重慶市國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展“十四五”規(guī)劃中明確提出要強(qiáng)化公共服務(wù)共建共享。推進(jìn)基本公共服務(wù)標(biāo)準(zhǔn)化便利化，共同打造公共服務(wù)優(yōu)質(zhì)、宜居宜業(yè)宜游的高品質(zhì)生活圈。重慶兩江新區(qū)市民中心項(xiàng)目旨在完善公共服務(wù)體系、實(shí)現(xiàn)基本公共服務(wù)均等化、提升區(qū)域軟實(shí)力。
The 14th five year plan for National economic and social development explicitly proposes to strengthen the co-construction and sharing of public services,promote the standardization and facilitation of basic public services,and jointly construct a high-quality life circle with high-quality public services and convenient for living,working and travelling.Chongqing Liangjiang New Area Citizen Center project aims to improve the public service system,realize the equalization of basic public services and enhance regional soft power.
為充分體現(xiàn)重慶特色，延續(xù)重慶城市性格，體現(xiàn)三槽四山五城的地域文化特色，回應(yīng)市民的熱切期待，高起點(diǎn)、高標(biāo)準(zhǔn)、高水平建設(shè)本項(xiàng)目，特開展本次建筑設(shè)計(jì)方案國(guó)際征集。
In order to fully display the characteristics of Chongqing,keep the urban nature of Chongqing,show the regional cultural characteristics of three troughs,four mountains and five cities,respond to the ardent expectations of citizens,and build the project from a high starting point,high standard and high level,this international collection of architectural design schemes is carried out hereby.

Project overview
兩江新區(qū)市民中心項(xiàng)目用地選址于重慶兩江新區(qū)禮嘉組團(tuán)F27-1地塊，用地性質(zhì)為A2A35文化設(shè)施及科研用地，距江北國(guó)際機(jī)場(chǎng)約15公里，距重慶北站7公里。
Liangjiang New Area Citizen Center project is located in plot F27-1,Lijia group,Liangjiang New Area,Chongqing.The property of the land is A2A35 cultural facilities and scientific research land.The land is about 15km away from Jiangbei International Airport and 7km away from Chongqing north railway station.

項(xiàng)目區(qū)位
項(xiàng)目南接九曲河濕地公園，北接禮環(huán)南路，西至嘉蓉路，東至規(guī)劃次干道、總用地面積約9.6公頃，暫按容積率1.5計(jì)算，總計(jì)容建筑面積約14.4萬(wàn)平方米（含4萬(wàn)平方米檔案館、1.5萬(wàn)平方米圖書館、1.3萬(wàn)平方米文化館，并于剩余建筑面積中合理布置工會(huì)用房、老年大學(xué)以及科研辦公用房，建筑規(guī)?？山Y(jié)合方案及規(guī)范適度調(diào)整）。項(xiàng)目計(jì)劃總投資約合人民幣10億元。
The project is adjacent to Jiuquhe Wetland Park in the south,Lihuan South Road in the north,Jiarong road in the West and planned secondary trunk road in the East.The total land area is about 9.6 hectares,and according to the temporarily calculated plot ratio of 1.5,the total construction area is about 144,000 square meters(including 40,000 square meters of archives,15,000 square meters of libraries and 13,000 square meters of cultural centers,and reasonably arrange labor union houses,universities for the elderly and scientific research office houses in the remaining construction area.The construction scale can be appropriately adjusted in combination with the scheme and specifications).The total planned investment of the project is about 1 billion yuan.

