I.Project Overview
福州市元洪投資區(qū)創(chuàng)辦于1992年，西接福清中心城區(qū)，東部與工業(yè)經(jīng)濟(jì)十分活躍的長樂濱海工業(yè)園區(qū)相毗鄰，東面則與正在深度開發(fā)的平潭綜合實驗區(qū)一水相隔，地跨福清市海口、城頭兩鎮(zhèn)。
Founded in 1992,Fuzhou Yuanhong Investment Zone across Haikou and Chengtou Towns of Fuqing,connects the central urban area of Fuqing in the west,adjoins Changle Binhai Industrial Park with an active industrial economy in the east,and is separated from Pingtan Comprehensive Experimental Area under development in the east.
元洪投資區(qū)正處在元洪國際食品產(chǎn)業(yè)園區(qū)向國家級中印尼“兩國雙園”跨越式發(fā)展的新時期，是國家落實國內(nèi)國際雙循環(huán)重要的空間載體，需對該區(qū)域開展高水平規(guī)劃設(shè)計。
As Yuanhong Investment Zone,in a new period of leap-forward development from Yuanhong International Food Industrial Park to the national-level China-Indonesia"Two Countries Twin Parks",is an important space carrier for China to implement the domestic and international dual circulation,it is necessary to plan and design this zone in a high level.

規(guī)劃范圍
II.Planning Area
規(guī)劃范圍主要包含三個層次：
The planning area mainly includes three levels:
戰(zhàn)略規(guī)劃研究范圍：以元洪投資區(qū)現(xiàn)行規(guī)劃范圍約61平方公里為主體，統(tǒng)籌研究空港、海港、鐵路等區(qū)域性重大基礎(chǔ)設(shè)施。
1.Research scope of strategic planning:about 61km2 current planning area of Yuanhong Investment Zone is taken as the main body,and the major regional infrastructure such as airports,seaports and railways are studied as a whole.
2.重點片區(qū)總體城市設(shè)計范圍：中國印尼城和“兩國雙園”海關(guān)特殊監(jiān)管區(qū)、碼頭物流園區(qū)，面積約30平方公里。
2.The overall urban design area of key areas includes China-Indonesian City,the special customs supervision area of"Two Countries Twin Parks",and the terminal logistics park,covering an area of about 30km2.
3.核心區(qū)詳細(xì)城市設(shè)計范圍：位于大城湖周邊，南至福清灣，總面積約2.48平方公里，要求達(dá)到控制性詳細(xì)規(guī)劃城市設(shè)計深度。其中，1.31平方公里商務(wù)片區(qū)要求達(dá)到修建性詳細(xì)規(guī)劃城市設(shè)計深度。
3.The detailed urban design area of the core area includes the area around Dacheng Lake and Fuqing Bay in the south,covering a total area of about 2.48km2.The area is required to reach the depth of controlled detailed planning urban design and the 1.31km2 business area is required to reach the depth of detailed urban planning for construction.

