  The People's Government of Yongchuan District, Chongqing (as the Sponsor) and Yongchuan District Bureau of Planning and Natural Resources, New-town Construction Management Committee of Yongchuan District, and Chongqing Yongchuan District Huitong Construction Development Co., Ltd. (as the Organizers) are now jointly holding an event of “International Open Solicitation for the Conceptual Design Proposals of the Wetland Park in the Core Area of the Science and Technology Eco-city in Yongchuan District”. Design agencies worldwide with related planning and design experience are publicly invited to participate and submit the Prequalification Application Documents. The Sponsor will select five applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

  4.  應(yīng)征申請(qǐng)人的資格

  4. Eligibility and Qualifications of Applicants

  4.1應(yīng)征申請(qǐng)人應(yīng)為合法注冊(cè)的法人實(shí)體或由合法注冊(cè)的法人實(shí)體組成的項(xiàng)目聯(lián)合體。

  4.1 Any Applicant shall be shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

  4.2應(yīng)征申請(qǐng)人須具有與本征集項(xiàng)目相類似的規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)。

  4.2 Applicants shall have had planning and design experience similar to this project for solicitation.

  4.2.1中華人民共和國境內(nèi)的應(yīng)征申請(qǐng)人須具有風(fēng)景園林工程設(shè)計(jì)專項(xiàng)甲級(jí)資質(zhì)或工程設(shè)計(jì)綜合甲級(jí)資質(zhì)。

  4.2.1 Applicants within the territory of the People's Republic of China shall have the Landscape Architecture Engineering Design Qualification Class-A or Engineering Design Integrated Qualification Class-A.

  4.2.2中華人民共和國境外的應(yīng)征申請(qǐng)人須依本國或本地區(qū)的管理規(guī)定具有風(fēng)景園林設(shè)計(jì)的執(zhí)業(yè)許可或經(jīng)營許可。若依該國或該地區(qū)有關(guān)管理規(guī)定風(fēng)景園林設(shè)計(jì)的法人應(yīng)具有相應(yīng)的執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，則需提供相應(yīng)資質(zhì)或資格或營業(yè)許可證明資料；若依該國或該地區(qū)有關(guān)管理規(guī)定，不要求風(fēng)景園林設(shè)計(jì)法人具有相應(yīng)執(zhí)業(yè)資質(zhì)或資格或營業(yè)許可，僅對(duì)風(fēng)景園林設(shè)計(jì)師個(gè)人要求具有相應(yīng)資格或執(zhí)業(yè)許可，則需提供該法人機(jī)構(gòu)的風(fēng)景園林設(shè)計(jì)師本人的注冊(cè)或執(zhí)業(yè)證書或會(huì)員證明材料，同時(shí)設(shè)計(jì)機(jī)構(gòu)應(yīng)說明該國或該地區(qū)有關(guān)風(fēng)景園林從業(yè)或營業(yè)的管理規(guī)定。港澳臺(tái)設(shè)計(jì)機(jī)構(gòu)的資格要求參照境外設(shè)計(jì)機(jī)構(gòu)資格要求的規(guī)定。

  4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for landscape design in accordance with the national or local administrative regulations. If the legal person of landscape design should have a corresponding practice permit or qualification or business license in accordance with relevant national or local management regulations, it shall provide documentary evidence for its practice permit or qualification or business license; if in accordance with the relevant national or local management regulations, the legal person of landscape design is not required to have the corresponding practice permit or qualification or business license, and only the individual landscape architects are required to have the corresponding qualification or practice permit, then the landscape architects’ registration or practice certificate or member certification materials should be provided by the legal person, and the design agency should state national or local management regulations on employment or operation of the landscape design business. The qualification requirements for design agencies in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design agencies.

  4.3 中國境外的設(shè)計(jì)機(jī)構(gòu)（包括港澳臺(tái)的設(shè)計(jì)機(jī)構(gòu)）須與中國境內(nèi)的符合申請(qǐng)人資質(zhì)要求的設(shè)計(jì)機(jī)構(gòu)聯(lián)合應(yīng)征。

  4.3 Any design agency outside PRC (including those in Hong Kong, Macao and Taiwan) shall apply jointly with a design agency inside China that meets the Applicant's qualification requirements.

  4.4 本項(xiàng)目接受聯(lián)合體應(yīng)征。

  4.4 The Consortium is accepted in this Project.

  4.5 除聯(lián)合體內(nèi)部的成員外，參加征集的應(yīng)征人之間不應(yīng)存在關(guān)聯(lián)關(guān)系。

  有意向參加應(yīng)征的應(yīng)征申請(qǐng)人需先在中國風(fēng)景園林學(xué)會(huì)網(wǎng)站（www.chsla.org.cn）下載資格預(yù)審文件領(lǐng)取登記表，填寫完成后以Word版本E-mail至征集指定郵箱  chsla@vip.126.com  ，征集組織機(jī)構(gòu)收到登記表后，將資格預(yù)審文件或資格預(yù)審文件的密碼發(fā)送給應(yīng)征申請(qǐng)人。

  The deadline for submission of application documents for prequalification is 17:00 a.m. on May 24, 2021. Applicants shall submit such documents to the following address before the deadline: Room 315, New-town Construction Management Committee of Yongchuan District, No. 1399, Wenchang Road, Yongchuan District, Chongqing City (Addressee: Yang Dan, Post Code: 402160, Tel.: 17830699799). The Sponsor, the Organizers, and the Organizer of Solicitation will reject any such documents that arrive after the specified deadline.

  This announcement will be published on the China Tendering and Bidding Public Service Platform (cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn), Chong Qing Public Resources Trading Network(Yongchuan District) （www.cqggzy.com/yongchuanweb/） and the website of the Chinese Society of Landscape Architecture (www.chsla.org.cn).   8.1應(yīng)征設(shè)計(jì)補(bǔ)償金

  8.1 Compensations for Designs Proposals

  承辦單位將向按征集文件的要求在規(guī)定的時(shí)間內(nèi)提交了有效應(yīng)征文件的應(yīng)征人支付應(yīng)征設(shè)計(jì)補(bǔ)償金，金額為人民幣100萬元（含稅）。

  The Organizer will pay compensations for design proposals in the amount of RMB 1.0 Million (including tax) for any Participant that has submitted valid Responsive Documents within specified time frame as required per Solicitation Documents.

  8.2獎(jiǎng)項(xiàng)和獎(jiǎng)金：本次方案征集設(shè)優(yōu)勝獎(jiǎng)3名，其中第一名獎(jiǎng)金人民幣200萬元（含稅），第二名和第三名獎(jiǎng)金人民幣50萬元（含稅）。

  8.2 Awards and prize: There will be three winners in this solicitation. The first prize is RMB 2.0 million (including tax), and the second and third prizes are RMB 500,000 (including tax).

  8.3 征集后續(xù)工作：主辦單位/承辦單位將從3名獲得優(yōu)勝獎(jiǎng)的應(yīng)征人中選取1個(gè)應(yīng)征人完成方案綜合和優(yōu)化，并授予其設(shè)計(jì)咨詢服務(wù)合同，合同金額為人民幣100萬元（含稅）。

  8.3 Follow-up work for the solicitation: The Sponsor/Organizers will select one Participant from the three winners to complete the integration and optimization of the Design Proposal, and award it a design consulting service contract valued at RMB 1.0 million (including tax).
