東莞濱海灣新區(qū)由交椅灣、沙角半島和威遠(yuǎn)島三大板塊組成，規(guī)劃面積84.1平方公里，位于粵港澳大灣區(qū)珠江口城市群東岸和西岸交匯處，毗鄰港澳，緊連穗深，與前海、南沙等國家自貿(mào)區(qū)緊密連接，是東莞市對(duì)外開放的重要窗口，將打造成為東莞“未來城市”形象的標(biāo)桿地區(qū)，全力爭取納入國家更高發(fā)展平臺(tái)，以國際一流標(biāo)準(zhǔn)規(guī)劃建設(shè)“一廊兩軸三板塊”。
Dongguan Binhaiwan New District is composed of three major sections: Jiaoyiwan, Shajiao Peninsula and Weiyuan Island, with a planned area of 84.1 square kilometers. It is located at the intersection of the east and west banks of the Pearl River estuary urban cluster in the Guangdong-Hong Kong-Macao Greater Bay Area, adjacent to Hong Kong and Macau, and close to Guangzhou, Shenzhen, closely connected with national free trade zones of Qianhai and Nansha. It is an important window for Dongguan to open to the outside world. It will become a benchmark area for Dongguan’s "Future City" image, and strive to be included in the higher development platform of the country and construct the "One Corridor, Two Axes and Three Sectors" with international first-class standards.

In accordance with the overall requirements of the Dongguan Municipal Party Committee and Municipal Government and Binhaiwan New District Management Committee: "High-standard Planning, High-quality Construction, and High-efficiency Management", for the purpose to build Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue, Binhaiwan new district as a world-class uniquely charming landmark bridge building in Binhaiwan New District, and form the unique landscape culture of the new district, the New District Management Committee decided to launch the International Competition for schematic design of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue, Binhaiwan New District, Dongguan.

二、 主要工作任務(wù)（最終要求以《競賽技術(shù)文件》為準(zhǔn)）
II. Main design tasks (the final requirements are subject to the “Technical documents of Competition ")
本次國際競賽設(shè)計(jì)包括兩個(gè)層次：
This international competition includes two phases.
第一層次：東灣大道跨太平水道橋（暫定名）概念方案設(shè)計(jì)。東灣大道跨太平水道橋（暫定名）處于新區(qū)規(guī)劃內(nèi)灣以及濱海景觀長廊的重要節(jié)點(diǎn)位置，上跨太平水道入?？?，是聯(lián)系濱海灣新區(qū)威遠(yuǎn)島板塊與沙角半島板塊的重要通道，是新區(qū)“三縱六橫”布局的標(biāo)志性節(jié)點(diǎn)工程，將以國際一流水準(zhǔn)設(shè)計(jì)，打造成為展現(xiàn)灣區(qū)城市魅力、“未來城市形象”的城市地標(biāo)。

The Cross Taiping Waterway Bridge (tentative name)，Dongwan Avenue， is located at the important node of the planned inner bay and coastal landscape corridor in the new district. It crosses the mouth of the Cross Taiping Waterway and is an important passage connecting the Weiyuan Island and the Shajiao Peninsula in the Binhaiwan new district. It is a landmark node project of the “Three Vertical and Six Horizontal” layouts of the new district. 東灣大道跨太平水道橋（暫定名）深化設(shè)計(jì)。在競賽概念方案設(shè)計(jì)成果的基礎(chǔ)上，吸取其他設(shè)計(jì)方案的優(yōu)點(diǎn)，結(jié)合專家評(píng)審意見、組織主辦單位要求和相關(guān)部門意見進(jìn)行方案整合、優(yōu)化調(diào)整和深化設(shè)計(jì)，最終完成以下工作：

