環(huán)金雞湖6個(gè)驛站建筑概念國(guó)際方案征集資格預(yù)審公告
征集背景
“十四五”計(jì)劃聚力打造“四個(gè)一流、一個(gè)中心”，蘇州工業(yè)園區(qū)要聚焦建設(shè)：一流的產(chǎn)業(yè)新區(qū)，一流的開(kāi)放名區(qū)，一流的創(chuàng)新園區(qū)，一流的中心城區(qū)。集聚了城市商業(yè)商務(wù)、娛樂(lè)休閑等核心功能的環(huán)金雞湖區(qū)域，是園區(qū)打造“面向未來(lái)的蘇州城市新中心”的核心承載區(qū)。其中環(huán)金雞湖濱水公共空間區(qū)域作為環(huán)湖空間的“第一圈層”，是市民公共活動(dòng)的主要載體；而環(huán)湖結(jié)合現(xiàn)有游客中心及現(xiàn)存建筑，打造以15分鐘步行圈為標(biāo)準(zhǔn)的環(huán)湖驛站服務(wù)體系，將是未來(lái)金雞湖城市品牌的展示的重要窗口。
The“14th Five Year Plan”focuses on building“four first-class and one center”.Suzhou Industrial Park is focusing on the construction of first-class industrial area,first-class open area,first-class innovation park and first-class central city.The area around Jinji Lake,which gathers the core functions of urban business,entertainment and leisure,is the core area for building the“new center of Suzhou for the future”.Among them,the waterfront public space around Jinji Lake,as the“first layer”of the space around the lake,is the main space for public activities.In combination with the existing tourist center and existing buildings,building a post station service system around the lake within“15-min walking circle”will be an important window for the city brand demonstration of Jinji Lake in the future.

he design should fully respect the nature,adjust measures to local conditions,tap the context,highlight the characteristics,integrate the architecture with the whole park and the surrounding environment and smart sharing,and respect the business logic to achieve sustainability.
1
征集范圍和內(nèi)容
金雞湖共15個(gè)休閑驛站，6個(gè)驛站為本次新建，9個(gè)驛站結(jié)合現(xiàn)有建筑改造（不在本次征集范圍內(nèi)）。6個(gè)新建驛站要結(jié)合活動(dòng)人群需求，建筑設(shè)計(jì)方案應(yīng)與園區(qū)總體規(guī)劃中的建筑風(fēng)格、空間布局、景觀風(fēng)貌、交通組織協(xié)調(diào)統(tǒng)一，共同構(gòu)成園區(qū)和諧共融的景觀風(fēng)貌。
There are 15 leisure post stations around Jinji Lake,6 of which to be newly built,9 of which to be reconstructed combining with existing buildings(not included in the scope of this project).The 6 post stations should be designed combining with the needs of population.The architectural design should be coordinated with the architectural style,spatial layout,landscape and traffic organization in the overall planning to form a harmonious and integrated landscape of Industrial Park.
組團(tuán)1：小木屋露天吧新建驛站（480m2）、湖濱四季綠地新建驛站（350m2）、自然公園廣場(chǎng)驛站（180m2）

本次征集以組團(tuán)為單位開(kāi)展。申請(qǐng)人一旦遞交了《申請(qǐng)文件》表示接受參加兩個(gè)組團(tuán)中的任意一個(gè)。申請(qǐng)人可以選擇首選參加哪個(gè)組團(tuán)。如未入圍首選組團(tuán)，申請(qǐng)人接受入圍次選組團(tuán)。原則上入圍的應(yīng)征人僅參加兩個(gè)組團(tuán)中的一個(gè)組團(tuán)的征集，也不排除同時(shí)參加兩個(gè)組團(tuán)的可能性。入圍的應(yīng)征人對(duì)組團(tuán)中的3個(gè)驛站提交概念方案。
This solicitation is carried out in groups.By submitting the Application Documents,the Applicant will accept to participate in either of the two groups.Applicants can choose the preferred group.If failed to be shortlisted for the preferred group,the Applicant will accept to participate the other group.In principle,the shortlisted candidates will only participate in one of the two groups,and the possibility of participating in both groups will not be ruled out.The shortlisted candidates shall submit conceptual schemes to the three post stations in the group.
概念方案的評(píng)審以單個(gè)驛站為單位開(kāi)展。方案評(píng)審委員會(huì)對(duì)每個(gè)驛站的概念方案分別進(jìn)行評(píng)審。征集人最終為每個(gè)驛站選擇一個(gè)中選概念方案。
The review of the concept scheme is carried out based on each single station.The scheme review committee will review the conceptual scheme of each station separately.The Sponsor finally selects a conceptual scheme for each post station.

