一、項(xiàng)目背景

1.Background

重慶兩江新區(qū)積極融入和服務(wù)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，緊扣建設(shè)高質(zhì)量發(fā)展引領(lǐng)區(qū)、高品質(zhì)生活示范區(qū)“兩高兩區(qū)”目標(biāo)，加快醫(yī)療衛(wèi)生供給側(cè)結(jié)構(gòu)性改革，引導(dǎo)優(yōu)質(zhì)醫(yī)療資源擴(kuò)容和深度下沉，滿足人民群眾就近公平享有高水平醫(yī)療服務(wù)迫切需求。

Following the decisions of the CPC Central Committee and the State Council and the requirements of the Chongqing Municipal Party Committee and its Government, Chongqing Liangjiang New Area is engaging itself into the construction of the Chengdu-Chongqing Economic Circle for the implementation of instructions of General Secretary Xi Jinping. Liangjiang New Area is fixing its eyes on the goals of building itself into the two pilot areas featuring high-quality development and life. Besides, Liangjiang New Area is accelerating supply side reform of the health field for the expansion of high-quality medical resources to which most people can get access. Therefore, we can meet people’s urgent needs of equitable access to high-level medical services within a short distance.

重慶市國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展“十四五”規(guī)劃中明確提出要“加快建設(shè)國(guó)家醫(yī)學(xué)中心，建設(shè)兒科、口腔、心血管、呼吸、骨科、腫瘤等國(guó)家區(qū)域醫(yī)療中心，建成一批高水平研究型醫(yī)院、知名?？疲囵B(yǎng)一批醫(yī)德高尚的高水平衛(wèi)生人才隊(duì)伍?！敝貞c兩江新區(qū)管理委員會(huì)決定與華中科技大學(xué)同濟(jì)醫(yī)學(xué)院附屬協(xié)和醫(yī)院合作，共建華中科技大學(xué)同濟(jì)醫(yī)學(xué)院附屬協(xié)和醫(yī)院重慶醫(yī)院簡(jiǎn)稱“武漢協(xié)和重慶醫(yī)院”，同時(shí)申報(bào)并建設(shè)國(guó)家區(qū)域醫(yī)療中心。

It is clearly stated that, in the "14th Five-Year Plan" for national economic and social development of Chongqing, we shall accelerate the construction of national and regional medical centers concerning pediatrics, stomatology, cardiovascular, respiratory, orthopedics, and oncology, and of high-level research-based comprehensive hospitals or those which are well-known in specific field. It is also clearly proposed that it is a need to cultivate high-level health teams with noble medical ethics. Therefore, Liangjiang New Area Management Committee has carried out the cooperation with Union Hospital Affiliated to Tongji Medical College of Huazhong University of Science and Technology for the birth of Union Chongqing Hospital Affiliated to Tongji Medical College of Huazhong University of Science and Technology (referred to as "Wuhan Union Chongqing Hospital"). The new hospital will be applied to be a regional medical center.

為提高設(shè)計(jì)質(zhì)量，特面向全球征集華中科技大學(xué)同濟(jì)醫(yī)學(xué)院附屬協(xié)和醫(yī)院重慶醫(yī)院項(xiàng)目概念性建筑方案，本次活動(dòng)旨在征集面向未來的醫(yī)院設(shè)計(jì)方案，以健康為中心，將武漢協(xié)和重慶醫(yī)院打造為“國(guó)際化、智慧化、現(xiàn)代化”的國(guó)家級(jí)區(qū)域醫(yī)療中心。

We are soliciting the International Plans for better design quality. The expected Architectural Design shall work for a future hospital with health as the focus. With the aid of such a design, Chongqing Hospital of Union Hospital Affiliated to Tongji Medical College of Huazhong University of Science and Technology can be built into a smart and modern regional medical center at the international level.

