, landscape environment, architectural clusters, and characteristic traffic; research implementation and control to form urban design guidelines in the Results Integration and Deepening Stage.

征集方式

Competition Method

1、組織方式 / Method

本次競(jìng)賽采用“意向邀請(qǐng)+公開(kāi)征集”兩種報(bào)名方式。

The competition adopts the "invitation + open call" method.

2、工作階段  / Work stages

本次國(guó)際競(jìng)賽工作分為“資格預(yù)審”、“方案設(shè)計(jì)及評(píng)審”、“成果整合深化”三個(gè)工作階段。 

The competition is divided into Pre-qualification Stage, Scheme Design and Review Stage, and Results Integration and Deepening Stage.

（1）第一階段：資格預(yù)審

主辦單位公開(kāi)發(fā)布公告，面向國(guó)內(nèi)外專(zhuān)業(yè)設(shè)計(jì)機(jī)構(gòu)公開(kāi)征集，設(shè)計(jì)機(jī)構(gòu)提交相應(yīng)的報(bào)名文件和概念提案，主辦單位組織召開(kāi)資格預(yù)審會(huì)擇優(yōu)選取3家入圍單位，與2家受邀單位共同進(jìn)入“方案設(shè)計(jì)及評(píng)審”階段。

(1) Pre-qualification Stage

The Host will publicly announce the competition for domestic and international design agencies, which will submit the corresponding registration materials and concept proposals, and the Host will select 3 finalists to take part in the " Scheme design and review stage" together with the 2 invited design agencies.

（2）第二階段：方案設(shè)計(jì)及評(píng)審

在入圍的5家設(shè)計(jì)機(jī)構(gòu)提交《參與確認(rèn)函》和《保密協(xié)議》后，主辦單位將組織入圍設(shè)計(jì)機(jī)構(gòu)進(jìn)行現(xiàn)場(chǎng)踏勘和答疑，并提供方案設(shè)計(jì)階段設(shè)計(jì)任務(wù)書(shū)和設(shè)計(jì)基礎(chǔ)資料。入圍設(shè)計(jì)機(jī)構(gòu)在規(guī)定時(shí)間內(nèi)提交符合要求的成果文件后，主辦單位組織召開(kāi)方案評(píng)審會(huì)在入圍設(shè)計(jì)方案中選出前三名優(yōu)勝方案。

(2) Scheme Design and Review Stage

After the 5 shortlisted design agencies sign the Participation Confirmation Letter and the Confidentiality Agreement, the Host will organize the shortlisted design agencies to conduct the site visit and Q&A and provide the design brief and design basic information for the project design stage. After the shortlisted design agencies submit the required deliverables within the specified time, the Host will organize the Scheme Design Review Meeting to select the top three excellent schemes among the shortlisted design programs.

（3）第三階段：成果整合深化

成果整合深化工作包括：①航空港總體城市設(shè)計(jì)提升整合。②21個(gè)城市功能片區(qū)優(yōu)化提升指引。③未來(lái)城城市設(shè)計(jì)成果整合，并形成城市設(shè)計(jì)導(dǎo)則。

(3) Results Integration and Deepening Stage

The integration and deepening of the results include: ①Upgrade and integrate the overall urban design of the Zhengzhou Airport Economy Zone. ②To give guidelines for the optimization and enhancement of 21 urban functional areas. ③ Integrate the urban design results of the Future City and form the Urban Design Guidelines.

3、報(bào)名要求 / Registration requirements

本次國(guó)際競(jìng)賽不設(shè)資質(zhì)要求，采用全球公開(kāi)報(bào)名的方式，國(guó)內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加，不接受個(gè)人或個(gè)人組合的報(bào)名。鼓勵(lì)聯(lián)合體報(bào)名，聯(lián)合體成員不得超過(guò)3家。

There are no qualification requirements for this international competition, and both domestic and foreign design agencies can apply for the competition. But individuals or combinations of individuals will not be accepted. Consortium registration is encouraged, and no more than three members of the consortium.

競(jìng)賽獎(jiǎng)金

Awards

經(jīng)過(guò)專(zhuān)家評(píng)審后，符合設(shè)計(jì)要求的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體），依據(jù)其排名將獲得如下獎(jiǎng)勵(lì)：

第一名（1名）：獲得獎(jiǎng)金人民幣570萬(wàn)元整。

第二名（1名）：獲得獎(jiǎng)金人民幣360萬(wàn)元整。

第三名（1名）：獲得獎(jiǎng)金人民幣250萬(wàn)元整。

第四至五名（2名）：每個(gè)獲獎(jiǎng)單位獲得獎(jiǎng)金人民幣180萬(wàn)元整。

原則上由獲得第一名的設(shè)計(jì)機(jī)構(gòu)完成方案整合深化工作，整合深化費(fèi)用為200萬(wàn)元整。

Design agencies (Consortium) that meet the design requirements upon review by experts will receive the followings according to their ranking:

The First Prize (1 winner): RMB 5.7 million.

The Second Prize (1 winner): RMB 3.6 million.

The Third Prize (1 winner): RMB 2.5 million;

The Fourth and Fifth Prizes (2 winners): RMB 1.8 million.

In principle, the design agency that won first place should complete the integration and deepening of the results. The total cost of results integration and deepening is 2 million yuan.

About Zhengzhou Airport Economy Zone

國(guó)務(wù)院于2013年3月7日批復(fù)鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)發(fā)展規(guī)劃，這是全國(guó)首個(gè)、也是目前唯一一個(gè)由國(guó)務(wù)院批復(fù)的國(guó)家級(jí)航空經(jīng)濟(jì)實(shí)驗(yàn)區(qū)。河南省委省政府確定鄭州航空港為“空中絲綢之路”先導(dǎo)區(qū)，要求建成“現(xiàn)代化、國(guó)際化、世界級(jí)物流樞紐”、“中原經(jīng)濟(jì)區(qū)和鄭州都市圈核心增長(zhǎng)極”、制度型開(kāi)放“中原特區(qū)”。目前全區(qū)實(shí)際管轄面積747.8平方公里，人口超過(guò)100萬(wàn)人，建成區(qū)達(dá)到110平方公里，基礎(chǔ)設(shè)施覆蓋超過(guò)220平方公里。高鐵鄭州航空港站已開(kāi)通運(yùn)營(yíng)，航空港區(qū)正式邁入“機(jī)場(chǎng)+高鐵”雙樞紐時(shí)代，國(guó)際陸港、鄭州公路港也正規(guī)劃建設(shè)，未來(lái)將形成“空鐵陸路”四港聯(lián)動(dòng)發(fā)展格局，綜合交通樞紐優(yōu)勢(shì)進(jìn)一步得到加強(qiáng)。

On March 7, 2013, the State Council approved the development plan of Zhengzhou Airport Economy Zone, which is the first and currently the only national-level aerotropolis economic development pioneer area approved by the State Council. Henan provincial government identified Zhengzhou Airport Economy Zone as the "Air Silk Road" pilot area, which is required to build a "modernized, internationalized, world-class logistics hub", a "core growth pole of the Central Plains Economic Zone and Zhengzhou Metropolitan Area", and an institutional open "Central Plains Special Zone". The actual area under the jurisdiction of the region is currently 747.8 square kilometers, with a population of over 1 million people, a built-up area of 110 square kilometers, and an infrastructure coverage of over 220 square kilometers. Zhengzhou Airport Station of high-speed railway has been opened, and the Zhengzhou Airport Economy Zone has officially entered the era of "airport + high-speed railway" double hub.