三、 競賽內(nèi)容和規(guī)則
III. Content and rules of competition
本次競賽面向全球進(jìn)行，境內(nèi)外符合參賽資質(zhì)要求的設(shè)計(jì)單位（具體資質(zhì)要求詳見第五條：參賽資格要求），均可參與。本次國際競賽設(shè)計(jì)包括兩個(gè)層次：第一層次為東灣大道跨太平水道橋（暫定名）概念方案設(shè)計(jì)。第二層次為東灣大道跨太平水道橋（暫定名）深化設(shè)計(jì)。
The competition is open to the world. The design units from home and abroad that meets the qualification requirements of the competition can participate (for the qualification requirements, please refer Article V:?Qualification requirements of the competition. The competition is divided into two phases: Phase I, Conceptual design of the Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue. Phase II, Design development of Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue.
1.第一層次——東灣大道跨太平水道橋（暫定名）概念方案設(shè)計(jì)
Phase I, Conceptual design of the Cross Taiping Waterway Bridge (tentative name), Dongwan Avenue.
（1）本次競賽接受境內(nèi)外設(shè)計(jì)單位的參賽申請(qǐng)，參賽申請(qǐng)文件經(jīng)審核符合參賽資格要求的均可參賽，參賽單位按后續(xù)發(fā)布的競賽技術(shù)文件要求開展設(shè)計(jì)，并提交正式設(shè)計(jì)成果文件，每家可報(bào)不超過2個(gè)設(shè)計(jì)方案。
The competition accepts application from domestic and overseas Participating units. Participants who meet the eligibility requirements can participate after reviewing the application documents. The design units will carry out design according to the requirements of the Competition Technical Documents published subsequently and submit the formal design deliverables. Each company can submit no more than 2 design schemes.
（2）方案評(píng)審委員會(huì)對(duì)參賽單位所報(bào)送的設(shè)計(jì)方案根據(jù)《競賽技術(shù)文件》從開放性、科學(xué)性和務(wù)實(shí)性等因素進(jìn)行綜合評(píng)價(jià)，通過記名投票的方式確定參賽單位的排名，同一家參賽單位的兩個(gè)設(shè)計(jì)方案取排名靠前方案為參賽單位的最終排名，并依此評(píng)選出前六名優(yōu)勝方案單位，其中第一名的參賽方案為本次競賽的中選方案，其設(shè)計(jì)單位為中選單位。中選單位將承擔(dān)后續(xù)方案整合、深化設(shè)計(jì)工作。若第一名中選單位放棄中選，競賽組織主辦單位可選擇按排名順序由第二名參賽單位作為中選單位進(jìn)行深化設(shè)計(jì)（以此類推）或中選單位空缺。放棄深化設(shè)計(jì)的單位，不另設(shè)補(bǔ)償獎(jiǎng)金。
The evaluation committee will comprehensively evaluate the submitted design schemes from inclusive, scientific and practical perspectives according to the " Technical documents of Competition " and determine the ranking of the competition units by means of registered voting. If one participant submits two design schemes, the better-ranked scheme of the two schemes shall be selected as the final ranking of the participating units, which the top six schemes will be determined as the winning schemes. The No. 1 ranked scheme and it’s design unit will be the selected scheme and the selected unit for this competition. The selected unit needs to complete the subsequent scheme integration, optimization and adjustment. If the No. 1 selected unit waives the selection, the competition organizer can choose the No. 2 unit in the order of ranking, which will be the selected unit for further design (and so on) or the selected unit will be vacant. Units that waives the design development will not be compensated separately.
2.第二層次——東灣大道跨太平水道橋（暫定名）深化設(shè)計(jì)

中選單位在競賽概念方案設(shè)計(jì)成果的基礎(chǔ)上，吸取其他設(shè)計(jì)方案的優(yōu)點(diǎn)，結(jié)合專家評(píng)審意見、組織主辦單位要求和相關(guān)部門意見進(jìn)行方案整合、優(yōu)化調(diào)整和深化設(shè)計(jì)，最終完成以下工作：
On the basis of the design deliverables of the conceptual scheme competition, the selected units shall absorb the advantages of other participating schemes and, according to the opinions of experts, competition organizers, competition operator and related departments, integrate and refine the competition design schemes for the followings:
（1）完成東灣大道跨太平水道橋（暫定名）項(xiàng)目建議書和工程可行性研究報(bào)告；

（3）需配合組織主辦單位的方案匯報(bào)、公眾參與、宣傳、評(píng)選獎(jiǎng)項(xiàng)等相關(guān)工作，提供相關(guān)的設(shè)計(jì)資料和技術(shù)支持；并負(fù)責(zé)向下一階段施工圖設(shè)計(jì)單位進(jìn)行設(shè)計(jì)交底，并負(fù)責(zé)對(duì)施工圖設(shè)計(jì)是否符合原方案的設(shè)計(jì)意圖進(jìn)行技術(shù)把關(guān)；后期在東灣大道跨太平水道橋（暫定名）的實(shí)施過程中，根據(jù)甲方工作需要，需派遣技術(shù)人員提供及時(shí)服務(wù)。