合格申請(qǐng)人資格條件
2.1申請(qǐng)人須具有獨(dú)立承擔(dān)民事責(zé)任的能力，不接受自然人參與應(yīng)征。
An Applicant must have the ability to bear civil liability independently,and the participation of natural person is not accepted.
2.2申請(qǐng)人須具有從事建筑設(shè)計(jì)或建筑設(shè)計(jì)咨詢業(yè)務(wù)的業(yè)務(wù)范圍和能力。
An Applicant must have the business scope and ability to engage in architectural design or architectural design consulting services.
2.3申請(qǐng)人須具有與本次征集內(nèi)容類似的項(xiàng)目業(yè)績(jī)。
Applicants must have relevant project performances similar to this Project.
2.4本項(xiàng)目不接受聯(lián)合體。
The Consortium is not accepted in this Project.

《資格預(yù)審文件》的獲取
3.1凡有意參加本次方案征集活動(dòng)的潛在申請(qǐng)人，請(qǐng)于2022年11月25日16:00時(shí)至2022年11月30日16:00時(shí)（北京時(shí)間，下同），在上海國(guó)際招標(biāo)有限公司網(wǎng)站（www.shabidding.com，下同）注冊(cè)并在線領(lǐng)取《資格預(yù)審文件》。
All potential Applicants who are interested in participating in this Project can register and download the Prequalification Document through SITC Website(www.shabidding.com)from 16:00 November 25,2022 to 16:00 November 30,2022(Beijing Time,same hereinafter).
3.2首次注冊(cè)的申請(qǐng)人需要登陸上海國(guó)際招標(biāo)有限公司網(wǎng)站，進(jìn)行供應(yīng)商注冊(cè)，獲取登錄名和密碼后，方可下載《資格預(yù)審文件》。已注冊(cè)的申請(qǐng)人可從網(wǎng)站采購(gòu)公告欄的相應(yīng)公告中進(jìn)入在線領(lǐng)取《資格預(yù)審文件》流程。征集代理不接受沒(méi)有在上海國(guó)際招標(biāo)有限公司網(wǎng)站上注冊(cè)和沒(méi)有《資格預(yù)審文件》下載記錄的申請(qǐng)人提交的《申請(qǐng)文件》。
Applicants who have never registered before shall create a Bidder Account on SITC Website firstly,and then download the Prequalification Document via the account.Registered Applicants can find and download the Prequalification Document by clicking the corresponding announcement on the purchase bulletin board of SITC Website.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.
3.3申請(qǐng)人成功領(lǐng)取《資格預(yù)審文件》并不意味著其資格條件符合要求。申請(qǐng)人是否符合本公告第3條“合格申請(qǐng)人資格條件”由資格預(yù)審評(píng)審委員會(huì)判定。
An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the evaluation committee.
4
資格預(yù)審申請(qǐng)文件的提交
4.1資格預(yù)審《申請(qǐng)文件》應(yīng)以電子文件的形式提交。《申請(qǐng)文件》可以使用電子簽章。提交截止時(shí)間為2022年12月5日16:00時(shí)，提交的時(shí)間以電子文件上傳成功的時(shí)間為準(zhǔn)。除了在截止時(shí)間前成功上傳的《申請(qǐng)文件》外，未在截止時(shí)間前上傳或以其他形式提交的《申請(qǐng)文件》一律不被受理。
The Application Document shall be submitted in Electronic Documents.Electronic signature can be used for Application Documents.The submission deadline of Application Document is 16:00 December 5,2022.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
4.2電子文件包括全套正本《申請(qǐng)文件》的PDF掃描件和PPT文件。申請(qǐng)人應(yīng)在上海國(guó)際招標(biāo)有限公司網(wǎng)站本項(xiàng)目的領(lǐng)購(gòu)頁(yè)面下，點(diǎn)擊“投標(biāo)文件”按鈕后上傳資格預(yù)審《申請(qǐng)文件》的電子文件（請(qǐng)注意不要對(duì)壓縮文件進(jìn)行加密）。
The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file.)
4.3無(wú)論申請(qǐng)人申請(qǐng)參加一個(gè)或者兩個(gè)組團(tuán)的資格預(yù)審，申請(qǐng)人只需要上傳一份《申請(qǐng)文件》。申請(qǐng)人可以在資格預(yù)審申請(qǐng)書(shū)上勾選首選參加的組團(tuán)編號(hào)。
No matter the applicant applies to participate in the prequalification of one or two groups,the applicant only needs to upload one Application Document.The applicant can tick the box of the preferred participating group in the application letter.