征集規(guī)則
III.Solicitation Rules
本次方案征集包括“設(shè)計機構(gòu)遴選”、“方案征集競賽”兩個階段。
This scheme solicitation includes"design institution selection"stage and"scheme solicitation competition"stage.
第一階段：設(shè)計機構(gòu)遴選。面向全球公開邀請具有相關(guān)設(shè)計經(jīng)驗的設(shè)計機構(gòu)前來應(yīng)征，設(shè)計機構(gòu)根據(jù)本次征集規(guī)則及設(shè)計任務(wù)書，提交相應(yīng)的報名文件和概念提案。由業(yè)主單位召開專家評審會，從合格的應(yīng)征機構(gòu)中擇優(yōu)選出6家入圍應(yīng)征機構(gòu)參與下一階段方案設(shè)計。評選出2家備選應(yīng)征機構(gòu)(須排序)，如入圍應(yīng)征機構(gòu)退出，備選應(yīng)征機構(gòu)依次替補。
Stage I:Design institution selection The Organizer will invite design institutions with relevant design experience to apply globally,and design institutions will submit corresponding registration documents and concept proposals according to the rules and design specifications of this solicitation.The Owner will hold an expert review meeting to select six finalists from the qualified applicants to participate in the next stage of scheme design.Two alternative participating institutions will be selected(which must be sorted).If the finalists withdraw,the alternative participating institutions will replace them in turn.
第二階段：方案征集競賽。組織6名入圍應(yīng)征機構(gòu)進(jìn)行現(xiàn)場踏勘、答疑，入圍應(yīng)征機構(gòu)按照《征集文件》要求提交成果文件，由評審委員會評選出前三名優(yōu)勝方案和后三名方案，由福州市相關(guān)會議從前三名優(yōu)勝方案中研究確定一名中選單位。中選單位負(fù)責(zé)后期深化整合和咨詢服務(wù)工作。
Stage II:Scheme solicitation competition.The 6 finalists which shall submit the deliverables in accordance with the requirements of the Solicitation Document will be organized for on-site survey and answer questions,while the evaluation committee will select the top three winners and the bottom three winners,and one winner will be determined from the top three winners at Fuzhou related meeting.The selected unit will be responsible for deep integration and consultation services in the later stage.

（1）中國境內(nèi)應(yīng)征機構(gòu)須滿足以下資格要求：
(1)Applicants in China must meet the following qualification requirements:
①具有獨立法人資格且在有效期內(nèi)的營業(yè)執(zhí)照。
①They have business license with independent legal personality and within the validity period.
②規(guī)劃單位須具有行政主管部門頒發(fā)的城鄉(xiāng)規(guī)劃編制甲級資質(zhì)。
②The planner must have Grade A qualification for urban and rural planning issued by the competent administrative department.
③法定代表人為同一人或者存在控股、管理關(guān)系的不同單位，不得在本項目中同時報名應(yīng)征。
③If the legal representative is the same person or different units with shareholding or management relationship,they shall not apply for the Project at the same time.
④港、澳、臺地區(qū)應(yīng)征機構(gòu)須滿足中國境外應(yīng)征機構(gòu)資格要求。
④Applicants from Hong Kong,Macao and Taiwan must meet the qualification requirements for applicants outside China.
（2）中國境外應(yīng)征機構(gòu)須滿足以下資格要求：

