  、項目背景
  I.Project Background
  衢山島地處浙江省舟山群島中北部，位于我國南北海運大通道和長江黃金水道的“T”型交匯處，處于“一帶一路”、長江經(jīng)濟帶等戰(zhàn)略的前沿，是浙江省發(fā)展海洋經(jīng)濟、接軌上海的戰(zhàn)略橋頭堡和面向太平洋的海上門戶，也是舟山自貿(mào)區(qū)離島片區(qū)的核心區(qū)（見圖1）。Qushan Island is located in the north-central part of Zhoushan Archipelago,Zhejiang Province.It is located at the"T"-shaped intersection of the country's North-South shipping channel and the Yangtze River Golden Waterway.It is at the forefront of the"Belt and Road"initiative and Yangtze River Economic Belt strategy.It is a strategic bridgehead for Zhejiang Province to develop its marine economy and connect with Shanghai,the sea gateway facing the Pacific Ocean,and also the core area of the outlying island area of Zhoushan Free Trade Zone(see Figure 1).

  衢山島是浙江省岱山風(fēng)景名勝區(qū)的核心組成部分，人文自然資源豐富，海島風(fēng)情濃郁。近年來，衢山島大力發(fā)展港口經(jīng)濟、旅游經(jīng)濟、漁港經(jīng)濟，著力打造“東海瀛洲、自貿(mào)港城”。隨著舟岱跨海大橋建設(shè)，衢山島對外的交通便利性將極大改善，衢山島將迎來新的發(fā)展機遇。Qushan Island is a core part of Daishan Scenic Area in Zhejiang Province,rich in humanities and natural resources,and strong island style.In recent years,Qushan Island has vigorously developed port economy,tourism economy,and fishing port economy,and strived to build"Yingzhou on the East China Sea,Free Trade Port City".With the construction of the Zhoushan-Daishan Cross-sea Bridge,the external traffic convenience of Qushan Island will be greatly improved,and Qushan Island will usher in new development opportunities.
  衢山島雙龍灣地區(qū)擁有代表性的海島景觀、山林風(fēng)光、田園風(fēng)情和漁村風(fēng)貌，是衢山島十景之一。因其范圍內(nèi)涼峙、沙龍兩個主沙灘形態(tài)遠眺猶如蛟龍出海，故稱“雙龍戲珠”。近年來，雙龍灣地區(qū)漁家樂、民宿發(fā)展勢頭迅猛，但目前該地區(qū)存在著發(fā)展定位不準(zhǔn)確、海島特色不突出、景觀風(fēng)貌品質(zhì)低等問題，不能適應(yīng)新形勢和高品質(zhì)發(fā)展新需求。The Shuanglongwan Bay area of Qushan Island is one of the ten scenic spots of Qushan Island,which has representative island landscape,mountain forest scenery,pastoral style and fishing village style.Because the two main beaches in this area,Liangzhi beach and Shalong beach,look like dragons going out to the sea,it is called"Double Dragons Playing Pearl".In recent years,the fishing houses and homestays in Shuanglongwan Bay Area have developed rapidly.However,the area currently has problems such as inaccurate development positioning,inconsistent island features,and low landscape quality,which cannot adapt to the new situation and new needs for high-quality development.
  為創(chuàng)新發(fā)展思路，科學(xué)確定雙龍灣地區(qū)發(fā)展定位，充分發(fā)揮自身優(yōu)勢稟賦，促進文旅產(chǎn)業(yè)轉(zhuǎn)型升級和海洋經(jīng)濟蓬勃發(fā)展，同時提升雙龍灣地區(qū)景觀品質(zhì)，促進鄉(xiāng)村振興，擬組織本次國際方案征集活動。通過征集活動，獲得高質(zhì)量設(shè)計方案，助力浙江省海島大花園建設(shè)，適應(yīng)衢山島新形勢變化和高品質(zhì)發(fā)展新需求。In order to innovate development ideas,scientifically determine the development positioning of Shuanglongwan Bay Area,give full play to its own advantages,promote the transformation and upgrading of the cultural tourism industry and the vigorous development of the marine economy,while improving the landscape quality of the Shuanglongwan Bay Area and promoting rural revitalization,it is planned to organize this international solicitation activity.Through this solicitation activity,high-quality design schemes are expected to help the construction of Great Island Garden of Zhejiang Province,and adapt to the new situation and changes of Qushan Island and the new needs of high-quality development.

