一、項(xiàng)目背景
I. Project Background
濱北超級(jí)總部基地位于廈門本島西部城市核心區(qū)域、筼筜湖北岸，該項(xiàng)目是落實(shí)“高素質(zhì)、高顏值”的要求，推動(dòng)市委、市政府實(shí)施“島內(nèi)大提升”戰(zhàn)略的重大舉措。片區(qū)擬引入一流投資，引進(jìn)世界500強(qiáng)、一帶一路等企業(yè)區(qū)域總部和知名高科技企業(yè)，打造超級(jí)總部集中區(qū)，增強(qiáng)對(duì)區(qū)域經(jīng)濟(jì)的輻射帶動(dòng)力，進(jìn)一步提升城市知名度和影響力。
Binbei Super Headquarter Base is located in the core area of the west of Xiamen Island and the North Bank of Yundang Lake. This project is an important measure to implement the requirements of “high quality and high value” and to promote the implementation of the strategy of “great promotion within the island” by municipal party committee and the municipal government. The district plans to introduce first-class investment, introduce regional headquarters and well-known high-tech enterprises, such as the world’s top 500 companies, the Belt and Road, etc., to build a super-headquarters concentration area, to enhance the radiation power to the regional economy, and to further enhance the city’s popularity and influence.
為按照國際一流的標(biāo)準(zhǔn)，高起點(diǎn)規(guī)劃、高標(biāo)準(zhǔn)建設(shè)，塑造高質(zhì)量發(fā)展、高品質(zhì)生活、綠色生態(tài)、充滿活力的城市空間環(huán)境，形成立體高效、集約開發(fā)的典范，同時(shí)建立面向規(guī)劃管控的城市設(shè)計(jì)體系，為后續(xù)控規(guī)優(yōu)化、建筑景觀設(shè)計(jì)及實(shí)施建設(shè)提供依據(jù)，特開展此次國際征集工作。

二、設(shè)計(jì)范圍
II. Design Scope
（一）城市設(shè)計(jì)范圍
（I） Urban design scope
（1）總體城市設(shè)計(jì)范圍：東至蓮岳路，南至筼筜湖，西至狐尾山，北至仙岳山，總用地面積約3平方公里，完成概念性總體城市設(shè)計(jì)。
（1） Overall urban design range: east to Lianyue Road, south to Yundang Lake, west to Huwei Mountain, north to Xianyue Mountain, total land area of about 3 square kilometers, and the conceptual overall urban design is completed.
（2）重點(diǎn)片區(qū)城市設(shè)計(jì)范圍：東至湖濱東路，南至筼筜湖，西至湖濱中路，北至仙岳路，總面積約90公頃。
（2） Urban design scope of the key areas: east to Hubin East Road, south to Yundang Lake, west to Hubin Middle Road, north to Xianyue Road, with a total area of about 90 hectares.
（二） 建筑概念方案設(shè)計(jì)范圍
（II） Design scope of architectural concept plan
包括原外貿(mào)倉庫片區(qū)、法院北側(cè)、人才市場(chǎng)及原廈新片區(qū)等地塊，總面積約30公頃。
Including the original foreign trade warehouse area, the court on the north side, the talent market and the original Xiamen new piece area and other plots, with a total area of about 30 hectares.