二、項(xiàng)目概況

2. Profile

項(xiàng)目位于重慶兩江新區(qū)龍盛片區(qū)，東臨兩江大道、西臨龍興北路、南臨橫五路、北臨普福大道，地塊周邊交通組織完善。東部緊鄰四號(hào)線2期，北面、南面分設(shè)高石塔站、龍興站，計(jì)劃2022年5月通車。選址四周均為高品質(zhì)生活居住區(qū)，南側(cè)緊臨6萬(wàn)座專業(yè)足球場(chǎng)（重慶市足球基地及賽事中心），周邊分布有龍湖天街、重慶理工大學(xué)國(guó)際校區(qū)、重慶八中龍興校區(qū)、國(guó)家級(jí)歷史文化名鎮(zhèn)龍興古鎮(zhèn)等設(shè)施。龍盛片區(qū)還規(guī)劃布局有兩江協(xié)同創(chuàng)新區(qū)、兩江龍興足球體育小鎮(zhèn)、果園港、國(guó)際汽車城等重大功能設(shè)施。

Located in the Longsheng area of Liangjiang New Area, the project has Liangjiang Avenue to its east, Longxing North Road to its west, Hengwu Road to its south, and Pufu Avenue to its north. It also enjoys well-organized transportation organization including Phase 2 of rail transit Line 4 (It will work in May 2022) to its east, and Gaoshita Station and Longxing Station to its north and its south. Besides, it is surrounded by high-quality living, residential and other areas such as a professional football field with 60,000 seats to its south (Chongqing football base and Football match center). This project is also adjacent to many infrastructures such as Longfor Paradise Walk (shopping mall), Red Star Macalline International Home Furniture Mall, Liangjiang International College of Chongqing University of Technology, Longxing Campus of Chongqing No. 8 Middle School, Longxing Ancient Town (a national historical and cultural town). The Longsheng area is home to Liangjiang Collaborative Innovation Zone, Liangjiang Longxing Football Sports Town, Orchard Port, and International Automobile Town.

本次項(xiàng)目設(shè)計(jì)為武漢協(xié)和重慶醫(yī)院一期項(xiàng)目，地塊為C10-1地塊，面積13.99公頃，本項(xiàng)目暫定規(guī)劃1500張床位，地上建筑面積約21.04萬(wàn)平方米，地下建筑面積約14.58萬(wàn)平方米，總建筑面積約35.62萬(wàn)平方米（最終以規(guī)劃部門行政審批為準(zhǔn)）。包含急診部、門診部、醫(yī)技部、住院部、感染性疾病科等醫(yī)療功能，以及科研、教學(xué)、行政、后勤等非醫(yī)療功能。

The C10-1 plot (where the hospital lies), will cover an area of 13.99 hectares. The hospital is going to be equipped with 1,500 beds and its total construction area is about 356,200 square meters (subject to the administrative approval of the planning department) including above-ground construction area of about 210,400 square meters, and underground construction area of about 145,800 square meters. The hospital contains medical functions such as emergency department, outpatient department, medical technology department, inpatient department, and infectious disease department, as well as non-medical ones such as scientific research, teaching, administration, and logistics.

將基地左側(cè)C8-1、C8-2、C9-1、C9-2地塊納入研究范圍，預(yù)控項(xiàng)目二期1500床位需求，但需保留現(xiàn)行規(guī)劃市政道路。

While the space for existing planned municipal service roads are reserved, C8-1, C8-2, C9-1, C9-2 on the left side of the base will be included in the research scope. 四、設(shè)計(jì)內(nèi)容

4.DesignContent

征集階段：對(duì)一、二期項(xiàng)目進(jìn)行統(tǒng)籌研究，進(jìn)行總體規(guī)劃，對(duì)一期C10-1地塊進(jìn)行概念性建筑方案設(shè)計(jì)，包括但不限于交通流線組織、建筑設(shè)計(jì)、醫(yī)療工藝流程等內(nèi)容。

Solicitationstage: the overall research and planning on the first and secondphases of the project will be carried out for the production ofConceptual Architectural Design of Wuhan Union Chongqing Hospital.The design includes but not limited to traffic flow organization,architectural design, and medical process.

