一、項(xiàng)目背景 Background

This consultation requires to reflect the linkage development relationship between the 105 square kilometer Smart Innovation Eco-city and Guangyang Island region, practice the concept that Lucid waters and lush mountains are invaluable assets, promote collaborative innovation of smart and ecology, strengthen the implementation of industrial planning, and carry out urban design around the theme of  “drawing green pictures with focus on ecology, presenting intelligent and innovative future scenarios, and showing a land of nature, an appeal of charm”. We should plan the development strategy of the future city with ecology as its soul and also with humanistic temperament, scientific atmosphere, and smart driving force. We should plan the implementation path of the development visions including "smart applications, innovation and ecology", and promote ecological industrialization and green applications in industries, in order to empower ecology protection and economy for the sustainable prosperity. We should plan the integration of "ecology, production and living" space for a modern urban areas that are suitable to life, work and tour in order to build an Eco-city of the new era with rapid economic development, lush mountains and lucid rivers, sound social civility and progressive atmosphere. We should plan the key projects sequence to ensure the construction of Guangyang Island at fast speed. We should focus on the following aspects:

三、 城市設(shè)計(jì)范圍 Scope of Urban Design

本次城市設(shè)計(jì)范圍總計(jì)約105平方公里，包括兩個(gè)層次：

1. 總體城市設(shè)計(jì)，聚焦廣陽島智創(chuàng)生態(tài)城105平方公里，對(duì)廣陽島智創(chuàng)生態(tài)城進(jìn)行定位解讀、功能策劃、城市設(shè)計(jì)、場景設(shè)計(jì)，描繪生態(tài)、智慧、創(chuàng)新的未來城市愿景。

The total area of this urban design is about 105 square kilometers including the following:

1. The Overall urban design focuses on 105 square kilometers of Guangyang Island Smart Innovation Eco-city. It covers positioning interpretation, function planning, urban design, and scene design, which depicts a future city vision of green, smart applications and innovation.

2. 詳細(xì)城市設(shè)計(jì)，聚焦廣陽灣灣區(qū)、迎龍片區(qū)等片區(qū)，由設(shè)計(jì)團(tuán)隊(duì)根據(jù)自身整體方案，選取不少于3個(gè)重點(diǎn)地段開展詳細(xì)城市設(shè)計(jì)，包括對(duì)規(guī)劃范圍內(nèi)的場地、交通、綠地景觀、地上地下空間利用等內(nèi)容進(jìn)行詳細(xì)的空間組織與設(shè)計(jì)，范圍不小于100公頃；同時(shí)，選取具有代表性重點(diǎn)項(xiàng)目開展建筑概念設(shè)計(jì)，包括對(duì)建筑的理念、造型以及其與城市設(shè)計(jì)的關(guān)系等。

2. The detailed urban design focuses on the Guangyang Bay Area and Yinglong Area. The design team will select no less than 3 key areas to carry out detailed urban design based on its overall plan. The design includes detailed spatial organization and design targeting at venues, transportation, landscape, space utilization of the planned area. It should cover not less than 100 hectares. At the same time, design team should select representative key projects to carry out architectural conceptual design, including the architecture concept, modeling and relationship with urban design.

四、設(shè)計(jì)內(nèi)容 Design Content

本次城市設(shè)計(jì)分為國際征詢和深化整合兩個(gè)階段：

This urban design is divided into international consultation and deep integration:

（一）國際征詢階段International Consultation

該階段以實(shí)現(xiàn)廣陽島智創(chuàng)生態(tài)城“鑄魂、賦能、塑形、加速”城市設(shè)計(jì)目標(biāo)為導(dǎo)向，重點(diǎn)開展“謀劃—策劃—規(guī)劃—計(jì)劃”全過程、全周期城市設(shè)計(jì)工作，參照高標(biāo)準(zhǔn)要求、凝練高質(zhì)量想法、形成高水平方案、推進(jìn)高效率落地，重點(diǎn)內(nèi)容分為以下四個(gè)方面：

It is guided by goals of the urban design including casting the soul of the city, empowering, shaping and accelerating the Eco-city. We focus on urban design of every stage in a full cycle from brainstorming to planning. We will learn from high standard requirements to form high-quality ideas for high-level plans and for promotion of implementation in a high efficient way. The content concerns the following :