  II.Solicitation Objectives
  本次方案征集是為衢山島雙龍灣地區(qū)引入具有卓越水平和豐富經(jīng)驗的規(guī)劃設(shè)計機構(gòu)，以前瞻性、創(chuàng)新性的設(shè)計理念、國際化視野謀劃衢山島雙龍灣地區(qū)未來發(fā)展，在科學(xué)保護該地區(qū)豐富的山、海、田、林、漁村等自然與人文資源基礎(chǔ)上，尋求新動能，探索衢山島雙龍灣地區(qū)轉(zhuǎn)型提質(zhì)發(fā)展路徑，塑造具有典型地域特色和核心競爭力，滿足未來高品質(zhì)發(fā)展需求的國內(nèi)知名海島旅游度假目的地。This solicitation activity sincerely invites planning and design institutions with excellent levels and rich experience to participate,to plan for the future development of the Shuanglongwan Bay Area of Qushan Island with forward-looking,innovative design concepts and international visions.On the basis of scientifically protecting the abundant natural and human resources such as mountains,seas,fields,forests,and fishing villages in the area,to seek new ideas and energy,explore the path of transformation and upgrading development,and shape a well-known domestic island tourism destination with typical regional characteristics and core competitiveness to meet future high-quality development needs.

  、規(guī)劃范圍
  III.Planning Scope
  本次國際方案征集分為衢山本島規(guī)劃研究和雙龍灣地區(qū)概念規(guī)劃兩個層次（見圖2）。This international solicitation is divided into two levels:the planning research for Qushan Main Island,and the conceptual planning for Shuanglongwan Bay Area(see Figure 2).

  (1)衢山本島規(guī)劃研究
  (1)Planning Research for Qushan Main Island
  為更好的對雙龍灣地區(qū)規(guī)劃進行全局思考和更大范圍的統(tǒng)籌考慮，應(yīng)重點對衢山本島文旅產(chǎn)業(yè)及相關(guān)內(nèi)容進行研究，研究范圍為本島范圍61.8平方公里。In order to better think about the overall planning of Shuanglongwan Bay Area in a larger scale,the research should focus on the tourism industry and related content of Qushan Island.The research scope is 61.8 square kilometres across the island.
  (2)雙龍灣地區(qū)概念規(guī)劃(2)Conceptual Planning for Shuanglongwan Bay Area
  在對衢山本島全域研究的基礎(chǔ)上，將雙龍灣地區(qū)作為本次方案征集的重點規(guī)劃地區(qū)。雙龍灣地區(qū)主要包括涼峙村、東岙村、漲網(wǎng)套村、石子門村等村莊及相關(guān)的山、海、林、田，規(guī)劃面積約3.5平方公里，其中村莊建設(shè)用地面積約0.55平方公里。Based on the research for the whole area of Qushan Island,the Shuanglongwan Bay Area will be the key planning area in this solicitation.The Shuanglongwan Bay Area mainly includes Liangzhi Village,Dong'ao Village,Zhangwangtao Village,Shizimen Village and related mountains,seas,forests and fields.The planning area is about 3.5 square kilometres,of which the village construction area is about 0.55 square kilometres.