①經(jīng)合法注冊且在有效期內(nèi)的合法營業(yè)證明。
①They have legal business certificate legally registered and within the validity period.
②具有所在國、地區(qū)核發(fā)的城鄉(xiāng)規(guī)劃或建筑設(shè)計相應(yīng)資格或執(zhí)業(yè)許可。
②They have the corresponding qualification or practice license for urban and rural planning or architectural design issued by the country or region where the Project is located.
③單位負(fù)責(zé)人或法定代表人為同一人或者存在控股、管理關(guān)系的不同單位，不得在本項目中同時報名應(yīng)征。
③If the unit leader or the legal representative is the same person or different units with shareholding or management relationship,they shall not apply for the Project at the same time.
2.業(yè)績要求
2.Performance requirements
應(yīng)征機構(gòu)應(yīng)有相關(guān)業(yè)績：
The applicants shall have relevant achievements:
2017年1月1日以來,應(yīng)征機構(gòu)應(yīng)具有至少1個不低于15平方公里城市設(shè)計類似業(yè)績（含單獨城市設(shè)計，需提供證明材料）。
Since January 1,2017,the applicants shall have at least 1 similar urban design performance of no less than 15km2(including independent urban design,with supporting materials required).
3.團(tuán)隊要求
3.Team requirements
（1）設(shè)計負(fù)責(zé)人或主創(chuàng)人員須有主導(dǎo)過不少于1個同類型項目經(jīng)驗：不低于15平方公里城市設(shè)計類似業(yè)績（含單獨城市設(shè)計，需提供證明材料，提供的材料應(yīng)體現(xiàn)設(shè)計負(fù)責(zé)人或主創(chuàng)人員），且應(yīng)為團(tuán)隊部門負(fù)責(zé)人及以上職務(wù)。
(1)The person in charge of design or the chief creator must have led at least 1 similar urban design performance of no less than 15km2(including individual urban design,with supporting materials required.The materials provided shall show the person in charge of design or the chief creator),and shall be the person in charge of the team department or above.
（2）項目團(tuán)隊中應(yīng)配備有規(guī)劃、建筑、產(chǎn)業(yè)、交通等專業(yè)的資深設(shè)計人員。
(2)The project team shall be equipped with senior designers in planning,architecture,industry,transportation and other disciplines.
（3）項目負(fù)責(zé)人應(yīng)親自負(fù)責(zé)匯報所有征集工作要求的方案匯報工作，不得委托其他人。確因特殊情況無法參加的，須經(jīng)過業(yè)主單位同意。
(3)The person in charge of the Project shall be personally responsible for reporting all the scheme reporting required by the collection work,and shall not entrust others.If this person is indeed impossible to participate due to special circumstances,the consent of the Owner must be obtained.
（4）參與本次方案征集的設(shè)計人員應(yīng)為該設(shè)計機構(gòu)的在冊人員，為了保證項目團(tuán)隊人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外投標(biāo)單位的專業(yè)技術(shù)人員團(tuán)隊中應(yīng)至少有一名通曉漢語人士。
(4)The designers participating in this scheme solicitation shall be the registered personnel of the design institution.In order to ensure that the project team members accurately understand the background and relevant requirements of China,there shall be at least one person familiar with Chinese in the professional and technical team of overseas bidders.
4.參與方式
4.Ways of participation
（1）滿足要求的應(yīng)征機構(gòu)可獨立參與，也可組成聯(lián)合體參與。聯(lián)合體應(yīng)征時，須提供聯(lián)合體協(xié)議書，組成聯(lián)合體的成員（含牽頭單位）不得超過3個，聯(lián)合體各方在本項目中以自己名義單獨應(yīng)征或者參加其他聯(lián)合體應(yīng)征的，相關(guān)應(yīng)征申請均無效。
(1)Applicants meeting the requirements can participate independently or form a consortium to participate.In case of application as a consortium,a consortium agreement must be provided,and the members(including the lead unit)forming the consortium shall not exceed 3.If each party of the consortium applies for the Project in its own name alone or participates in the application of other consortiums,all relevant applications are invalid.
（2）聯(lián)合體應(yīng)征時，聯(lián)合體合作方需簽署具有法律效力的《聯(lián)合體協(xié)議》。
(2)When applying for a consortium,the partners of the consortium shall sign a Consortium Agreement legally effective.
注：1、法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本次國際征集活動；2、已報名的設(shè)計機構(gòu)不可再與其他機構(gòu)組成聯(lián)合體參加本次國際征集活動，也不得以顧問的形式參加。3、本項目不接受個人及個人組合報名。
Notes:1.Two or more legal persons,parent companies,wholly-owned subsidiaries and their holding companies whose legal representatives are the same person are not allowed to participate in this international solicitation at the same time;2.The registered design institution may not form a consortium with other institutions to participate in this international solicitation,nor participate in the form of a consultant.3.The application from individuals and individual combinations is not accepted for the Project.

方案征集費用
VI.Fee for Scheme Solicitation
經(jīng)過專家評審和福州市相關(guān)會議確定后，符合設(shè)計要求的設(shè)計機構(gòu)（聯(lián)合體），依據(jù)其名次將獲得如下方案征集費用：
After expert review and Fuzhou relevant meeting,the design institution(consortium)meeting the design requirements will receive the following fee for scheme according to its ranking:
前三名中的中選單位：人民幣500萬元（其中包含300萬征集獎金和200萬深化整合及咨詢服務(wù)費用）。
The winner of the top three companies will receive RMB 5 million(including RMB 3 million solicitation bonus and RMB 2 million deep integration and consultation service fees).
前三名中的其他兩家應(yīng)征機構(gòu)：人民幣各150萬元。
The other two contestants in the top three will receive RMB 1.5 million each.
后三名應(yīng)征機構(gòu)：人民幣各100萬元。
The last three contestants will receive RMB 1 million each.
上述費用均包含稅費。
The above fees include taxes.