設(shè)計(jì)內(nèi)容
Design content
1.設(shè)計(jì)理念：對(duì)兩江新區(qū)市民中心項(xiàng)目進(jìn)行概念性建筑方案設(shè)計(jì)，體現(xiàn)“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”的新發(fā)展理念，實(shí)現(xiàn)“國(guó)際化、綠色化、智能化、人文化”的設(shè)計(jì)目標(biāo)，塑造新區(qū)名片、多館空間融合、突出和諧共享氛圍、注重綠色生態(tài)的理念，注重對(duì)現(xiàn)狀地形條件的利用，為項(xiàng)目實(shí)施提供高質(zhì)量的設(shè)計(jì)服務(wù)。
1.Design concept:Conduct conceptual architectural scheme design for the Liangjiang New Area Citizen Center project,reflect the new development concept of"innovation,coordination,green,openness and sharing",achieve the design goal of"internationalization,greening,intellectualization and humanism",shape the business card of the new area,integrate multi-Museum space,highlight the harmonious and sharing atmosphere,pay attention to the concept of green ecology,and pay attention to the utilization of the current topographic conditions,and provide high-quality design services for project implementation.
2.征集階段：對(duì)項(xiàng)目進(jìn)行統(tǒng)籌研究，對(duì)地塊進(jìn)行總體規(guī)劃，并進(jìn)行概念性建筑方案設(shè)計(jì)，包括但不限于總平面規(guī)劃、建筑設(shè)計(jì)、投資估算等內(nèi)容。
2.Solicitation stage:Comprehensively research the project,make overall planning on the plot,and make conceptual architectural scheme design,including but not limited to general layout planning,architectural design,investment estimation,etc.
3.深化階段：中選單位將負(fù)責(zé)完整體布局和建筑方案深化設(shè)計(jì)，同時(shí)深化至擴(kuò)初設(shè)計(jì)深度，并滿足施工圖設(shè)計(jì)單位展開下一步深化的基本要求。
3.Deepening stage:The winning unit will be responsible for the overall layout and architectural scheme deepening design,deepening to the depth of preliminary design,and meeting the basic requirements of the construction drawing designer for further deepening.

申請(qǐng)人資格
Applicant qualification
1.申請(qǐng)人須為獨(dú)立法人。參加征集的各設(shè)計(jì)機(jī)構(gòu)不應(yīng)存在關(guān)聯(lián)關(guān)系（聯(lián)合體成員除外）。申請(qǐng)人須具備如下資格條件之一：
1.The applicant must be an independent legal person.All design institutions participating in the solicitation shall not have any relationship(excluding consortium members).The applicant must meet one of the following qualifications:
1.1中華人民共和國(guó)境內(nèi)的設(shè)計(jì)機(jī)構(gòu)須具有的建筑設(shè)計(jì)資質(zhì)為工程設(shè)計(jì)綜合甲級(jí)資質(zhì)、工程設(shè)計(jì)建筑行業(yè)甲級(jí)資質(zhì)或工程設(shè)計(jì)建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)。
1.1 The architectural design qualification that a design institution within the territory of the People’s Republic of China must have is grade A qualification of comprehensive engineering design,grade A qualification of engineering design of construction industry,or grade A qualification of engineering design of construction industry(Construction Engineering).
1.2中華人民共和國(guó)境外的設(shè)計(jì)機(jī)構(gòu)須具有所在國(guó)政府主管部門核發(fā)的企業(yè)注冊(cè)登記證明及所在國(guó)政府主管部門或有關(guān)行業(yè)組織核發(fā)的設(shè)計(jì)許可證明。
1.2 Design institutions outside the People’s Republic of China must have the enterprise registration certificate issued by the competent government department of the host country and the design license certificate issued by the competent government department of the host country or relevant industry organizations.
1.3港澳臺(tái)設(shè)計(jì)機(jī)構(gòu)的資格要求參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定。
1.3 The qualification requirements of design institutions in Hong Kong,Macao and Taiwan shall refer to the provisions on the qualification requirements of overseas design institutions.
2.聯(lián)合體應(yīng)征申請(qǐng)的資格預(yù)審
2.Prequalification of consortium application
組成聯(lián)合體應(yīng)征時(shí)，除滿足上述資格條件外，還應(yīng)符合以下要求：
When forming a consortium,in addition to meeting the above qualification conditions,the following requirements shall be satisfied as well:
2.1境外的設(shè)計(jì)機(jī)構(gòu)應(yīng)聯(lián)合國(guó)內(nèi)設(shè)計(jì)機(jī)構(gòu)參與本次設(shè)計(jì)，并以國(guó)內(nèi)機(jī)構(gòu)作為聯(lián)合體牽頭方。
2.1 The overseas design institution shall cooperate with the domestic design institution to participate in the design,and the domestic institution shall be the leader of the consortium.