深化階段：中選單位將負(fù)責(zé)完成一期，二期的整體布局和一期建筑方案深化設(shè)計(jì)，深化至全專業(yè)初步設(shè)計(jì)深度，及后續(xù)其他需配合的工作。包括主體建筑部分、幕墻、標(biāo)識(shí)、照明、室內(nèi)、景觀、BIM、綠建、海綿城市、弱電（智能化）、人防（如需）、廚房顧問（如需）、裝配式（如需）、鋼結(jié)構(gòu)、醫(yī)療專項(xiàng)工藝設(shè)計(jì)、信息化平臺(tái)設(shè)計(jì)、估算、概算等。

Deepeningstage: The winnerwilltake charge of the he overall layout of the first and second phasesand the deepening design (the design result at such a stage can beregarded as the preliminary design concerning all fields) andsubsequent work. Specifically, the design and subsequent work isrelevant to main buildings, curtain wall, signage, lighting, interiordecoration, landscape, BIM, green buildings, sponge city, intelligentweak electricity, civil air defense (if required), kitchen consultant(if required), prefabrication (if required), steel Structure, Medicalprocess design, Information platform design, estimation, and budgetestimates.

五、申請(qǐng)人資格

5.Qualificationof applicants

（一）申請(qǐng)人須為獨(dú)立法人，法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人、母公司、全資子公司及其控股公司，視為同一申請(qǐng)人，不可同時(shí)報(bào)名。申請(qǐng)人須具備如下資格條件之一：

5.1The applicant must be an independent legal person; two or more legalpersons, parent companies, wholly-owned subsidiaries and theirholding companies whose legal representatives are the same personshall be regarded as the same applicant. Therefore, only one of theabove mentioned can apply for the Conceptual Architectural Design;also applicants must meet one of the following demands:

1、申請(qǐng)人為國(guó)內(nèi)機(jī)構(gòu)的，須具有工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或工程設(shè)計(jì)建筑行業(yè)甲級(jí)資質(zhì)或工程設(shè)計(jì)建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)。

5.1.1The applicant, if it is a domestic institution, must have acomprehensive Grade A qualification in engineering design or a GradeA qualification in the engineering design and construction industryor a Grade A qualification in the engineering design and constructionindustry (or construction engineering).

2、申請(qǐng)人為境外機(jī)構(gòu)的，須在其所在國(guó)家或地區(qū)具有合法注冊(cè)營(yíng)業(yè)執(zhí)照和相應(yīng)設(shè)計(jì)許可，應(yīng)在中國(guó)境內(nèi)設(shè)有分支機(jī)構(gòu)，且應(yīng)聯(lián)合國(guó)內(nèi)具備上述資格之一的設(shè)計(jì)機(jī)構(gòu)參與本次設(shè)計(jì)，并以國(guó)內(nèi)設(shè)計(jì)機(jī)構(gòu)為聯(lián)合體牽頭方。

5.1.2The applicant, if it is a foreign institution, must have a legallyregistered business license and corresponding design license in thecountry or region where it is located. At the same time it mustoperate a branch in China, and form a consortium with a domesticdesign institution which enjoys one of the above qualifications. Thedomestic design institution shall serve as the lead party of theconsortium.

（二）本項(xiàng)目鼓勵(lì)聯(lián)合報(bào)名，須具備如下條件：

5.2Consortia are encouraged for registration, when they meet thefollowing requirements:

1、聯(lián)合體成員不超過3家，至少一方應(yīng)符合以上第一條資格條件，任一方不得為個(gè)人。

5.2.1A consortium can contain no more than 3 members, at least one ofwhich shall meet the above-mentioned requirements in 5.1, and anymember must not be an individual person.

2、聯(lián)合體各成員單位應(yīng)共同簽署一份聯(lián)合體協(xié)議書，并明確牽頭單位、各方職責(zé)分工及權(quán)益比例。

5.2.2Each member of the consortium shall sign a same consortium agreement,which will specify the following information including the leadingunit, the division of responsibilities and proportion of rights andinterests.

3、組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)資格預(yù)審。

5.2.3Each member of the consortium shall not apply for Pre-qualificationin its own name, nor shall it join another consortium for theapplication the same time.

（三）設(shè)計(jì)團(tuán)隊(duì)要求：

5.3 Requirements for thedesign team:

1、參與本次活動(dòng)的設(shè)計(jì)人員應(yīng)為設(shè)計(jì)機(jī)構(gòu)在冊(cè)人員，主創(chuàng)建筑師由主持過多個(gè)大型醫(yī)院項(xiàng)目的建筑師擔(dān)任，且須直接參與設(shè)計(jì)全過程。

5.3.1 The designers for thisproject should be registered ones of some design agency whose thechief architect has a history of presiding over several large-scalehospital projects, and must participate in the entire design processof our project in person.

