  Project Positioning

  項(xiàng)目位于福田中心區(qū)，面向蓮花山，紅荔路上城市景觀軸右側(cè)，屬于深圳市重點(diǎn)地區(qū)。周邊分布有市民中心、音樂廳、圖書館、深圳市當(dāng)代藝術(shù)與城市規(guī)劃館、深圳書城等大型公共服務(wù)設(shè)施與商業(yè)設(shè)施，配套充足，可與兒童醫(yī)院共享。場(chǎng)地地形、地質(zhì)條件等均滿足建設(shè)項(xiàng)目的要求。

  其中，科教綜合樓建筑總面積要求大于100000平方米，小于120000平方米；地面建筑面積大于80000平方米。功能主要由“科研+教學(xué)+康復(fù)保健+配套服務(wù)”組成。

  In addition,in order to solve the problems of crowded outpatient service,insufficient beds and blocked flow lines in the old area of hospital,the spatial development potential of the old area should be explored.And the suggested Expansion Plots of the old area should be simultaneously planned,and which location,area and height of this Expansion Plots should be selected and determined.
  The architectural design of the Extended Plots of the old area will not be included in this project.

  四、報(bào)名條件
  Registration Qualification
  1.采用公開報(bào)名的方式，境內(nèi)外具有相關(guān)設(shè)計(jì)經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加。
  1.This tender is open to the world.Domestic and overseas design organizations with relevant design experience may apply for participation.A copy of legal registration document at tender s home country is required.
  2.允許聯(lián)合體報(bào)名，其中聯(lián)合體單位不得超過三家。

  五、資格后審及方案評(píng)審

  本次招標(biāo)分為兩個(gè)階段：第一階段為公開報(bào)名及概念設(shè)計(jì)；第二階段為深圳市兒童醫(yī)院科教綜合樓建筑深化設(shè)計(jì)及方案評(píng)審。

  報(bào)名資格審核方式：資格后審。
  Application qualification examination method:qualification post-examination.
  由評(píng)審委員會(huì)采用記名投票（逐輪淘汰）評(píng)選出6家入圍單位，同時(shí)根據(jù)排序，評(píng)選出2家備單位，如前6家入圍單位中有退出方案競(jìng)標(biāo)的，則備選參賽投標(biāo)單位依序替補(bǔ)。
  The Tenderee will set up a selection committee according to law,which will select 6 bidders to enter the second stage of competition,as well as 2 standby bidders(sequenced).If any of the first 6 quits the second stage of competition,a standby bidder will be selected as per sequence.
  2.深圳市兒童醫(yī)院科教綜合樓建筑深化設(shè)計(jì)競(jìng)標(biāo)階段

  由評(píng)審委員會(huì)采用記名投票（逐輪淘汰）最終評(píng)選出第1至6名競(jìng)標(biāo)方案，第一名作為中標(biāo)單位，評(píng)審委員會(huì)將對(duì)中標(biāo)方案提出優(yōu)化意見。
  The selection committee will use a secret ballot(round by round elimination)to finally choose the 1st to 6th bidders,and the first one will be the winning unit,and the evaluation committee will put forward optimization opinions on the winning scheme.
  六、獎(jiǎng)金及落標(biāo)補(bǔ)償
  Bonuses
  本次公開競(jìng)賽招標(biāo)的獎(jiǎng)金及落標(biāo)補(bǔ)償費(fèi)由中標(biāo)單位支付，獎(jiǎng)金及落標(biāo)補(bǔ)償費(fèi)為固定費(fèi)用，結(jié)算時(shí)不作調(diào)整。
  The compensation for the losing units in this tendering shall be paid by the winning unit.The bonus and compensation for the losing units shall be fixed expenses and shall not be adjusted in the settlement.
  1.第一階段的第一、二、三名入圍單位獎(jiǎng)金分別為：25萬人民幣、20萬人民幣、15萬人民幣獎(jiǎng)金；第四、五、六名入圍單位落標(biāo)補(bǔ)償費(fèi)各10萬人民幣獎(jiǎng)金。
  1.In the first stage,the first,second and third finalist will be awarded a prize of CNY 250,000,CNY 200,000 and CNY 150,000 respectively;the fourth,fifth and sixth finalists will be awarded each CNY 100,000.
  2.第二階段的第二、第三名參賽投標(biāo)單位落標(biāo)補(bǔ)償分別為：90萬人民幣、60萬人民幣；第四、第五、第六名參賽投標(biāo)單位落標(biāo)補(bǔ)償費(fèi)各20萬人民幣補(bǔ)償費(fèi)。
  2.The compensation for the second and third bidders in the second stage is CNY 900,000 and CNY 600,000 respectively;the fourth,fifth and sixth bidders compensation for losing the bid is each CNY 200,000.

  七、設(shè)計(jì)費(fèi)
  Design Fee
  本次招標(biāo)總設(shè)計(jì)費(fèi)用暫定價(jià)為2760萬人民幣。包括以下兩部分：
  The total design fee of this tender is temporarily estimated at CNY 27.6 million.It consists of these two parts:
  1.總設(shè)計(jì)費(fèi)=建筑面積*單價(jià)，單價(jià)采用固定單價(jià)205人民幣/平方米，結(jié)算時(shí)單價(jià)不作調(diào)整。建筑面積暫按市發(fā)改部門項(xiàng)目建議書批復(fù)中相應(yīng)的建筑面積120000平方米計(jì)算，總設(shè)計(jì)費(fèi)暫定價(jià)為2460萬人民幣，最終以實(shí)際方案建筑面積為準(zhǔn)。總設(shè)計(jì)服務(wù)費(fèi)分基本酬金（占90％）和績(jī)效酬金（占10％）兩部分，績(jī)效酬金根據(jù)履約評(píng)價(jià)結(jié)果支付。