2.2聯(lián)合體成員單位不得超過(guò)兩家。
2.2 The number of member units of the consortium shall not exceed two.
2.3聯(lián)合體共同提交資格預(yù)審文件。
2.3 The consortium shall jointly submit the prequalification documents.
2.4組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)資格預(yù)審。
2.4 Each member unit forming the project consortium shall not apply for prequalification alone in its own name,nor join other consortia of the project to apply for prequalification at the same time.
2.5聯(lián)合體各成員應(yīng)共同簽署一份聯(lián)合體協(xié)議，協(xié)議中應(yīng)明確約定在本次征集活動(dòng)中各成員擬承擔(dān)的工作內(nèi)容，以及聯(lián)合體牽頭單位的名稱和責(zé)任，該協(xié)議應(yīng)作為聯(lián)合體資格預(yù)審申請(qǐng)文件的組成部分一并提交。
2.5 Each member of the consortium shall jointly sign a consortium agreement,which shall clearly stipulate the work content to be undertaken by each member in this solicitation activity,as well as the name and responsibility of the leading unit of the consortium.The agreement shall be submitted as an integral part of the consortium prequalification application document.
2.6聯(lián)合體的各成員應(yīng)當(dāng)共同推舉一個(gè)合同代表人，由聯(lián)合體的各成員共同簽署一份授權(quán)書，授權(quán)其代表聯(lián)合體的所有成員承擔(dān)應(yīng)征的責(zé)任和接受指令，該授權(quán)書應(yīng)作為聯(lián)合體資格預(yù)審申請(qǐng)文件的組成部分一并提交。合同代表人負(fù)責(zé)全權(quán)代表聯(lián)合體處理和協(xié)調(diào)在資格預(yù)審和設(shè)計(jì)比選階段以及后續(xù)工作中所有事宜。
2.6 Each member of the consortium shall jointly elect a contract representative,and each member of the consortium shall jointly sign a letter of authorization authorizing it to undertake the responsibilities and accept instructions on behalf of all members of the consortium.The letter of authorization shall be submitted as an integral part of the prequalification application document of the consortium.The contract representative is fully responsible for handling and coordinating all matters in the prequalification,design comparison and selection stage and follow-up work on behalf of the consortium.
3.設(shè)計(jì)團(tuán)隊(duì)要求：
3.Requirements of design team:
3.1參與本次征集的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）的在冊(cè)人員。
3.1 The designers participating in this solicitation shall be the registered personnel of the design organization(consortium).
3.2設(shè)計(jì)團(tuán)隊(duì)配置需包含但不限于城鄉(xiāng)規(guī)劃、建筑設(shè)計(jì)、裝飾設(shè)計(jì)、景觀設(shè)計(jì)、泛光設(shè)計(jì)、BIM、人防設(shè)計(jì)等相關(guān)專業(yè)人員。
3.2 The design team shall consist of persons on relevant professions including but not limited to urban and rural planning,architectural design,decoration design,landscape design,floodlight design,BIM,civil air defense design,etc.
3.3首席設(shè)計(jì)師或其委托人服務(wù)周期截止至項(xiàng)目竣工，后續(xù)施工圖及現(xiàn)場(chǎng)服務(wù)階段需參與其中對(duì)項(xiàng)目整體效果進(jìn)行把控。
3.3 The service cycle of the chief designer or his client is up to the completion of the project,and he shall participate in the subsequent construction drawings and on-site service stages to control the overall effect of the project.
3.4若首席設(shè)計(jì)師與資格預(yù)審材料所提交的信息不符或未經(jīng)承辦單位認(rèn)可擅自更換首席設(shè)計(jì)師，則視為參加方案征集的資格無(wú)效，承辦單位將對(duì)其單位和個(gè)人納入相關(guān)誠(chéng)信管理。
3.4 If the chief designer is inconsistent with the information submitted in the prequalification materials or the chief designer is changed without the approval of the undertaker,it will be deemed that the qualification to participate in the scheme solicitation is invalid,and the undertaker will submit the record of its units and individuals to the relevant integrity management.