1. 聚焦生態(tài)主題，展現(xiàn)東部生態(tài)綠色畫卷

設(shè)計(jì)團(tuán)隊(duì)要充分挖掘廣陽島獨(dú)特的山水風(fēng)景、生態(tài)條件和人文歷史底蘊(yùn)，探索實(shí)踐人與自然和諧共生的綠色之路，塑造以生態(tài)為基底的場景畫面，做到人、自然、城市融為一體的總體格局，實(shí)現(xiàn)規(guī)劃理念、發(fā)展方式、營城路徑全方面深層次變革。

1. Focusing on ecology and showing the green picture of the eastern area.

The design team must fully explore the unique landscape of Guangyang Island, and its elements in ecological resources and humanity history. The design team should explore the green road featuring harmony between man and nature and also shape scenarios based on ecology for the integrated overall pattern including man, nature and city. In this way, we can have in-depth and comprehensive changes of planning concepts, development methods, and city building.

方案要從尊重自然、順應(yīng)自然、保護(hù)自然、道法自然的角度出發(fā)，構(gòu)建以人與自然、人與人、人與社會(huì)和諧共生、全面發(fā)展為基本宗旨的空間形態(tài)，實(shí)現(xiàn)人與自然的和諧共生、生態(tài)與經(jīng)濟(jì)持續(xù)繁榮的生態(tài)城市格局，為生態(tài)城建設(shè)“鑄魂”。內(nèi)容應(yīng)至少包括智創(chuàng)生態(tài)城城市設(shè)計(jì)的總體思路、目標(biāo)愿景、總體結(jié)構(gòu)、生態(tài)本底分析、景觀系統(tǒng)和節(jié)點(diǎn)規(guī)劃、生態(tài)城市設(shè)計(jì)等方面。

The plan should require us to respect nature, to conform to nature, to protect nature and to follow nature for a spatial form with the basic purpose of harmonious coexistence among man, nature and society and of comprehensive development. In this way, we can make the Eco-city with good environment and prosperous economy in a sustainable way. This is what we mean in casting the soul for our city. The content should at least include the overall ideas, visions, overall structure, ecological background analysis, landscape system and node planning, and green city design of the Eco-city design.

2. 面向未來發(fā)展，展現(xiàn)智創(chuàng)城市生活場景

設(shè)計(jì)團(tuán)隊(duì)要充分理解“回歸500年前的生態(tài)，創(chuàng)造50年后的生活”的未來城市場景，深入解讀“智創(chuàng)生態(tài)城”的深刻內(nèi)涵，探索與嶺谷山地風(fēng)貌相協(xié)調(diào)的未來城市空間，充分考慮市民未來需求，營造親自然、趣味性、體驗(yàn)感十足的城市空間場景，創(chuàng)造宜人舒適的人居環(huán)境。

2. Focusing future-oriented development, showing life scenarios of the smart and innovation city

The design team must fully understand the future urban scenarios of "returning to the environment 500 years ago and creating life 50 years later", interpret the connotation of the "Smart Innovation Eco-city", and explore the future urban space that is in harmony with the landscape including valleys and mountains. The design team should fully consider the future needs of citizens, create pro-nature and interesting urban space full of experience, and create a pleasant living environment.

方案應(yīng)體現(xiàn)智創(chuàng)生態(tài)城的時(shí)代要求，并提出面向未來發(fā)展的“筑城”理念，暢想未來城市形態(tài)。創(chuàng)新運(yùn)用以人為核心的場景化規(guī)劃設(shè)計(jì)方法，重點(diǎn)策劃智慧智能城市場景，將高品質(zhì)生態(tài)場景、多元化消費(fèi)場景、新經(jīng)濟(jì)應(yīng)用場景、類海外生活場景、高水平治理的社會(huì)場景滲透融合生產(chǎn)、生活、生態(tài)空間，建設(shè)智慧智能未來城市。內(nèi)容應(yīng)至少包括城市總體空間形態(tài)、城市未來場景方案、城市風(fēng)貌控制等方面。

The plan should reflect the requirements of the era of the Eco-city, and put forward the concept of "building a city" for future development and for the forms of the future city. The design team should apply human-centered scenario-based planning and design methods in an innovative way. The design team should focus on planning of smart and innovation city scenarios, and integrate high-quality green scenarios, diversified consumption scenarios, new economic application scenarios, overseas life-like scenarios, and social scenarios of high-level governance into production, living and ecological space. So we can build a smart and innovation future city. The content should include at least the overall spatial form of the city, the future scenario plan of the city, and the regulations of the city building styles.

