樂成古城建置有1600多年的歷史。自東晉設(shè)縣以來，政治核心（衙署）位置一直未變，街巷格局完整，“魚骨”形路網(wǎng)形態(tài)完善，歷史遺存豐富。作為當(dāng)?shù)匚拿鞯闹匾l(fā)祥地，樂清文化璀璨，人才輩出，古城保留了大量物質(zhì)文化遺產(chǎn)、非物質(zhì)文化遺產(chǎn)、文人故居，包括警報機(jī)樓、洪氏民居、樂成基督教堂水池、樂清縣衙署、明城墻殘垣等古城印記。

在長三角一體化、粵閩浙沿海城市群建設(shè)等國家戰(zhàn)略背景下，主動謀劃、積極融入城市群發(fā)展，統(tǒng)籌優(yōu)質(zhì)資源、挖掘獨特文化、共享城市服務(wù)，以時尚、宜人的千年古城打造新時代樂清發(fā)展的新燃點。

設(shè)計范圍分為兩個層面，即古城區(qū)、重點地段。
古城區(qū)總面積約94公頃，東至東塔山，南至西大街、北大街，西至西象山，北至鳳凰山；
重點地段分別是人武部片區(qū)（4.4公頃）、北大街南入口（0.8公頃）、北大街北入口（0.4公頃）、北大街沿線（1.5公頃）、洪宅片區(qū)（0.2公頃）、金溪沿岸（8.5公頃）、銀溪沿岸（7.2公頃）。

五、征集要求
本次征集活動分為資格預(yù)審、方案編制和后期整合三個階段。
This solicitation is divided into three stages:pre-qualification,program preparation and post-integration.
1.資格預(yù)審階段
本次征集在全國范圍內(nèi)公開征集，設(shè)計機(jī)構(gòu)根據(jù)應(yīng)征要求，提交相應(yīng)的報名材料，擇優(yōu)選取3家入圍機(jī)構(gòu)參與下一階段方案編制。
1.Prequalification Phase

2.方案編制階段

以大古城的視角開展研究，研究范圍包括三山八景，在“山水城?！币惑w化景觀風(fēng)貌的大背景下構(gòu)思方案，提出方案立意。從戰(zhàn)略層面明確樂清古城的發(fā)展目標(biāo)、發(fā)展定位，優(yōu)化用地結(jié)構(gòu)。提出科學(xué)合理的空間結(jié)構(gòu)，形成功能完善、疏密有致、藍(lán)綠交織的城市空間格局；探索“低碳生態(tài)綠色”的高質(zhì)量發(fā)展建設(shè)模式，推動舊城更新，提出低效和存量用地盤活利用的規(guī)劃策略和創(chuàng)新路徑。
(1)Protection and renewal of Lecheng ancient city
The research is carried out from the perspective of the great ancient city.The research scope includes three mountains and eight scenes.The plan is conceived and proposed under the background of the integrated landscape style of"landscape,city and sea".From the strategic level,clarify the development goals and development orientation of the ancient city of Yueqing,and optimize the land use structure.Propose a scientific and reasonable spatial structure to form an urban spatial pattern with perfect functions,dense density and interweaving blue and green;explore a high-quality development and construction model of"low carbon,ecological and green",promote the renewal of old cities,and propose the utilization of inefficient and stock land planning strategies and innovation paths.
（2）重點地段概念設(shè)計
充分研究樂清風(fēng)俗習(xí)慣和文化傳統(tǒng)，挖掘古城文化內(nèi)涵，在設(shè)計中探索具有地域特色的街道風(fēng)貌;細(xì)化重點地段空間形態(tài)方案、對城市設(shè)計需要重點控制的軸線、界面、標(biāo)志物等提出控制引導(dǎo)要求;提出建筑群組合模式、建筑高度、建筑風(fēng)格、建筑色彩等控制要求;對各類保護(hù)性建筑制定修繕維護(hù)、功能活化、更新改造方案。方案應(yīng)貫徹生態(tài)理念，體現(xiàn)整體高質(zhì)量發(fā)展的目標(biāo)。
(2)Conceptual design of key locations
Fully study the customs and cultural traditions of Yueqing,excavate the cultural connotation of the ancient city,and explore the street style with regional characteristics in the design;refine the spatial form plan of key areas,and provide control guidance for the axes,interfaces,and landmarks that need to be controlled in urban design.Requirements;put forward control requirements such as building group combination mode,building height,building style,building color,etc.;formulate repair and maintenance,functional activation,and renovation plans for various types of protective buildings.The plan should implement the ecological concept and reflect the overall goal of high-quality development.
3.后期整合階段
排名第一的應(yīng)征單位會同承辦單位按照評審委員會及主辦單位意見，整合征集方案，形成具有整體性和獨創(chuàng)性的設(shè)計方案。
3.Late integration stage

七、費用設(shè)置
通過資格預(yù)審的3家入圍機(jī)構(gòu)，在提交的設(shè)計成果經(jīng)過專家評審后，可依據(jù)其排名獲得方案征集費用（共280萬元），分配如下：
The three shortlisted institutions that have passed the pre-qualification,after the submitted design results have been reviewed by experts,can obtain the proposal solicitation fee(a total of 2.8 million yuan)according to their ranking,and the distribution is as follows:
第一名：150萬元整（含稅）
第二名：80萬元整（含稅）
第三名：50萬元整（含稅）
上述費用均包含稅費。

The Second place:800,000 yuan(tax included)
The Third place:500,000 yuan(tax included)
The above fees are inclusive of taxes.