4.業(yè)績(jī)要求：
4.Performance requirements:
應(yīng)征設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）業(yè)績(jī)需滿足以下要求，并于投標(biāo)文件中提供有效的業(yè)績(jī)證明。
The performance of the candidate design institute(consortium)shall meet the following requirements and provide valid performance certificates in the tender documents.
4.1應(yīng)征設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）業(yè)績(jī)要求：自2016年1月1日起至今，承擔(dān)過(guò)不少于2個(gè)總建筑面積均在3萬(wàn)平方米及以上的文化場(chǎng)館類建筑業(yè)績(jī)。
4.1 Performance requirements of the design institute(consortium):It has undertaken the construction performance of no less than two cultural venues with a total construction area of more than 30,000 square meters since January 1,2016.
4.2首席設(shè)計(jì)師業(yè)績(jī)要求：至今主持過(guò)不少于2個(gè)總建筑面積均在3萬(wàn)平方米以上的文化場(chǎng)館類建筑業(yè)績(jī)。
4.2 Performance requirements of chief designer:He has presided over the performance of no less than two cultural venues with a total construction area of more than 30,000 square meters so far.
5.應(yīng)征設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）自行承諾不得存在下列情形之一：
5.The candidate design institute(consortium)shall promise on its own that there shall be none of the following circumstances:
5.1參加本項(xiàng)目征集活動(dòng)前三年內(nèi)存在重大違法活動(dòng)記錄；
5.1 There are records of major illegal activities within three years before participating in the solicitation activities of the project;
5.2被列入在信用中國(guó)網(wǎng)站（www.creditchina.gov.cn）“失信被執(zhí)行人”、“重大稅收違法案件當(dāng)事人名單”中，被列入中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）“政府采購(gòu)嚴(yán)重違法失信行為記錄名單”中；
5.2 It is listed in the"dishonest executes"or the"list of parties involved in major tax violations"on the credit China website(www.creditchina.gov.cn),or in the"list of records of serious violations of law and dishonesty in government procurement"on the China government procurement website(www.ccgp.gov.cn);
5.3不符合《中華人民共和國(guó)政府采購(gòu)法》規(guī)定的投標(biāo)人資格條件。
5.3 The bidder does not meet the qualification requirements of the government procurement law of the People's Republic of China.

征集流程
Solicitation Process
本次方案征集采用公開征集的方式，公告發(fā)布后，即視為報(bào)名開始。本次征集活動(dòng)分為五個(gè)階段：公開征集、資格預(yù)審、方案編制與評(píng)審、評(píng)審結(jié)果公布、方案深化。
This scheme solicitation will be conducted in the form of public solicitation.After this announcement is issued,the registration shall be deemed to start.This solicitation activity is divided into five stages:public solicitation,prequalification,plan preparation and appraisal,announcement of solicitation results,scheme deepening.
（一）第一階段：公開征集
（1）Stage 1:Public Solicitation
采用公開征集的方式，在兩江新區(qū)管委會(huì)官方宣傳平臺(tái)、高科集團(tuán)官網(wǎng)，公眾號(hào)（市規(guī)劃協(xié)會(huì)、規(guī)劃中國(guó)、產(chǎn)業(yè)集團(tuán)、高科集團(tuán)）等同步發(fā)布征集公告。
By means of public solicitation,the solicitation announcement will be released simultaneously on the official website of Liangjiang New Area Administration Committee and Gaoke groups,and also the Wechat official account(Municipal Planning Association,Planning China,Liangjiang Industry group,and Gaoke Group).
（二）第二階段：資格預(yù)審。
（2）Stage 2:Prequalification.