三、征集方式
III. Ways of Solicitation
本次國際征集包括“公開征集及機(jī)構(gòu)遴選”、“方案編制及評(píng)審”二個(gè)階段。計(jì)劃在全球范圍內(nèi)公開征集，設(shè)計(jì)機(jī)構(gòu)根據(jù)本次國際征集規(guī)則及設(shè)計(jì)任務(wù)書，提交相應(yīng)的報(bào)名文件和概念提案。由主辦單位召開專家評(píng)審會(huì)，擇優(yōu)選取6家入圍機(jī)構(gòu)參與下一階段方案編制及評(píng)審。
The international solicitation includes two stages: “open solicitation and institutional selection” and “program preparation and evaluation”。The design institute will submit the corresponding registration documents and concept proposal according to the international collection rules and design specification. The sponsor will hold an expert review meeting and select 6 finalists to participate in the next stage of planning and evaluation.
四、報(bào)名要求
IV. Registration Requirements
本次國際征集活動(dòng)不設(shè)資質(zhì)要求，境內(nèi)外設(shè)計(jì)機(jī)構(gòu)均可報(bào)名參加，允許聯(lián)合體報(bào)名，不限制聯(lián)合體成員數(shù)量。不接受個(gè)人及個(gè)人組合的報(bào)名。聯(lián)合體各方不得再單獨(dú)以自己名義，或者與另外的設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次國際征集。
The international solicitation activities do not have qualification requirements, domestic and foreign design agencies can sign up to participate, allow the consortium to register, do not limit the number of members of the consortium. Entries of individual and individual groups are not accepted. The parties to a consortium may no longer participate in the international solicitation by themselves or in a consortium with other design agencies.
境內(nèi)外設(shè)計(jì)機(jī)構(gòu)必須具有經(jīng)合法注冊(cè)并在有效期內(nèi)的營業(yè)執(zhí)照，且必須具有獨(dú)立企業(yè)法人資格。法定代表人為同一個(gè)人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)報(bào)名參賽。
The domestic and foreign design institutions must have the business license registered legally and within the validity period, and must have the legal person status of an independent enterprise. The legal representative shall be two or more legal persons of the same person, the parent company, the wholly-owned subsidiary and its holding company, and shall not enter for the competition at the same time.
考慮到新冠疫情對(duì)國際航班等的影響，境外設(shè)計(jì)機(jī)構(gòu)（在中國境內(nèi)無分支機(jī)構(gòu)）必須與境內(nèi)設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體參加本次國際征集。
In view of the impact of the new crown epidemic on international flights, overseas design institutions （no branch in China） must form a consortium with domestic design agencies to participate in the international solicitation.
參與本次國際征集競(jìng)賽的設(shè)計(jì)人員應(yīng)為該設(shè)計(jì)機(jī)構(gòu)的在冊(cè)人員，主創(chuàng)設(shè)計(jì)師須由主持過多個(gè)同類型項(xiàng)目、獲得國際國內(nèi)建筑成就獎(jiǎng)的知名建筑師擔(dān)任，需有10年以上相關(guān)工作經(jīng)驗(yàn)，須直接參與咨詢?cè)O(shè)計(jì)全過程，包括現(xiàn)場(chǎng)踏勘、成果匯報(bào)、評(píng)審答疑等重要節(jié)點(diǎn)工作（含視頻會(huì)議）。如在本次國際征集過程中發(fā)現(xiàn)主創(chuàng)設(shè)計(jì)師與報(bào)名材料所提交的團(tuán)隊(duì)人員不符，主辦單位有權(quán)取消其參加資格。為了保證項(xiàng)目規(guī)劃設(shè)計(jì)人員對(duì)中國地區(qū)背景和相關(guān)要求的準(zhǔn)確理解，項(xiàng)目規(guī)劃設(shè)計(jì)人員中應(yīng)至少有一名通曉漢語的人士。
The designers participating in the international solicitation competition shall be the participants of the design organization. The lead designer shall be a well-known architect who has presided over many projects of the same type and won the International and Domestic Architectural Achievement Award. He shall have more than 10 years of relevant working experience and shall be directly involved in the whole process of the design consultation, including on-site reconnaissance, report of achievements, evaluation and question answering, and other important work （including video conferencing）。If it is found in the international solicitation process that the principal designer is not in conformity with the team members submitted by the registered materials, the organizer has the right to cancel his qualification. In order to ensure the accurate understanding of the local background and related requirements of the project planners and planners, there should be at least one Chinese-speaking person.
具有以下同類項(xiàng)目經(jīng)驗(yàn)的設(shè)計(jì)機(jī)構(gòu)優(yōu)先考慮：
Design organizations with the following similar project experience are preferred:
（1）具有國際高端中央商務(wù)區(qū)（深圳、香港、新加坡、日本等）、交通樞紐片區(qū)、重點(diǎn)地段、濱水地區(qū)的城市設(shè)計(jì)綜合研究能力與實(shí)踐經(jīng)驗(yàn)；
（1） He/She has comprehensive research ability and practical experience in urban design of international high-end central business district （Shenzhen, Hong Kong, Singapore, Japan, etc.）， transportation hub area, key area and waterfront area;
（2）具有豐富的城市規(guī)劃、城市設(shè)計(jì)、建筑風(fēng)貌、公共空間等設(shè)計(jì)經(jīng)驗(yàn)。
（2） He/She has rich experience in urban planning, urban design, architectural style, public space, etc.
五、日程安排
V. Schedule
本次國際征集包括“公開征集及機(jī)構(gòu)遴選”、“方案編制及評(píng)審”二個(gè)階段，具體安排詳見下表：