四、 資格要求
IV. Qualification Requirement
（1）所有設(shè)計(jì)單位必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營業(yè)執(zhí)照或開業(yè)證明；中國境內(nèi)注冊(cè)的設(shè)計(jì)單位必須具有獨(dú)立法人資格。有以下關(guān)系的設(shè)計(jì)單位，不得同時(shí)參賽：①法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人；②母公司、全資子公司及其控股公司。
All design units must have a legally registered business license or certificate of business opening within the validity period; design units registered in China must be independent legal entity. Design units that have the following relationships may not participate at the same time: ? The legal representatives of two or more legal entities are of the same person; ?The parent company, wholly owned subsidiary and its holding company.
（2）資質(zhì)：①中國內(nèi)地設(shè)計(jì)單位必須具備工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或市政行業(yè)設(shè)計(jì)甲級(jí)資質(zhì)或市政行業(yè)（橋梁工程及道路工程）專業(yè)設(shè)計(jì)甲級(jí)資質(zhì)；
Qualification: design unit registered in China must hold the Comprehensive Class-A engineering design qualification, Class-A civil engineering design qualification or Class-A civil engineering design (bridge and road construction) qualification.
②中國境外（包括國外及港澳臺(tái)地區(qū)）設(shè)計(jì)單位須在國際上有較高知名度，資質(zhì)不限，要求持有外商投資企業(yè)批準(zhǔn)證書或臺(tái)港澳僑投資企業(yè)批準(zhǔn)證書（如沒有以上證書的，需提供公司注冊(cè)登記證明(非中文的需翻譯為中文)）；
Design units outside of China (including foreign countries and Hong Kong, Macao and Taiwan) must be well-known in the international area, qualifications not required. It is required to have a foreign-invested enterprise approval certificate or a Taiwan-Hong Kong-Macao overseas-Chinese invested enterprise approval certificate (if there is no such certificate, company registration certificate is required (non-Chinese needs to be translated into Chinese);
（3）參賽單位須具有近五年內(nèi)（2016年1月至今）總造價(jià)不小于一億元，或者主跨跨徑不小于150m的橋梁設(shè)計(jì)項(xiàng)目。
Participating units must have a bridge design project with a total construction cost of not less than RMB100 million or a main span of not less than 150 meters in the past five years (from January 2016 to present).
（4）擬派項(xiàng)目主創(chuàng)設(shè)計(jì)師須具備（路橋或橋梁工程）專業(yè)正高級(jí)或同等級(jí)及以上職稱（境外主創(chuàng)設(shè)計(jì)師需具備同等資格），并須具有近五年內(nèi)（2016年1月至今）總造價(jià)不小于一億元，或者主跨跨徑不小于150m的橋梁設(shè)計(jì)項(xiàng)目經(jīng)驗(yàn)。
The proposed chief designer of the project shall have the professional title of senior or above (overseas chief creative designer shall have the equivalent qualification), and landscape bridge design projects with a total cost of no less than RMB100 million or with a main span not less than 150 meters in the past five years (from January 2016 up to now).
（5）參賽單位須具有良好的社會(huì)信譽(yù)，沒有處于被責(zé)令停業(yè)、財(cái)產(chǎn)被接管、凍結(jié)、破產(chǎn)和重組等狀態(tài)。
Participants should have good reputation of integrity and not be undergoing suspension, asset receivership, freezing, bankruptcy or restructuring.
（6）本次競賽接受聯(lián)合體形式參賽，組成聯(lián)合體后需滿足上述要求，聯(lián)合體成員不超過3家單位。聯(lián)合體參賽時(shí)須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體的主體單位。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨(dú)參賽，也不得組成新的聯(lián)合體或參與其他聯(lián)合體，否則參賽資格無效。
This competition accepts participation in form of consortium; the formed consortium shall meet above requirements with no more than 3units. The consortium must submit a consortium agreement, and the main unit of the consortium should be defined in the agreement. After the members of the consortium have signed the Consortium Agreement, they can no longer participate in its own name, nor can they form a new consortium or participate in other consortium, otherwise their qualifications of participation will be disqualified.
（7）本次競賽活動(dòng)面向全球進(jìn)行，中選單位須具備工程設(shè)計(jì)綜合甲級(jí)資質(zhì)或市政行業(yè)設(shè)計(jì)甲級(jí)資質(zhì)或市政行業(yè)（橋梁工程及道路工程）專業(yè)設(shè)計(jì)甲級(jí)資質(zhì)，并在全國投資項(xiàng)目在線審批監(jiān)管平臺(tái)備案，不具備國內(nèi)相應(yīng)資質(zhì)的國外設(shè)計(jì)單位和不滿足備案要求的設(shè)計(jì)單位需與國內(nèi)符合要求的單位聯(lián)合方可參與后續(xù)深化設(shè)計(jì)工作。
This competition is open to the world, and the selected unit must have a comprehensive Class-A qualification for engineering design or Class-A qualification for municipal industry design or Class-A qualification for municipal (bridge engineering and road engineering) design, and register in the national investment project online approval and supervision platform. Foreign design units that do not have the corresponding domestic qualifications and those that do not meet the registration requirements need to cooperate with domestic units that meet the requirements to participate in the subsequent design development.

The selected unit will receive the follow-up design development task, and the development integration cost will be RMB twelve million (￥12,000,000.00), and there will be no additional competition prize. The development integration fee shall be paid separately in accordance with the signed design contract.

1.本次國際競賽中經(jīng)評(píng)審委員會(huì)評(píng)定的前六名的參賽單位，將獲得競賽組織主辦單位支付的競賽獎(jiǎng)金，非前六名參賽單位不另設(shè)方案補(bǔ)償金，本次競賽所涉及獎(jiǎng)金均為稅前金額。
Only the top-six ranking participants determined by the evaluation committee will be awarded by the competition organizer. The other participants will not be awarded with compensation. The prizes involved in this competition are all pre-tax amounts.