由資格預(yù)審委員會(huì)根據(jù)設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）的資質(zhì)、業(yè)績(jī)，首席設(shè)計(jì)師業(yè)績(jī)，擬投入項(xiàng)目的設(shè)計(jì)團(tuán)隊(duì)，項(xiàng)目服務(wù)建議書，獲獎(jiǎng)情況，概念提案（自愿）等進(jìn)行綜合評(píng)判，從有效報(bào)名的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）中投票評(píng)選出票數(shù)前6名入圍。
The pre-qualification committee shall make comprehensive evaluation according to the following aspects:qualification and performance of the design organization(consortium),the performance of the chief designer,the design team to be invested in the project,the project service proposal,the prize they have won,the concept proposal(voluntary),etc.After voting,the top 6 shortlisted from the valid registered design organizations will be selected(consortium).
（三）第三階段：方案編制與評(píng)審
（3）Stage 3:Plan Preparation and Appraisal
最終入圍設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）需按《重慶兩江新區(qū)市民中心概念性建筑方案設(shè)計(jì)國(guó)際征集任務(wù)書》要求，開展概念方案設(shè)計(jì)。入圍設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）根據(jù)各自方案，進(jìn)行投資估算?！豆こ炭辈煸O(shè)計(jì)收費(fèi)管理規(guī)定》（2002年修訂版）、《重慶市建筑市政工程勘察、設(shè)計(jì)收費(fèi)指導(dǎo)意見》（2020版）等相關(guān)規(guī)定作為設(shè)計(jì)費(fèi)的計(jì)算依據(jù)。其中該階段設(shè)計(jì)費(fèi)取費(fèi)標(biāo)準(zhǔn)為測(cè)算所得的總設(shè)計(jì)費(fèi)用的50%，本項(xiàng)目該階段設(shè)計(jì)費(fèi)限價(jià)為：1800萬(wàn)元。各單位結(jié)合測(cè)算進(jìn)行報(bào)價(jià)，報(bào)價(jià)作為方案評(píng)選的經(jīng)濟(jì)標(biāo)部分。由專家評(píng)審委員會(huì)對(duì)入圍設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）的方案進(jìn)行評(píng)分排序，供兩江新區(qū)管理委員會(huì)決策參考。
The finalist design organization(consortium)shall carry out conceptual scheme design according to the requirements of International Solicitation Assignment for Conceptual Architectural Scheme Design of Citizen Center in Chongqing Liangjiang New Area.The finalist design institutions(consortiums)shall make investment estimation according to their respective schemes.Design fees will be calculated on basis of The Engineering Survey and Design Fee Management Regulations(revised edition 2002),the Chongqing Municipal Construction Engineering Survey and Design Fees Guidance(2020 edition)and other relevant provisions.The charging standard of design fee at this stage is 50%of the total design fee calculated,and the design fee limit at this stage of the Project is:18 million yuan.Each unit shall give the quotation considering all-round calculation,and the quotation will be taken as part of economic standard in scheme selection.The expert review committee shall score and rank the schemes of the shortlisted design institutions(consortium)for reference by the Administration Committee of Liangjiang New Area for decision-making.
（四）第四階段：征集結(jié)果公布
（4）Stage 4:Announcement of Solicitation Results
兩江新區(qū)管理委員會(huì)參考專家意見后按相關(guān)程序決策選出1家中選設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）并確定方案征集排序，公布方案征集結(jié)果。
Taking account of the advices of experts,Liangjiang New Area Administration Committee selects one design organization(consortium)according to relevant procedures,and determines the rank of solicited schemes and publishes the result of solicited schemes.
第五階段：方案深化階段
（5）Stage 5:Scheme Deepening Stage
中選設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）簽約，對(duì)概念方案深化至擴(kuò)初設(shè)計(jì)深度，包括建筑設(shè)計(jì)、擴(kuò)初設(shè)計(jì)、項(xiàng)目概算及相應(yīng)報(bào)批工作并取得批復(fù)，以及裝飾設(shè)計(jì)、景觀設(shè)計(jì)、泛光設(shè)計(jì)、幕墻設(shè)計(jì)等專項(xiàng)設(shè)計(jì)至方案深度。
The adopted design organization(consortium)shall sign a contract to deepen the conceptual scheme to the progress of expanded preliminary design,including architectural design,expanded preliminary design,project budgetary estimate and corresponding approval work and obtaining approval,as well as deepening special design such as decoration design,landscape design,floodlight design,curtain wall design,etc.to the schemed progress.