入圍方式
申請(qǐng)人提交了資格預(yù)審《申請(qǐng)文件》后，資格預(yù)審評(píng)審委員會(huì)將對(duì)申請(qǐng)人進(jìn)行綜合評(píng)審和比較，為每個(gè)組團(tuán)選擇4名申請(qǐng)人作為入圍的應(yīng)征人。如每個(gè)組團(tuán)的申請(qǐng)人數(shù)量正好為4名，資格預(yù)審評(píng)審委員會(huì)將對(duì)申請(qǐng)人的綜合實(shí)力、主創(chuàng)設(shè)計(jì)師的資歷、設(shè)計(jì)團(tuán)隊(duì)的人員配置以及報(bào)價(jià)的合理性和經(jīng)濟(jì)性等進(jìn)行是否符合項(xiàng)目要求的判定。如判定符合項(xiàng)目要求，4名申請(qǐng)人直接入圍；如判定符合要求的申請(qǐng)人不足4名，征集人保留重新組織資格預(yù)審的權(quán)利。如每個(gè)組團(tuán)的申請(qǐng)人少于4名，征集人同樣保留重新組織資格預(yù)審的權(quán)利。
After the submission deadline of Application Document,the evaluation committee will conduct a comprehensive review of all Applicants and select 4 Applicants for each group as Shortlisted Applicants.If there are exactly 4 Applicants for each group,the evaluation committee will determine whether these Applicants meet the requirements of this Project by reviewing their comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,and the quotation etc.If it is determined that all 4 Applicants have met the requirements,all 4 applicants will be directly shortlisted;if less than 4 Applicants are determined to have met the requirements,the Sponsor reserves the right to reorganize the Prequalification.If there are fewer than 4 Applicants for each group,the Sponsor also reserves the right to reorganize the Prequalification.

未中選補(bǔ)償費(fèi)和中選方案設(shè)計(jì)咨詢費(fèi)
6.1未中選補(bǔ)償費(fèi)和中選方案設(shè)計(jì)咨詢費(fèi)由申請(qǐng)人在《申請(qǐng)文件》中自行報(bào)價(jià)。中選方案設(shè)計(jì)咨詢費(fèi)應(yīng)包含從征集概念階段到完成深化設(shè)計(jì)咨詢服務(wù)的所有費(fèi)用。征集人保留與申請(qǐng)人進(jìn)一步洽談的權(quán)利。
The scheme solicitation fee and the deepening design consulting service fee shall be quoted by the Applicant in the Application Documents.The Design Consulting Fee for the winner shall include all costs from the concept solicitation stage to the completion of the detailed design consulting service.The Sponsor is entitled to further negotiation.
6.2概念方案評(píng)審會(huì)結(jié)束后30天內(nèi)，征集人將向應(yīng)征人支付未中選驛站的補(bǔ)償費(fèi)。如經(jīng)概念方案評(píng)審委員會(huì)評(píng)定，應(yīng)征人的方案沒(méi)有達(dá)到設(shè)計(jì)任務(wù)書(shū)要求的，應(yīng)由概念方案評(píng)審委員會(huì)單獨(dú)出具書(shū)面意見(jiàn)且有半數(shù)以上評(píng)委簽字，具體闡明不符合要求的設(shè)計(jì)內(nèi)容以及扣款標(biāo)準(zhǔn)，征集人將根據(jù)該書(shū)面意見(jiàn)扣減直至不支付該應(yīng)征人的未中選補(bǔ)償費(fèi)。
Within 30 days after the end of the concept proposal review meeting,the Sponsor will pay the solicitation compensation fee for the unsuccessful candidates in each station.If the evaluation committee of the Final Review Meeting makes the decision that any Applicant’s deliverables of this Project failed to meet the requirements set in the Design Program,the evaluation committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified design contents and the deduction standard.The Sponsor is entitled to deduct a portion or all amount of the Applicant’s solicitation compensation fee according to this opinion.
6.3征集人將向每個(gè)驛站中選方案的應(yīng)征人支付中選方案設(shè)計(jì)咨詢費(fèi)。支付進(jìn)度根據(jù)《征集合同》的約定執(zhí)行。
The Solicitor will pay the winner of each post station the design consulting fee.The payment schedule shall be subject to the provisions of the Solicitation Contract.