八、應(yīng)征要求
1.應(yīng)征機(jī)構(gòu)應(yīng)為合法注冊的法人實體。
1.The applicant agency should be a legally registered legal entity.
2.應(yīng)征機(jī)構(gòu)須具有城鄉(xiāng)規(guī)劃編制甲級資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計甲級資質(zhì)；
2.The applicant agency must have Grade A qualification for urban and rural planning preparation or Grade A qualification for construction industry(construction engineering)design;
3.應(yīng)征機(jī)構(gòu)須承諾擬委派的主創(chuàng)設(shè)計師全過程主持本項目，未經(jīng)征集人允許不得更換主創(chuàng)設(shè)計師（提供承諾書）。
3.The applicant agency must promise that the chief designer to be appointed will preside over the project throughout the whole process,and the chief designer shall not be replaced without the permission of the solicitor(providing a letter of commitment).
4.本項目不接受聯(lián)合體申請；
4.Consortium application is not accepted for this project;
5.具有以下同類項目經(jīng)驗的應(yīng)征機(jī)構(gòu)將被優(yōu)先考慮：
（1）具有古城保護(hù)更新、歷史文化名城規(guī)劃的綜合研究能力與實踐經(jīng)驗；
（2）具有豐富的城市更新、城市設(shè)計、建筑風(fēng)貌等設(shè)計經(jīng)驗。
5.Applicants with experience in the following similar projects will be given priority:

充分研究樂清風(fēng)俗習(xí)慣和文化傳統(tǒng)，挖掘古城文化內(nèi)涵，在設(shè)計中探索具有地域特色的街道風(fēng)貌;細(xì)化重點地段空間形態(tài)方案、對城市設(shè)計需要重點控制的軸線、界面、標(biāo)志物等提出控制引導(dǎo)要求;提出建筑群組合模式、建筑高度、建筑風(fēng)格、建筑色彩等控制要求;對各類保護(hù)性建筑制定修繕維護(hù)、功能活化、更新改造方案。方案應(yīng)貫徹生態(tài)理念，體現(xiàn)整體高質(zhì)量發(fā)展的目標(biāo)。
(2)Conceptual design of key locations
Fully study the customs and cultural traditions of Yueqing,excavate the cultural connotation of the ancient city,and explore the street style with regional characteristics in the design;refine the spatial form plan of key areas,and provide control guidance for the axes,interfaces,and landmarks that need to be controlled in urban design.Requirements;put forward control requirements such as building group combination mode,building height,building style,building color,etc.;formulate repair and maintenance,functional activation,and renovation plans for various types of protective buildings.The plan should implement the ecological concept and reflect the overall goal of high-quality development.
3.后期整合階段
排名第一的應(yīng)征單位會同承辦單位按照評審委員會及主辦單位意見，整合征集方案，形成具有整體性和獨創(chuàng)性的設(shè)計方案。

七、費用設(shè)置
通過資格預(yù)審的3家入圍機(jī)構(gòu)，在提交的設(shè)計成果經(jīng)過專家評審后，可依據(jù)其排名獲得方案征集費用（共280萬元），分配如下：
The three shortlisted institutions that have passed the pre-qualification,after the submitted design results have been reviewed by experts,can obtain the proposal solicitation fee(a total of 2.8 million yuan)according to their ranking,and the distribution is as follows:
第一名：150萬元整（含稅）
第二名：80萬元整（含稅）
第三名：50萬元整（含稅）
上述費用均包含稅費。
The First place:1.5 million yuan(tax included)
The Second place:800,000 yuan(tax included)
The Third place:500,000 yuan(tax included)
The above fees are inclusive of taxes.

八、應(yīng)征要求
1.應(yīng)征機(jī)構(gòu)應(yīng)為合法注冊的法人實體。
1.The applicant agency should be a legally registered legal entity.
2.應(yīng)征機(jī)構(gòu)須具有城鄉(xiāng)規(guī)劃編制甲級資質(zhì)或建筑行業(yè)（建筑工程）設(shè)計甲級資質(zhì)；
2.The applicant agency must have Grade A qualification for urban and rural planning preparation or Grade A qualification for construction industry(construction engineering)design;
3.應(yīng)征機(jī)構(gòu)須承諾擬委派的主創(chuàng)設(shè)計師全過程主持本項目，未經(jīng)征集人允許不得更換主創(chuàng)設(shè)計師（提供承諾書）。
3.The applicant agency must promise that the chief designer to be appointed will preside over the project throughout the whole process,and the chief designer shall not be replaced without the permission of the solicitor(providing a letter of commitment).
4.本項目不接受聯(lián)合體申請；
4.Consortium application is not accepted for this project;
5.具有以下同類項目經(jīng)驗的應(yīng)征機(jī)構(gòu)將被優(yōu)先考慮：
（1）具有古城保護(hù)更新、歷史文化名城規(guī)劃的綜合研究能力與實踐經(jīng)驗；
（2）具有豐富的城市更新、城市設(shè)計、建筑風(fēng)貌等設(shè)計經(jīng)驗。
5.Applicants with experience in the following similar projects will be given priority:
(1)Have comprehensive research ability and practical experience in the protection and renewal of ancient cities and the planning of famous historical and cultural cities;
(2)Rich experience in urban renewal,urban design,architectural style and other design experience.