2、團(tuán)隊(duì)?wèi)?yīng)包含建筑、規(guī)劃、景觀、交通、醫(yī)療工藝流程等專業(yè)人員。建筑團(tuán)隊(duì)需滿足全專業(yè)初步設(shè)計(jì)要求，包含但不限于結(jié)構(gòu)、暖通、給排水、機(jī)電、造價(jià)、人防、BIM等專業(yè)。

5.3.2The team should include professionals in architecture, planning,landscape, transportation, and medical process, and the constructionteam should meet the preliminary design requirements of all fields.They include but not limited to the following aspects such asstructure, HVAC, water supply and drainage, Electromechanical system,cost, civil air defense, and BIM.

3、申請(qǐng)人團(tuán)隊(duì)主創(chuàng)建筑師業(yè)績(jī)需包含2015年1月1日（合同簽訂日期）以后設(shè)計(jì)的至少1個(gè)1000床以上綜合醫(yī)院業(yè)績(jī)。

5.3.3The chief architect of the applicant team must have at least onedesign example of a comprehensive hospital with more than 1,000 beds.The hospital must be designed after January 1, 2015 (the date ofsigning the contract).

4、在設(shè)計(jì)過程中若主創(chuàng)建筑師與資格預(yù)審材料所提交的信息不符，視為無效簽約。

5.3.4 The contract will bedeemed invalid when the information during the design is notcompatible with those submitted by the chief architect for theprequalification materials.

六、征集流程

6.SolicitationProcess

本次活動(dòng)采取公開征集的方式，分四個(gè)階段進(jìn)行：公開報(bào)名、資格預(yù)審、方案編制及評(píng)審、方案深化。

Opento the public, Solicitation includes four stages such asRegistration, Pre-qualification, Preparation & Review, andDeepening.

第一階段公開報(bào)名。采用公開報(bào)名的方式，在中國(guó)招標(biāo)網(wǎng)、兩江新區(qū)管委會(huì)官網(wǎng)、兩江集團(tuán)官網(wǎng)、武漢協(xié)和醫(yī)院官網(wǎng)、公眾號(hào)（兩江龍興公司、山策DesignCenter、筑醫(yī)臺(tái)、醫(yī)匠仁）同步發(fā)布征集公告，報(bào)名內(nèi)容包含報(bào)名表、主創(chuàng)建筑師主持項(xiàng)目業(yè)績(jī)、團(tuán)隊(duì)構(gòu)成、概念提案（自愿原則）等。

Registration( the first stage): registration is open to the public andannouncement of the solicitation will be released on the followingwebsites including http://www.bidchance.com,http://www.liangjiang.gov.cn,http://ljt.liangjiang.gov.cn,http://www.whuh.comandon the official accounts of Liangjiang Longxing Company and ShanceDesign Center and ZHUYITAI and YIJIANGREN at the same time. Theregistration content includes the registration form, the projecthistory of the chief architect, team members, and concept proposal(voluntary).

第二階段資格預(yù)審。由資格預(yù)審委員會(huì)根據(jù)設(shè)計(jì)機(jī)構(gòu)的資質(zhì)、主創(chuàng)建筑師業(yè)績(jī)、擬投入項(xiàng)目的設(shè)計(jì)團(tuán)隊(duì)，概念提案（不影響評(píng)判）等進(jìn)行綜合評(píng)判，從有效報(bào)名的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）中投票評(píng)選出票數(shù)前5名無排序入圍，并選出3家有排序備選。如入圍的設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）退出，則由備選機(jī)構(gòu)（聯(lián)合體）依序替補(bǔ)。

Pre-qualification(the second stage): The committee for pre-qualification will evaluatein terms of the qualifications of the design agency, the performanceof the main architect, the design team for the project, and theconcept proposal (does not affect the evaluation result) beforescreening five finalists and three candidates from the designagencies (consortium) according to the vote ranking. The evaluationranking result in the first round will not work for the fivefinalists, but work for the three candidates in the followingprocess. If one of the the five finalists quits, the candidate shouldmake up for the vacancy in sequence.

