  本次設(shè)計范圍為金中都城遺址公園（以下簡稱“遺址公園”），面積約15.02公頃，研究范圍為遺址公園和周邊的三個文化設(shè)施用地。

  4.應(yīng)征申請人的資格

  4.Eligibility and Qualifications of Applicants

  4.1應(yīng)征申請人應(yīng)為合法注冊的法人實體或由合法注冊的法人實體組成的項目聯(lián)合體。

  4.1 Any Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

  4.2應(yīng)征申請人須具有園林景觀的設(shè)計經(jīng)驗。

  4.2 Applicants shall have had design experience of landscape.

  4.2.1中華人民共和國境內(nèi)的應(yīng)征申請人須提供風(fēng)景園林專項設(shè)計甲級及以上資質(zhì)。

  4.2.1 Applicants within the People's Republic of China shall have the Landscape Architecture Engineering Design Qualification Class-A or above.

  4.2.2中華人民共和國境外的應(yīng)征申請人須依本國或本地區(qū)的管理規(guī)定具有風(fēng)景園林設(shè)計的執(zhí)業(yè)許可或經(jīng)營許可。若依該國或該地區(qū)有關(guān)管理規(guī)定風(fēng)景園林設(shè)計的法人應(yīng)具有相應(yīng)的執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，則需提供相應(yīng)資質(zhì)或資格或營業(yè)許可證明資料；若依該國或該地區(qū)有關(guān)管理規(guī)定，不要求風(fēng)景園林設(shè)計法人具有相應(yīng)執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，僅對風(fēng)景園林設(shè)計師個人要求具有相應(yīng)資格或執(zhí)業(yè)許可，則需提供該法人機(jī)構(gòu)的風(fēng)景園林設(shè)計師本人的注冊或執(zhí)業(yè)證書或會員證明材料，同時設(shè)計機(jī)構(gòu)應(yīng)說明該國或該地區(qū)有關(guān)風(fēng)景園林設(shè)計從業(yè)或營業(yè)的管理規(guī)定。港澳臺設(shè)計機(jī)構(gòu)的資格要求參照境外設(shè)計機(jī)構(gòu)資格要求的規(guī)定。

  4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for landscape design in accordance with the national or local administrative regulations.If the legal person of landscape design should have an approval of corresponding practice or qualification or business license in accordance with relevant national or local management regulations, it shall provide documentary evidence for its approval of corresponding practice or qualification or business license; if in accordance with the relevant national or local management regulations, the legal person of landscape design is not required to have got the approval of corresponding practice or qualification or business license, and only the individual landscape architects are required to have the approval of corresponding qualification or practice, then the landscape architects’ registration or practice certificate or member certification materials should be provided by the legal person, and the design agency should state national or local management regulations on employment or operation of the landscape design business.The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies.

  4.3 本項目接受聯(lián)合體應(yīng)征。

  4.3 The Consortium is accepted in this Project.

  資格預(yù)審申請文件遞交的截止時間為2021年6月2日下午17時00分，申請人應(yīng)在遞交截止時間之前將資格預(yù)審申請文件遞交至征集組織機(jī)構(gòu)。主辦單位和征集組織機(jī)構(gòu)將拒絕接收逾期送達(dá)的資格預(yù)審申請文件。

  The deadline for submission of application documents for prequalification is 17:00 on June 2ed, 2021.The Applicant shall submit the full set of the written application documents for prequalification to the Organizer of Solicitation before the deadline for submission.The Sponsors or the Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

  8.Miscellaneous

  8.1應(yīng)征設(shè)計補(bǔ)償金

  8.1 Compensations for Designs Proposals

  主辦單位將向按征集文件的要求在規(guī)定的時間內(nèi)提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計補(bǔ)償金，金額為人民幣40萬元（含稅）。

  The Sponsors will pay compensations for design proposals in the amount of RMB 0.4 Million (including tax) for any Participant that has submitted valid Responsive Documents within specified time frame as required per Solicitation Documents.

  8.2當(dāng)應(yīng)征人出現(xiàn)下列情況時，主辦單位不予支付補(bǔ)償金：

  8.2 The Sponsors will not pay any compensation when Participants are under the following circumstances:

   (1) 應(yīng)征人未按規(guī)定時間提交應(yīng)征文件；

    (1) Participants fail to submit the application documents within the specified time;

   (2) 應(yīng)征人提交的應(yīng)征文件經(jīng)專家委員會評審被認(rèn)定為未對征集文件要求作出實質(zhì)性響應(yīng)；

    (2) The Response Proposals submitted by Participants are judged, upon the review of the Jury, as not substantially responding to the requirements of the solicitation documents;

   (3) 應(yīng)征人被取消應(yīng)征資格。

    (3) Participants are disqualified.

  8.3獎項和獎金的設(shè)置：本次方案征集設(shè)優(yōu)勝獎2名，獎金為人民幣10萬元（含稅）。

  8.3 Awards and prize settings: There will be two winners in this solicitation, and the prize for each winner will be RMB 0.1 million (including tax).

  8.4征集后續(xù)工作：獲得優(yōu)勝獎的應(yīng)征人需對設(shè)計方案進(jìn)行優(yōu)化。

  8.4 Follow-up work for the solicitation: The winning Participants shall improve the design proposal.

  8.5適用法律

  8.5 Governing Laws

  本次征集活動本身及與本次活動相關(guān)的文件所適用的法律和法規(guī)僅為中華人民共和國的法律和法規(guī)。

  The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

  8.6語言

  8.6 Languages

  資格預(yù)審文件以及與資格預(yù)審文件相關(guān)的補(bǔ)充文件和澄清文件均使用中文和英文書寫。在中文與英文的意思表達(dá)不一致時，以中文為準(zhǔn)。

  Prequalification Documents and supplementary and clarification documents related to Prequalification Documents are written in both Chinese and English.In the case of inconsistent expressions in both Chinese and English, the Chinese version shall prevail.

  本次征集活動使用的工作語言為中文。

  The working language used in the solicitation shall be Chinese.

  本次征集活動的最終解釋權(quán)歸主辦單位。

  The Sponsor reserves the power of final interpretation in view of the solicitation.