其他
8.1資格預(yù)審公告使用中文和英文書(shū)寫(xiě)。當(dāng)中、英文兩種語(yǔ)言的意思表達(dá)不一致時(shí)，以中文為準(zhǔn)。
The Prequalification Announcement is written both in Chinese and English.In case of inconsistency between Chinese and English,Chinese shall prevail.
8.2凡參加本次資格預(yù)審的申請(qǐng)人均被視為同意并接受《資格預(yù)審文件》的全部?jī)?nèi)容及條款。
All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.
8.3申請(qǐng)人在資格預(yù)審《申請(qǐng)文件》中所列出的主創(chuàng)設(shè)計(jì)師須親自開(kāi)展本項(xiàng)目的設(shè)計(jì)工作，須參加項(xiàng)目啟動(dòng)會(huì)與現(xiàn)場(chǎng)踏勘，須進(jìn)行成果方案匯報(bào)。因此，請(qǐng)所列出的主創(chuàng)設(shè)計(jì)師根據(jù)征集活動(dòng)時(shí)間安排提前預(yù)留時(shí)間、做好準(zhǔn)備。如因旅行限制原因，例如全球或區(qū)域流行病疫情等，主創(chuàng)設(shè)計(jì)師確實(shí)無(wú)法赴現(xiàn)場(chǎng)參會(huì)的，須在資格預(yù)審《申請(qǐng)文件》中進(jìn)行說(shuō)明，并承諾將通過(guò)視頻或電話會(huì)議的方式參會(huì)。所述情況將在資格預(yù)審評(píng)審時(shí)予以綜合考慮。
The chief designer listed in the Application Document must carry out the design work,attend the Kick-off Meeting,participate in Site Visit and present the Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Solicitation.If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions such as global or regional epidemics,he or she should make an explanation in the Application Document and promise to attend meetings by video or telephone.It will be taken into consideration by the evaluation committee.
8.4本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。
The Sponsor reserves the right of final interpretation of this Project and related documents.

Applicants who have never registered before shall create a Bidder Account on SITC Website firstly,and then download the Prequalification Document via the account.Registered Applicants can find and download the Prequalification Document by clicking the corresponding announcement on the purchase bulletin board of SITC Website.SITC will not accept the Application Documents submitted by the Applicants who have not registered on SITC Website or who have no download records of the Prequalification Document on SITC Website.
3.3申請(qǐng)人成功領(lǐng)取《資格預(yù)審文件》并不意味著其資格條件符合要求。申請(qǐng)人是否符合本公告第3條“合格申請(qǐng)人資格條件”由資格預(yù)審評(píng)審委員會(huì)判定。
An Applicant's successful acquisition of the Prequalification Document does not mean that it is eligible for this Project.Whether an Applicant meets the requirements of Article 3 in this Announcement is determined by the evaluation committee.