第三階段方案編制及評(píng)審。入圍設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）需按《華中科技大學(xué)同濟(jì)醫(yī)學(xué)院附屬協(xié)和醫(yī)院重慶醫(yī)院建設(shè)項(xiàng)目概念性建筑方案設(shè)計(jì)國(guó)際征集任務(wù)書》要求，開展概念方案設(shè)計(jì)并提交商務(wù)報(bào)價(jià)（下浮率）。由專家評(píng)審委員會(huì)從5家入圍團(tuán)隊(duì)中選出3家優(yōu)勝團(tuán)隊(duì)，經(jīng)兩江新區(qū)相關(guān)程序決策后選出1家中選機(jī)構(gòu)（聯(lián)合體）。

Preparation& Review (the third stage): The finalists are required to carryout conceptual design and submit business quotations (ratio of floatdownward) in accordance with the requirements of Solicitation ofInternational Plans for the Conceptual Architectural Design ofChongqing Hospital of Union Hospital Affiliated to Tongji MedicalCollege of Huazhong University of Science and Technology. The reviewcommittee will select three from the five finalists for the finaldecision by Liangjiang New Area. Then the final winner will standout.

第四階段方案深化。中選設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）簽約，對(duì)概念方案深化至建筑初步設(shè)計(jì)深度，包括土石方平場(chǎng)和基坑工程施工圖、建筑方案設(shè)計(jì)、初步設(shè)計(jì)、項(xiàng)目概算及相應(yīng)報(bào)批工作并取得批復(fù)。并參與施工圖階段的設(shè)計(jì)成果審核和施工階段涉及建筑觀感、功能和造價(jià)方面的管理工作。

Deepening(the fourth stage):The final winner will sign a contract to takecharge of the deepening design (the design result can be regarded asthe preliminary design) in terms of the construction drawings of theearthwork flat and foundation pit engineering, architectural scheme,preliminary plan, project estimate and corresponding work forapproval. And it will also take charge of the review of the designresults at the construction drawing stage and of the management inthe building appearance, function and cost at the construction stage.

注：主辦單位的日程安排時(shí)間均以北京時(shí)間為準(zhǔn)。受疫情影響，主辦單位不組織集體踏勘，由各入圍單位自行安排現(xiàn)場(chǎng)踏勘，同時(shí)主辦單位可對(duì)具體時(shí)間節(jié)點(diǎn)和會(huì)議形式作適時(shí)調(diào)整，并及時(shí)通知設(shè)計(jì)機(jī)構(gòu)。

Note: The schedule above is based on Beijing time. Given the covid-19 pandemic, the organizer will not organize group survey. Instead, you can arrange the site survey by yourself and the organizer can make adjustments to the specific date and meeting form of each stage. If any change, we will inform you in time.

8. Registration

（一）報(bào)名資料

8.1 Application materials

報(bào)名資料包括報(bào)名表、商業(yè)登記/營(yíng)業(yè)執(zhí)照、資質(zhì)證書、法定代表人授權(quán)委托書、聯(lián)合體協(xié)議書（如有）、主創(chuàng)建筑師主持項(xiàng)目業(yè)績(jī)介紹（要求詳見下節(jié)）、團(tuán)隊(duì)人員構(gòu)成安排表、概念提案（自愿原則）及其他有幫助的資料（如獲獎(jiǎng)證明及榮譽(yù)等）等文件。

Application materials include application form, business registration/business license, qualification certificate, power of attorney for legal representative, consortium agreement (if any), the project history of the chief architect (next section for details), team members, concept proposal (voluntary) and others (such as award certificate and honors).