注：以上時(shí)間以北京時(shí)間為準(zhǔn)，主辦方保留對(duì)具體時(shí)間節(jié)點(diǎn)作適時(shí)調(diào)整的權(quán)利。

六、征集獎(jiǎng)金
VI. Collect bonus
設(shè)計(jì)機(jī)構(gòu)在規(guī)定時(shí)間內(nèi)提交有效應(yīng)征文件，且滿足本征集文件要求，由評(píng)審委員會(huì)按程序?qū)?家機(jī)構(gòu)提交的方案設(shè)計(jì)成果進(jìn)行評(píng)審，并確定排名，設(shè)計(jì)機(jī)構(gòu)將獲得如下征集獎(jiǎng)金（含稅）：
The design institution shall submit valid requisition documents within the prescribed time period and meet the requirements of this solicitation document, and the review committee shall review the design results submitted by 6 institutions according to the procedure, and determine the ranking, and the design institution shall receive the following solicitation bonus （including tax）：
一等獎(jiǎng)（1名）：總計(jì)人民幣伍佰伍拾萬元整（小寫￥5,500,000.00元），其中包括獎(jiǎng)金叁佰萬元整（小寫￥3,000,000.00元）及方案深化整合費(fèi)用人民幣貳佰伍拾萬元整（小寫￥2,500,000.00元）；
二等獎(jiǎng)（1名）：人民幣貳佰陸拾萬元整（小寫￥2,600,000.00元）；
三等獎(jiǎng)（1名）：人民幣貳佰肆拾萬元整（小寫￥2,400,000.00元）；
其他入圍單位（3名）：各人民幣貳佰萬元整（小寫￥2,000,000.00元）。
First prize （1 person）：a total of RMB five million five hundred thousand only （lowercase RMB 5,500,000.00）， including RMB three million only in bonus （lowercase RMB 3,000,000.00 ） and RMB two million only in plan for further integration （lowercase RMB 2,500,000.00）；
Second prize （1 person）：RMB two million six hundred thousand only （lowercase RMB 2,600,000.00）；
The third prize （1 person）：RMB two million four hundred thousand only （lowercase RMB 2,400,000.00）；
Other shortlisted units （3 persons）：RMB two million each only （lowercase RMB 2,000,000.00）。
獎(jiǎng)金在本次國際征集結(jié)果公示結(jié)束（且沒有異議）后開始辦理支付手續(xù)。獎(jiǎng)金費(fèi)用均以人民幣支付，設(shè)計(jì)機(jī)構(gòu)所獲獎(jiǎng)金產(chǎn)生的任何稅金由設(shè)計(jì)機(jī)構(gòu)自理。
The bonus will be paid after the announcement of the results of this international solicitation （without any objection）。The bonus fee shall be paid in RMB, and any taxes incurred by the design institution shall be borne by the design institution itself.
設(shè)計(jì)機(jī)構(gòu)應(yīng)按照要求提供國內(nèi)合法增值稅發(fā)票等付款資料，并按照要求配合完成費(fèi)用結(jié)算各項(xiàng)手續(xù)。
The design organization shall provide payment information such as domestic legal VAT invoice and cooperate to complete the expenses settlement procedures as required.
境外設(shè)計(jì)機(jī)構(gòu)若無法使用本機(jī)構(gòu)帳戶收取人民幣的，可授權(quán)境內(nèi)合法獨(dú)立法人代收款項(xiàng)及開具發(fā)票。
If an overseas design institution is unable to use its account to collect RMB, it may authorize the domestic legal independent legal person to collect and issue invoices.
原則上由獲得一等獎(jiǎng)的設(shè)計(jì)機(jī)構(gòu)完成方案深化整合工作；如一等獎(jiǎng)機(jī)構(gòu)放棄深化整合工作，由二等獎(jiǎng)、三等獎(jiǎng)的設(shè)計(jì)機(jī)構(gòu)按照先后次序取得方案深化整合資格，并另行簽訂深化整合工作服務(wù)合同，費(fèi)用總額人民幣貳佰伍拾萬元整（小寫￥2,500,000.00元）（含稅）。