Documents Submission
（一）公告時(shí)間：2022年5月6日-2022年5月21日（中國(guó)北京時(shí)間）。
(1)Announcement time:May 6,2022-May 21,2022(Beijing time,China).
資料提交：遞交資格預(yù)審報(bào)名文件截止時(shí)間為2022年5月21日17時(shí)00分（以郵件到達(dá)時(shí)間為準(zhǔn)），地點(diǎn)為重慶市規(guī)劃事務(wù)中心（重慶市渝北區(qū)龍山大道339號(hào)2號(hào)樓1201室）。資格預(yù)審報(bào)名文件包含紙質(zhì)文件（正本1份，副本7份）和電子文件（為紙質(zhì)文件的全部?jī)?nèi)容，使用U盤，封存于資格預(yù)審紙質(zhì)文件中一并提交），采用郵寄或面交方式報(bào)送。逾期送達(dá)或未送達(dá)指定地點(diǎn)的遞交資格預(yù)審報(bào)名文件，征集人將不予受理。
Submission of materials:The deadline for submitting prequalification application documents is 17:00 on May 21,2022(subject to the arrival time of mail),and the site is Chongqing Planning Affairs Center(Room 1201,Building 2,No.339 Longshan Avenue,Yubei District,Chongqing City).Prequalification registration documents contain paper documents(1 original and 7 copies)and electronic documents(contains the entire contents of the paper documents,stored in USB flash disk,sealed in the prequalification paper documents,and shall be submitted together with paper documents),submitted by mail or personally.For prequalification application documents are late delivered or not delivered to the designated place to submit,the solicitors will not accept.

備注：1、項(xiàng)目服務(wù)建議書將作為最終簽訂合同的附件，涉及承諾事項(xiàng)無(wú)法達(dá)成的，將按違約進(jìn)行處理。2、聯(lián)合體成員單位應(yīng)將相應(yīng)資料合并整理成冊(cè)。
3.Concept Proposal(voluntary,in A3 format)
Remarks:1.The project service proposal will be an annex to the final contract.If the commitments cannot be realized,it will be treated as breach of contract.2.The consortium member units should merge the corresponding data filed.

設(shè)計(jì)費(fèi)用
Design Cost
入圍設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）提交的設(shè)計(jì)成果（至少應(yīng)包含：方案文本、報(bào)價(jià)函、展示圖板、多媒體演示文件（含3-5分鐘的動(dòng)畫）、電子文件以U盤形式提交，一式2份）。成果應(yīng)滿足設(shè)計(jì)任務(wù)書要求，經(jīng)評(píng)審委員會(huì)評(píng)審為有效成果的，將獲得設(shè)計(jì)補(bǔ)償費(fèi)。
Design results submitted by shortlisted design institutions(consortium)(at least including:scheme text,quotation letter,display board,multimedia presentation file(including 3-5 minutes animation),electronic file submitted in the form of USB flash disk,in duplicate).The results should meet the requirements of the design task book.And those be taken as valid by the evaluation committee,will receive the design compensation.
設(shè)計(jì)補(bǔ)償費(fèi)：
Design compensation:
中選設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）不進(jìn)行方案補(bǔ)償。第2-3名的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）獲得設(shè)計(jì)方案補(bǔ)償費(fèi)人民幣80萬(wàn)元，第4-6名的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）獲得設(shè)計(jì)方案補(bǔ)償費(fèi)人民幣60萬(wàn)元。
The selected design organizations(consortiums）wouldn't receive the scheme compensation.The 2nd and 3rd design institutions(consortium)will gain design compensation fee of RMB 800 thousand yuan,and the 4th-6th design institutions(consortium)will gain design compensation fee of RMB 600 thousand yuan.