主創(chuàng)建筑師主持項(xiàng)目業(yè)績(jī)介紹需提供3-5個(gè)由本人主持的醫(yī)院項(xiàng)目業(yè)績(jī)資料（至少1個(gè)1000床以上綜合醫(yī)院），應(yīng)包含：項(xiàng)目名稱、項(xiàng)目地點(diǎn)、項(xiàng)目規(guī)模、設(shè)計(jì)內(nèi)容、主要設(shè)計(jì)人員、項(xiàng)目完成時(shí)間（正在進(jìn)行的可備注為正在進(jìn)行）、項(xiàng)目圖片（規(guī)劃設(shè)計(jì)圖或?qū)嵕罢掌┮约跋嚓P(guān)證明材料（合同關(guān)鍵頁(yè)、中標(biāo)通知書等）。業(yè)績(jī)資料若經(jīng)核實(shí)非本人業(yè)績(jī)或其他內(nèi)容存在虛假，主辦單位有權(quán)隨時(shí)取消參選資格或終止合同。項(xiàng)目業(yè)績(jī)資料應(yīng)單獨(dú)整理，可與報(bào)名資料一起裝訂。

The hospital project history of the chief architect should be presented by three to five materials (including at least one design example of a comprehensive hospital with more than 1,000 beds). The materials should include the following aspects such as name, location, and scale of the projects, design content, main designers, the project completion time ( projects in progress can be marked as “in progress”), project pictures (planning design drawings or real photos) and relevant supporting materials (key pages of the contract, notice of winning the bid). The organizer has the right to disqualify the candidate or terminate the contract at any time if the above mentioned information is fake. The project history materials should be organized in a separate manner and can be bound together with the application ones.

需提供項(xiàng)目設(shè)計(jì)團(tuán)隊(duì)主要參與人員簡(jiǎn)歷（表格）、項(xiàng)目業(yè)績(jī)情況（表格，只列項(xiàng)目名稱），以及所有團(tuán)隊(duì)成員在職證明材料。

遞交資格預(yù)審報(bào)名文件截止時(shí)間為2022年4月27日15時(shí)00分，設(shè)計(jì)機(jī)構(gòu)需提交附件1-4資料及業(yè)績(jī)資料的紙質(zhì)版（正本1份，副本7份）及所有電子版報(bào)名材料（內(nèi)容應(yīng)完全一致），其中正本須加蓋設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）各成員公章（鮮章或電子章），副本可為正本復(fù)印件。

The deadline for the submission is 15:00 on April 27, 2022. Design agencies need to submit the hard copies of Annexes 1-4 and project history documents (1 original, 7 copies) and all electronic application materials (exactly the same content). The originals must be stamped with the official seals (electronic seals can work as well) of the members of the design agency (consortium), while the copies can be photocopies of the originals.

九、設(shè)計(jì)費(fèi)用

9. Cost

入圍5家設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）提交的設(shè)計(jì)成果（至少應(yīng)包含：方案文本、展示圖板、多媒體演示文件（含動(dòng)畫1分鐘）、電子光盤）。應(yīng)滿足設(shè)計(jì)任務(wù)書要求，經(jīng)評(píng)審委員會(huì)評(píng)審為有效成果的，將獲得相應(yīng)的設(shè)計(jì)費(fèi)或設(shè)計(jì)補(bǔ)償費(fèi)。

Design results submitted by the 5 finalists must include proposal text, display board, multimedia presentation files (including animation for 1 minute), electronic CD-ROM. They should meet the requirements of the design document, and will receive the corresponding design fee or design compensation fee after their designs are evaluated as an effective by the review committee.

入圍設(shè)計(jì)機(jī)構(gòu)根據(jù)各自方案，對(duì)標(biāo)國(guó)內(nèi)同等條件三甲醫(yī)院的經(jīng)濟(jì)性指標(biāo)，進(jìn)行本項(xiàng)目工程概算，最終中選設(shè)計(jì)機(jī)構(gòu)設(shè)計(jì)費(fèi)及基坑工程設(shè)計(jì)按照概算批復(fù)審定的工程費(fèi)，參照《工程勘察設(shè)計(jì)收費(fèi)管理規(guī)定》（2002年修訂版）及設(shè)計(jì)機(jī)構(gòu)商務(wù)報(bào)價(jià)（下浮率）執(zhí)行。本項(xiàng)目總設(shè)計(jì)收費(fèi)工程復(fù)雜程度調(diào)整系數(shù)為復(fù)雜（Ⅲ級(jí)）1.15，方案設(shè)計(jì)及初步設(shè)計(jì)深度設(shè)計(jì)費(fèi)取項(xiàng)目總設(shè)計(jì)費(fèi)用的50%；基坑工程費(fèi)用根據(jù)復(fù)雜程度，按照巖土工程設(shè)計(jì)按對(duì)應(yīng)收費(fèi)基價(jià)執(zhí)行。