  IV.Application Requirements
  （1）本次活動采用公開征集的方式，境內(nèi)外合法注冊且有與本項目類似的相關(guān)設(shè)計經(jīng)驗，即具有海島、濱海地區(qū)、漁村等旅游、規(guī)劃設(shè)計等類型項目經(jīng)驗的應(yīng)征機構(gòu)均可參加。其中：境內(nèi)應(yīng)征機構(gòu)須具備城鄉(xiāng)規(guī)劃編制甲級資質(zhì)、旅游規(guī)劃設(shè)計甲級資質(zhì)、建筑行業(yè)（建筑工程）甲級資質(zhì)其中之一；境外應(yīng)征機構(gòu)須具有所在國、地區(qū)政府主管部門或其有關(guān)行業(yè)組織核發(fā)的從事城鄉(xiāng)規(guī)劃、旅游規(guī)劃、建筑設(shè)計其中之一的相應(yīng)資格或執(zhí)業(yè)許可。本項目接受聯(lián)合體報名，聯(lián)合體各方不得再單獨以自己名義，或與另外應(yīng)征機構(gòu)組成聯(lián)合體報名。境外應(yīng)征機構(gòu)聯(lián)合境內(nèi)應(yīng)征機構(gòu)的，境內(nèi)應(yīng)征機構(gòu)資質(zhì)要求同上。港澳臺應(yīng)征機構(gòu)的資格要求參照境外應(yīng)征機構(gòu)資格要求的規(guī)定。不接受個人及個人組合的報名。
  (1)This activity opens application to domestic and foreign institutions that are legally registered and have design experience similar to this project.The domestic applicant institutions must have one of Grade-A qualification of urban and rural planning formulation,Grade A qualification of tourism planning and design,or Grade-A qualification of architecture and construction engineering;foreign applicant institutions must have one of the relevant qualifications of urban and rural planning,tourism planning or architecture design issued by the competent authority or relevant industry organizations of their home country or region.This project accepts application by consortium,but the members of the consortium are not allowed to apply separately on their own or form another consortium.If a foreign applicant institution consorts with a domestic applicant institution,qualification requirements for the domestic institution are the same as above.The qualification requirements of Hong Kong,Macao and Taiwan institutions shall refer to the requirements of foreign applicant institutions.Applications by individuals or groups of individuals will not be accepted.
  （2）參與本項目的專業(yè)技術(shù)人員須為該應(yīng)征機構(gòu)的在冊人員，主創(chuàng)設(shè)計師須有主持過多個同類型項目經(jīng)驗，且須全過程參與。項目團隊須各專業(yè)工種配備齊全。為了保證項目參加人員對中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，境外應(yīng)征機構(gòu)的專業(yè)技術(shù)人員團隊中應(yīng)至少有一名通曉漢語人士。(2)The professionals involved in this project must be the current registered staff of the applicant institution;the chief designer must have experience in directing several similar projects and must participate in the whole process of the competition activity.The project team shall be fully equipped with all professional types of work.The professional team of the foreign applicant institution should include at least one member who is proficient in Chinese to ensure the accurate understanding of the regional background and relevant requirements.
  （3）應(yīng)征機構(gòu)根據(jù)資格預(yù)審文件要求提供完整資格預(yù)審申請材料。(3)The applicant institution shall provide complete prequalification application materials in accordance with the requirements of the Prequalification Document.
  （4）除上述條款外，當(dāng)征集活動主辦方提出合理要求時，應(yīng)征機構(gòu)應(yīng)繼續(xù)補充提供符合相應(yīng)要求的資格證明文件。(4)In addition to the above terms,when the competition organizer raises reasonable requests,the applicant institution shall continue to provide supplementary certification documents that meet the corresponding requirements.