資格預(yù)審申請(qǐng)文件的提交
4.1資格預(yù)審《申請(qǐng)文件》應(yīng)以電子文件的形式提交。《申請(qǐng)文件》可以使用電子簽章。提交截止時(shí)間為2022年12月5日16:00時(shí)，提交的時(shí)間以電子文件上傳成功的時(shí)間為準(zhǔn)。除了在截止時(shí)間前成功上傳的《申請(qǐng)文件》外，未在截止時(shí)間前上傳或以其他形式提交的《申請(qǐng)文件》一律不被受理。
The Application Document shall be submitted in Electronic Documents.Electronic signature can be used for Application Documents.The submission deadline of Application Document is 16:00 December 5,2022.The submission time of every Applicant is subject to the time when its Electronic Documents are successfully submitted.Any late submission or submission in any other form will not be accepted.
4.2電子文件包括全套正本《申請(qǐng)文件》的PDF掃描件和PPT文件。申請(qǐng)人應(yīng)在上海國(guó)際招標(biāo)有限公司網(wǎng)站本項(xiàng)目的領(lǐng)購(gòu)頁(yè)面下，點(diǎn)擊“投標(biāo)文件”按鈕后上傳資格預(yù)審《申請(qǐng)文件》的電子文件（請(qǐng)注意不要對(duì)壓縮文件進(jìn)行加密）。
The Electronic Documents shall include the scanned copy in PDF of the full set of the original Application Document and the required PPT file.Applicants shall submit Electronic Documents by clicking the“tender document”button on this Project’s webpage and uploading via on SITC website.(Please do not encrypt the uploaded compressed file.)
4.3無(wú)論申請(qǐng)人申請(qǐng)參加一個(gè)或者兩個(gè)組團(tuán)的資格預(yù)審，申請(qǐng)人只需要上傳一份《申請(qǐng)文件》。申請(qǐng)人可以在資格預(yù)審申請(qǐng)書(shū)上勾選首選參加的組團(tuán)編號(hào)。
No matter the applicant applies to participate in the prequalification of one or two groups,the applicant only needs to upload one Application Document.The applicant can tick the box of the preferred participating group in the application letter.

入圍方式
申請(qǐng)人提交了資格預(yù)審《申請(qǐng)文件》后，資格預(yù)審評(píng)審委員會(huì)將對(duì)申請(qǐng)人進(jìn)行綜合評(píng)審和比較，為每個(gè)組團(tuán)選擇4名申請(qǐng)人作為入圍的應(yīng)征人。如每個(gè)組團(tuán)的申請(qǐng)人數(shù)量正好為4名，資格預(yù)審評(píng)審委員會(huì)將對(duì)申請(qǐng)人的綜合實(shí)力、主創(chuàng)設(shè)計(jì)師的資歷、設(shè)計(jì)團(tuán)隊(duì)的人員配置以及報(bào)價(jià)的合理性和經(jīng)濟(jì)性等進(jìn)行是否符合項(xiàng)目要求的判定。如判定符合項(xiàng)目要求，4名申請(qǐng)人直接入圍；如判定符合要求的申請(qǐng)人不足4名，征集人保留重新組織資格預(yù)審的權(quán)利。如每個(gè)組團(tuán)的申請(qǐng)人少于4名，征集人同樣保留重新組織資格預(yù)審的權(quán)利。
After the submission deadline of Application Document,the evaluation committee will conduct a comprehensive review of all Applicants and select 4 Applicants for each group as Shortlisted Applicants.If there are exactly 4 Applicants for each group,the evaluation committee will determine whether these Applicants meet the requirements of this Project by reviewing their comprehensive ability,the qualifications of the chief designers,and the staffing of the design teams,and the quotation etc.If it is determined that all 4 Applicants have met the requirements,all 4 applicants will be directly shortlisted;if less than 4 Applicants are determined to have met the requirements,the Sponsor reserves the right to reorganize the Prequalification.If there are fewer than 4 Applicants for each group,the Sponsor also reserves the right to reorganize the Prequalification.