設(shè)計(jì)費(fèi)：
Design fee:
入圍設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）根據(jù)各自方案，進(jìn)行投資估算。《工程勘察設(shè)計(jì)收費(fèi)管理規(guī)定》（2002年修訂版）、《重慶市建筑市政工程勘察、設(shè)計(jì)收費(fèi)指導(dǎo)意見》（2020版）等相關(guān)規(guī)定作為設(shè)計(jì)費(fèi)的計(jì)算依據(jù)。其中該階段設(shè)計(jì)費(fèi)取費(fèi)標(biāo)準(zhǔn)為測(cè)算所得的總設(shè)計(jì)費(fèi)用的50%，本項(xiàng)目該階段設(shè)計(jì)費(fèi)限價(jià)為：1800萬(wàn)元。
The finalist design institutions(consortiums)shall make investment estimation according to their respective schemes.Design fees will be calculated on basis of The Engineering Survey and Design Fee Management Regulations(revised edition 2002),the Chongqing Municipal Construction Engineering Survey and Design Fees Guidance(2020 edition)and other relevant provisions.The charging standard of design fee at this stage is 50%of the total design fee calculated,and the design fee limit at this stage of the Project is:18 million yuan.

1.本次國(guó)際征集公告采用中英文對(duì)照格式，當(dāng)中英文內(nèi)容不一致時(shí)，以中文為準(zhǔn)。征集公告與后續(xù)發(fā)出的征集書內(nèi)容不一致時(shí)，以征集書為準(zhǔn)。
1.The international solicitation announcement is in both Chinese and English.In case of any inconsistency between the Chinese and English,the Chinese version shall prevail.In case of any inconsistency between the solicitation announcement and the subsequent solicitation,the solicitation shall prevail.
2.應(yīng)征設(shè)計(jì)機(jī)構(gòu)于方案征集過(guò)程中發(fā)生的一切費(fèi)用由其自行承擔(dān)。
2.All expenses incurred by the applicant in the process of scheme solicitation shall be borne by the applicant.
3.設(shè)計(jì)補(bǔ)償費(fèi)及設(shè)計(jì)費(fèi)的支付，均以人民幣進(jìn)行結(jié)算。
3.Payment of design compensation and design fee shall be settled in RMB.
4.應(yīng)征設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）需保證所有報(bào)名材料真實(shí)、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。
4.The applicant design organization(consortium)shall ensure that all application materials are true,legal and valid,and bear relevant legal responsibilities.
5.凡報(bào)名參加本次活動(dòng)的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體），均被視為同意并接受本次活動(dòng)規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充（修改）文件和澄清文件之全部?jī)?nèi)容及條款。
5.All design institutions(consortium)that sign up for this activity shall be deemed to agree and accept all contents and terms of the rules of this activity,of corresponding documents and their supplementary(modified)documents and clarification documents at each stage.
6.入圍的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）首席設(shè)計(jì)師與主要設(shè)計(jì)人員須親自參與承辦單位組織的方案評(píng)審、深化階段主要會(huì)議的交流與匯報(bào)。請(qǐng)?jiān)O(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。
6.The chief designer and main design personnel of the shortlisted design organization(consortium)shall personally participate in the scheme review organized by the organizer and the communication and report of the main meetings in the deepening stage.The design organization(consortium)shall make corresponding preparations in advance according to the epidemic prevention and control requirements of each region.
7.本次征集的方案，其知識(shí)產(chǎn)權(quán)歸執(zhí)行單位所有。方案征集執(zhí)行單位有權(quán)在其認(rèn)為適當(dāng)?shù)臅r(shí)間和場(chǎng)合公開、使用有關(guān)信息。
7.The intellectual property rights of the schemes solicited this time shall be owned by the executive unit.The executive unit of this scheme solicitation shall have the right to disclose and use the relevant information at the time and place it deems appropriate.
8.活動(dòng)解釋權(quán)：因?qū)Ρ敬位顒?dòng)規(guī)則的有不同理解，本次活動(dòng)的執(zhí)行單位享有解釋權(quán)。
8.Right of interpretation:The executive unit of this activity has the right of interpretation for different understandings of the rules of this activity.