The finalists will make an estimate for the project based on the economic indicators of the domestic 3A hospitals with the same conditions. How much the design cost is and how much the engineering cost of the foundation pit engineering design (the later cost will be reviewed and approved based on the estimate) depend on "Regulations on the Management of Engineering Survey and Design Charges" (revised in 2002) and business quotation ( ratio of float downward) by the design agency. The engineering complexity adjustment coefficient of the total design fee is complex (level III) 1.15; 50% of the total project design fee is for the plan design and preliminary design degree; how much the foundation pit engineering fee depend on the complexity level and the base price charge of geotechnical engineering design.

優(yōu)勝但未中選的2家設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）設(shè)計(jì)補(bǔ)償費(fèi)各100萬(wàn)（含稅），其余入圍的2家設(shè)計(jì)機(jī)構(gòu)（聯(lián)合體）設(shè)計(jì)補(bǔ)償費(fèi)各60萬(wàn)元（含稅）。

Among the five finalists, those whose ranking is at the second or the third will receive a design compensation fees worth of 1 million yuan (tax included), and those at the fourth or the fifth will receive 600,000 yuan (tax included).

（一）本次國(guó)際征集公告采用中英文對(duì)照格式，當(dāng)中英文內(nèi)容不一致時(shí)，以中文為準(zhǔn)。征集公告與后續(xù)發(fā)出的征集書內(nèi)容不一致時(shí)，以征集書為準(zhǔn)。

11.1 This solicitation announcement is in both Chinese and English version. The Chinese one shall prevail when any inconsistency occurs between Chinese version and English one and also the solicitation document shall prevail when any inconsistency occurs between the solicitation announcement and the subsequent solicitation document .

（二）本次國(guó)際征集階段時(shí)長(zhǎng)約55天，深化整合階段時(shí)長(zhǎng)根據(jù)項(xiàng)目進(jìn)度確定。

11.2 The duration period of the solicitation phase will last about 55 days, and the one for the deepening will depend on the progress of the project.

（三）主辦單位的日程安排時(shí)間均以中國(guó)北京時(shí)間為準(zhǔn)。受疫情影響，主辦單位可對(duì)具體時(shí)間節(jié)點(diǎn)和會(huì)議形式作適時(shí)調(diào)整，并及時(shí)通知設(shè)計(jì)機(jī)構(gòu)。

11.3 The schedule above is based on Beijing time. Given the covid-19 pandemic, the organizer will not organize group survey. Instead, you can arrange the site survey by yourself and the organizer can make adjustments to the specific date and meeting form of each stage. If any change, we will inform you in time.

（四）獲得正式邀請(qǐng)函的設(shè)計(jì)機(jī)構(gòu)主創(chuàng)建筑師與主要設(shè)計(jì)人員須親自參與現(xiàn)場(chǎng)踏勘、方案評(píng)審、深化階段主要會(huì)議的交流與匯報(bào)。請(qǐng)?jiān)O(shè)計(jì)機(jī)構(gòu)根據(jù)各地區(qū)疫情防控要求提前作好相應(yīng)準(zhǔn)備。

11.4 The chief architect and main designers who obtain the official invitation  must participate in the whole process in person including the on-site survey, plan review, and exchanges and reports at meetings of the deepening stage. Design agencies are requested to make preparations in advance according to requirements of different places for prevention and control of the covid-19 pandemic.

（五）凡報(bào)名參加本次活動(dòng)的設(shè)計(jì)機(jī)構(gòu)，均被視為同意并接受本次活動(dòng)規(guī)則以及各階段相應(yīng)的文件及其補(bǔ)充（修改）文件和澄清文件之全部?jī)?nèi)容及條款。

11.5 Design agencies that sign up are deemed to have agreed and accepted the rules of this event, all content and terms of corresponding documents at each stage and of their supplementary (modified) documents and clarification documents.

（六）應(yīng)征設(shè)計(jì)機(jī)構(gòu)聯(lián)合體需保證所有報(bào)名材料真實(shí)、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。