未中選補(bǔ)償費(fèi)和中選方案設(shè)計(jì)咨詢費(fèi)
6.1未中選補(bǔ)償費(fèi)和中選方案設(shè)計(jì)咨詢費(fèi)由申請(qǐng)人在《申請(qǐng)文件》中自行報(bào)價(jià)。中選方案設(shè)計(jì)咨詢費(fèi)應(yīng)包含從征集概念階段到完成深化設(shè)計(jì)咨詢服務(wù)的所有費(fèi)用。征集人保留與申請(qǐng)人進(jìn)一步洽談的權(quán)利。
The scheme solicitation fee and the deepening design consulting service fee shall be quoted by the Applicant in the Application Documents.The Design Consulting Fee for the winner shall include all costs from the concept solicitation stage to the completion of the detailed design consulting service.The Sponsor is entitled to further negotiation.
6.2概念方案評(píng)審會(huì)結(jié)束后30天內(nèi)，征集人將向應(yīng)征人支付未中選驛站的補(bǔ)償費(fèi)。如經(jīng)概念方案評(píng)審委員會(huì)評(píng)定，應(yīng)征人的方案沒(méi)有達(dá)到設(shè)計(jì)任務(wù)書(shū)要求的，應(yīng)由概念方案評(píng)審委員會(huì)單獨(dú)出具書(shū)面意見(jiàn)且有半數(shù)以上評(píng)委簽字，具體闡明不符合要求的設(shè)計(jì)內(nèi)容以及扣款標(biāo)準(zhǔn)，征集人將根據(jù)該書(shū)面意見(jiàn)扣減直至不支付該應(yīng)征人的未中選補(bǔ)償費(fèi)。
Within 30 days after the end of the concept proposal review meeting,the Sponsor will pay the solicitation compensation fee for the unsuccessful candidates in each station.If the evaluation committee of the Final Review Meeting makes the decision that any Applicant’s deliverables of this Project failed to meet the requirements set in the Design Program,the evaluation committee shall provide a written opinion with the signature of more than half of the committee to specify the unqualified design contents and the deduction standard.The Sponsor is entitled to deduct a portion or all amount of the Applicant’s solicitation compensation fee according to this opinion.
6.3征集人將向每個(gè)驛站中選方案的應(yīng)征人支付中選方案設(shè)計(jì)咨詢費(fèi)。支付進(jìn)度根據(jù)《征集合同》的約定執(zhí)行。
The Solicitor will pay the winner of each post station the design consulting fee.The payment schedule shall be subject to the provisions of the Solicitation Contract.

8.1資格預(yù)審公告使用中文和英文書(shū)寫(xiě)。當(dāng)中、英文兩種語(yǔ)言的意思表達(dá)不一致時(shí)，以中文為準(zhǔn)。
The Prequalification Announcement is written both in Chinese and English.In case of inconsistency between Chinese and English,Chinese shall prevail.
8.2凡參加本次資格預(yù)審的申請(qǐng)人均被視為同意并接受《資格預(yù)審文件》的全部?jī)?nèi)容及條款。
All Applicants participating in this prequalification are deemed to agree and accept all the contents and terms of the Prequalification Document.
8.3申請(qǐng)人在資格預(yù)審《申請(qǐng)文件》中所列出的主創(chuàng)設(shè)計(jì)師須親自開(kāi)展本項(xiàng)目的設(shè)計(jì)工作，須參加項(xiàng)目啟動(dòng)會(huì)與現(xiàn)場(chǎng)踏勘，須進(jìn)行成果方案匯報(bào)。因此，請(qǐng)所列出的主創(chuàng)設(shè)計(jì)師根據(jù)征集活動(dòng)時(shí)間安排提前預(yù)留時(shí)間、做好準(zhǔn)備。如因旅行限制原因，例如全球或區(qū)域流行病疫情等，主創(chuàng)設(shè)計(jì)師確實(shí)無(wú)法赴現(xiàn)場(chǎng)參會(huì)的，須在資格預(yù)審《申請(qǐng)文件》中進(jìn)行說(shuō)明，并承諾將通過(guò)視頻或電話會(huì)議的方式參會(huì)。所述情況將在資格預(yù)審評(píng)審時(shí)予以綜合考慮。
The chief designer listed in the Application Document must carry out the design work,attend the Kick-off Meeting,participate in Site Visit and present the Deliverables IN PERSON.Therefore,please make well preparation in advance according to the Schedule of Solicitation.If the chief designer is indeed unable to attend the meetings on site in the event of travel restrictions such as global or regional epidemics,he or she should make an explanation in the Application Document and promise to attend meetings by video or telephone.It will be taken into consideration by the evaluation committee.
8.4本次征集活動(dòng)及相關(guān)文件的最終解釋權(quán)歸征集人。
The Sponsor reserves the right of final interpretation of this Project and related documents.