  、活動規(guī)則
  V.Solicitation Rules
  本次征集活動分為方案編制和后期深化兩階段。This solicitation activity is divided into two stages,namely"scheme formulation"and"follow-up scheme optimization".
  方案編制階段：通過資格預(yù)審，擇優(yōu)選取3家應(yīng)征機構(gòu)進行方案編制并提交應(yīng)征文件，由業(yè)內(nèi)專家組成評審委員會，評審選出一個優(yōu)勝方案。Scheme formulation stage:Three applicant institutions will be selected to participate in the scheme formulation stage through pre-qualification review.After submitting valid application documents,the jury committee will review and select one winning scheme.
  后期深化階段：獲得優(yōu)勝方案的應(yīng)征機構(gòu)須按照評審委員會及主辦方意見，吸取其它方案優(yōu)點，整合完善和深化方案，形成符合實際、理念先進、內(nèi)容完整的成果。Follow-up scheme optimization stage:the winning applicant institution shall optimize and develop the scheme according to the opinions of the jury committee and the organizer,absorb the advantages of other schemes,and form a deliverable that is consistent with reality,advanced in concept,and complete in content.

  、費用設(shè)置
  VI.Fees and Awards
  應(yīng)征機構(gòu)按照征集文件要求遞交有效應(yīng)征文件后，經(jīng)評審委員會評審確定方案排名，第一名為優(yōu)勝方案。主辦方將在方案編制階段支付獲優(yōu)勝方案應(yīng)征機構(gòu)獎金120萬元人民幣（含稅）；支付獲第2名應(yīng)征機構(gòu)補償金100萬元人民幣（含稅）；支付獲第3名應(yīng)征機構(gòu)補償金80萬元人民幣（含稅）。After the applicant institutions submit valid application documents in accordance with the requirements of the Solicitation Document,the jury committee will review and determine the ranking of schemes,and the first scheme will be the winning scheme.For the scheme formulation stage,the organizer will pay the winning applicant institution a bonus of RMB 1.2 million(including tax);pay the second applicant institution a compensation fee of RMB 1.0 million(including tax);pay the third applicant institution a compensation fee of RMB 0.8 million(including tax).
  獲得優(yōu)勝方案的應(yīng)征機構(gòu)將優(yōu)先獲得后期深化階段方案整合的資格，經(jīng)與主辦方協(xié)商后另簽署設(shè)計合同，合同金額為70萬元人民幣（含稅）。The winning applicant institution will be given priority to get the qualification of integrating schemes in the follow-up scheme optimization stage.Another design contract will be signed after negotiations with the organizer;the contract amount is RMB 0.7 million(including tax).

  、時間計劃
  VII.Schedule
  計劃于2021年1月下旬確定入圍應(yīng)征機構(gòu)及召開項目啟動會、組織現(xiàn)場踏勘。屆時須應(yīng)征機構(gòu)主創(chuàng)設(shè)計師及其團隊參會。方案編制階段規(guī)劃設(shè)計周期約為105個日歷天（含春節(jié)假期）。It is planned to determine the shortlist of applicant institutions,hold the project release conference,and organize the site survey in late January 2021.The chief designer and other team members of the applicant institutions are required to attend the conference.The design period of the scheme formulation stage is about 105 calendar days(Spring Festival holidays included).

  本次國際征集活動計劃將于近期發(fā)布正式公告，敬請留意后續(xù)的信息發(fā)布，相關(guān)內(nèi)容以正式公告為準(zhǔn)。正式公告將在中國城市規(guī)劃網(wǎng)（www.planning.org.cn）、岱山縣人民政府網(wǎng)（www.daishan.gov.cn）、岱山縣招標(biāo)投標(biāo)網(wǎng)（ds.zsztb.gov.cn/dsztb）同時發(fā)布。本預(yù)公告中如有中、英文不一致之處，以中文為準(zhǔn)。The official announcement of this solicitation activity will be released soon,and the relevant contents shall be subject to the official announcement.The official announcement will be issued simultaneously on the Website of Urban Planning Society of China(www.planning.org.cn)and the Website of Daishan County Government(www.daishan.gov.cn),and the Website of Daishan Tendering and Bidding(ds.zsztb.gov.cn/dsztb).If there is any inconsistency between Chinese and English in this pre-announcement,the content in Chinese shall prevail.