VII.Registration Method
凡有意參加本次競賽活動的應(yīng)征機構(gòu)，需先進(jìn)行報名登記，應(yīng)征機構(gòu)應(yīng)下載報名表格（附件1）并完整填寫信息后，于2022年10月19日17時00分（北京時間）之前發(fā)送郵件至指定郵箱szzx5b 126.com，組織機構(gòu)收到報名表后，以郵件方式回復(fù)《設(shè)計機構(gòu)遴選文件》等相關(guān)文件。
Applicants intending to participate in this competition shall register first.After downloading the registration form(Appendix 1)and filling in the information,the applicants shall send an email to the designated mailbox at szzx5b 126.com before 17:00 on October 19,2022(Beijing time).After receiving the application form,the Organizer shall reply to the Selection Document of Design institution and other relevant documents by email.

報名材料遞交方式
VIII.Way of Submitting Registration Materials
1.報名材料需要嚴(yán)格按照相關(guān)要求制作，遞交報名材料包括現(xiàn)場遞交和快遞郵寄（以收到快遞的時間為準(zhǔn)）兩種方式。在疫情特殊情況下，以快遞郵寄方式遞交時，請預(yù)留足夠的快遞運輸時間。
1.The registration materials shall be prepared in strict accordance with the relevant requirements,served in on-site delivery and express mail(subject to the time of receiving the express delivery).In case of special situation of epidemic,please reserve enough time for express delivery when delivering by express mail.
2.遞交報名材料的時間及地點：報名應(yīng)征機構(gòu)需于2022年10月19日17時00分（北京時間）前將報名材料的紙質(zhì)文件（含全部報名材料電子版）送達(dá)到下述指定地點。

應(yīng)征機構(gòu)應(yīng)有相關(guān)業(yè)績：
The applicants shall have relevant achievements:
2017年1月1日以來,應(yīng)征機構(gòu)應(yīng)具有至少1個不低于15平方公里城市設(shè)計類似業(yè)績（含單獨城市設(shè)計，需提供證明材料）。
Since January 1,2017,the applicants shall have at least 1 similar urban design performance of no less than 15km2(including independent urban design,with supporting materials required).
3.團(tuán)隊要求
3.Team requirements
（1）設(shè)計負(fù)責(zé)人或主創(chuàng)人員須有主導(dǎo)過不少于1個同類型項目經(jīng)驗：不低于15平方公里城市設(shè)計類似業(yè)績（含單獨城市設(shè)計，需提供證明材料，提供的材料應(yīng)體現(xiàn)設(shè)計負(fù)責(zé)人或主創(chuàng)人員），且應(yīng)為團(tuán)隊部門負(fù)責(zé)人及以上職務(wù)。
(1)The person in charge of design or the chief creator must have led at least 1 similar urban design performance of no less than 15km2(including individual urban design,with supporting materials required.The materials provided shall show the person in charge of design or the chief creator),and shall be the person in charge of the team department or above.
（2）項目團(tuán)隊中應(yīng)配備有規(guī)劃、建筑、產(chǎn)業(yè)、交通等專業(yè)的資深設(shè)計人員。
(2)The project team shall be equipped with senior designers in planning,architecture,industry,transportation and other disciplines.
（3）項目負(fù)責(zé)人應(yīng)親自負(fù)責(zé)匯報所有征集工作要求的方案匯報工作，不得委托其他人。確因特殊情況無法參加的，須經(jīng)過業(yè)主單位同意。
(3)The person in charge of the Project shall be personally responsible for reporting all the scheme reporting required by the collection work,and shall not entrust others.If this person is indeed impossible to participate due to special circumstances,the consent of the Owner must be obtained.
（4）參與本次方案征集的設(shè)計人員應(yīng)為該設(shè)計機構(gòu)的在冊人員，為了保證項目團(tuán)隊人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外投標(biāo)單位的專業(yè)技術(shù)人員團(tuán)隊中應(yīng)至少有一名通曉漢語人士。
(4)The designers participating in this scheme solicitation shall be the registered personnel of the design institution.In order to ensure that the project team members accurately understand the background and relevant requirements of China,there shall be at least one person familiar with Chinese in the professional and technical team of overseas bidders.