七、報(bào)名方式

凡有意參加本次方案征集活動(dòng)的應(yīng)征機(jī)構(gòu)，需先進(jìn)行報(bào)名登記，應(yīng)征機(jī)構(gòu)下載報(bào)名表（附件1）并完整填寫報(bào)名信息后，發(fā)送郵件至指定郵箱xmbbzhb@163.com，承辦方收到報(bào)名表后，以郵件方式回復(fù)征集文件和報(bào)名文件制作指引手冊(cè)等相關(guān)文件。若應(yīng)征機(jī)構(gòu)有疑問，請(qǐng)將疑問以郵件方式發(fā)至承辦方郵箱xmbbzhb@163.com，承辦方將于1月5日及1月20日分兩批統(tǒng)一以郵件形式回復(fù)疑問清單。報(bào)名表需在北京時(shí)間2021年2月1日17:00前提交，逾期送交或不符合規(guī)定的報(bào)名信息恕不接受。
For those who are interested in participating in the solicitation activities, they should register first, download the application form （Appendix 1） and complete the registration information. The application form should send an email to the designated email address xmbbzhb@163.com.After receiving the application form, the sponsor respond to the solicitation documents and the guidance manual for the preparation of the application documents by mail. Since there is any questions from the solicitation company，please send the Email to the sponsor mailbox: xmbbzhb@163.com. The sponsor will reply twice on January 5th and January 20th in Email to answer all the questions.The application form should be submitted before 17:00 on February 1, 2021. Any overdue or non-conforming registration information will not be accepted.
報(bào)名材料需要嚴(yán)格按照相關(guān)要求制作，遞交報(bào)名材料包括現(xiàn)場(chǎng)遞交和快遞郵寄兩種方式。在疫情特殊情況下，以快遞郵寄方式遞交時(shí)，請(qǐng)預(yù)留足夠的快遞運(yùn)輸時(shí)間。

遞交報(bào)名材料的時(shí)間及地點(diǎn)：報(bào)名應(yīng)征機(jī)構(gòu)需于2021年2月9日16時(shí)前將報(bào)名材料（包含報(bào)名文件和概念提案）的紙質(zhì)文件及U盤形式提交送達(dá)到下述指定地點(diǎn)。報(bào)名材料書面文件遞交地址：廈門市思明區(qū)湖濱北路101號(hào)，廈門市濱北超級(jí)總部基地建設(shè)指揮部，顏工（收），0592-5110759。接收?qǐng)?bào)名材料時(shí)間為工作日09:00-16:00，逾期送交或不符合規(guī)定的報(bào)名材料恕不接受。

This announcement is published on the China Tendering and Bidding Public Service Platform （www.cebpubservice.com）， China Urban Planning Network （www.planning.org.cn）， and the official website of Xiamen Municipal Natural Resources and Planning Bureau （http://zygh.xm.gov.cn/） at the same time. The amendment and supplement of this announcement shall be subject to the content published in the media on the above-mentioned website.