4.Ways of participation
（1）滿足要求的應(yīng)征機構(gòu)可獨立參與，也可組成聯(lián)合體參與。聯(lián)合體應(yīng)征時，須提供聯(lián)合體協(xié)議書，組成聯(lián)合體的成員（含牽頭單位）不得超過3個，聯(lián)合體各方在本項目中以自己名義單獨應(yīng)征或者參加其他聯(lián)合體應(yīng)征的，相關(guān)應(yīng)征申請均無效。
(1)Applicants meeting the requirements can participate independently or form a consortium to participate.In case of application as a consortium,a consortium agreement must be provided,and the members(including the lead unit)forming the consortium shall not exceed 3.If each party of the consortium applies for the Project in its own name alone or participates in the application of other consortiums,all relevant applications are invalid.
（2）聯(lián)合體應(yīng)征時，聯(lián)合體合作方需簽署具有法律效力的《聯(lián)合體協(xié)議》。
(2)When applying for a consortium,the partners of the consortium shall sign a Consortium Agreement legally effective.
注：1、法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本次國際征集活動；2、已報名的設(shè)計機構(gòu)不可再與其他機構(gòu)組成聯(lián)合體參加本次國際征集活動，也不得以顧問的形式參加。3、本項目不接受個人及個人組合報名。
Notes:1.Two or more legal persons,parent companies,wholly-owned subsidiaries and their holding companies whose legal representatives are the same person are not allowed to participate in this international solicitation at the same time;2.The registered design institution may not form a consortium with other institutions to participate in this international solicitation,nor participate in the form of a consultant.3.The application from individuals and individual combinations is not accepted for the Project.

方案征集費用
VI.Fee for Scheme Solicitation
經(jīng)過專家評審和福州市相關(guān)會議確定后，符合設(shè)計要求的設(shè)計機構(gòu)（聯(lián)合體），依據(jù)其名次將獲得如下方案征集費用：
After expert review and Fuzhou relevant meeting,the design institution(consortium)meeting the design requirements will receive the following fee for scheme according to its ranking:
前三名中的中選單位：人民幣500萬元（其中包含300萬征集獎金和200萬深化整合及咨詢服務(wù)費用）。
The winner of the top three companies will receive RMB 5 million(including RMB 3 million solicitation bonus and RMB 2 million deep integration and consultation service fees).
前三名中的其他兩家應(yīng)征機構(gòu)：人民幣各150萬元。
The other two contestants in the top three will receive RMB 1.5 million each.
后三名應(yīng)征機構(gòu)：人民幣各100萬元。
The last three contestants will receive RMB 1 million each.
上述費用均包含稅費。
The above fees include taxes.

VII.Registration Method
凡有意參加本次競賽活動的應(yīng)征機構(gòu)，需先進(jìn)行報名登記，應(yīng)征機構(gòu)應(yīng)下載報名表格（附件1）并完整填寫信息后，于2022年10月19日17時00分（北京時間）之前發(fā)送郵件至指定郵箱szzx5b 126.com，組織機構(gòu)收到報名表后，以郵件方式回復(fù)《設(shè)計機構(gòu)遴選文件》等相關(guān)文件。
Applicants intending to participate in this competition shall register first.After downloading the registration form(Appendix 1)and filling in the information,the applicants shall send an email to the designated mailbox at szzx5b 126.com before 17:00 on October 19,2022(Beijing time).After receiving the application form,the Organizer shall reply to the Selection Document of Design institution and other relevant documents by email.

1.報名材料需要嚴(yán)格按照相關(guān)要求制作，遞交報名材料包括現(xiàn)場遞交和快遞郵寄（以收到快遞的時間為準(zhǔn)）兩種方式。在疫情特殊情況下，以快遞郵寄方式遞交時，請預(yù)留足夠的快遞運輸時間。