3. 推動(dòng)智慧創(chuàng)新，展現(xiàn)生態(tài)城智慧創(chuàng)新生產(chǎn)場景

設(shè)計(jì)團(tuán)隊(duì)要充分認(rèn)識(shí)“生態(tài)產(chǎn)業(yè)化、產(chǎn)業(yè)生態(tài)化”，圍繞人的需求讓“有風(fēng)景的地方就有新經(jīng)濟(jì)”，增強(qiáng)綠色發(fā)展動(dòng)能，推動(dòng)生態(tài)與產(chǎn)業(yè)的深度融合，融合自然生態(tài)、社會(huì)生態(tài)和經(jīng)濟(jì)生態(tài)，為實(shí)現(xiàn)生態(tài)城的繁榮發(fā)展“賦能”。

3. Promoting smart applications and innovation to show the production scenarios of the Eco-city

The design team must fully understand the "ecological industrialization and green applications in industries” and should focus on human needs to make the concept of "where there is scenery, there is a new economy". The design team should enhance the momentum of green development, promote the deep integration of ecology and industry, and also of nature, society and economy, to empower the Eco-city for its prosperous development.

The design team should also plan the transformation and upgrading of traditional industries, propose the cultivating power of new green ecological economy, and build a green economic system with the coordinated development among real economy, technological innovation, and human resources. In this way, we can plan future-oriented smart and innovation production scenarios. The content should at least include industrial function planning, industrial system construction, industrial function layout, scientific and technological innovation space scenarios, and industrial implementation paths.

4. 構(gòu)筑智慧創(chuàng)新與體驗(yàn)感共存的支撐設(shè)施網(wǎng)絡(luò)體系

設(shè)計(jì)團(tuán)隊(duì)要充分認(rèn)識(shí)創(chuàng)新作為推動(dòng)發(fā)展的第一動(dòng)力，探索在生態(tài)文明時(shí)代，如何結(jié)合智慧創(chuàng)新與智能制造，打造新時(shí)代生態(tài)城的支撐設(shè)施網(wǎng)絡(luò)體系。并通過智慧創(chuàng)新技術(shù)的運(yùn)用，將生態(tài)和風(fēng)景與智慧設(shè)施相結(jié)合，形成場景中蘊(yùn)含生態(tài)城市價(jià)值觀的生活方式。

4. Building a network of supporting facilities where smart innovation and experience coexist

The design team must fully understand the concept that innovation is the first driving force for development, and should explore how to combine smart innovation and intelligentized manufacturing in the era of ecological civilization to create supporting facility network system of Eco-city. And through the application of smart and innovation technology, we combine scenery with smart facilities to form a lifestyle demonstrating ecological city values of the scenarios.

方案要借助實(shí)時(shí)互聯(lián)、人工智能、大數(shù)據(jù)等先進(jìn)技術(shù)，推動(dòng)實(shí)現(xiàn)城市運(yùn)行系統(tǒng)的一體化聯(lián)動(dòng)管理；考慮布局軌道、智軌、有軌電車等高效便捷的公共交通，綠道、藍(lán)道、風(fēng)景道等豐富多樣的慢行交通；建設(shè)綠色循環(huán)的市政設(shè)施，促進(jìn)水循環(huán)體系、清潔能源體系、固廢循環(huán)利用體系，提高基礎(chǔ)設(shè)施運(yùn)行系統(tǒng)效率，為推動(dòng)生態(tài)城智創(chuàng)發(fā)展“賦能”。內(nèi)容應(yīng)至少包括智慧交通規(guī)劃、智慧綠色基礎(chǔ)設(shè)施規(guī)劃、規(guī)劃實(shí)施保障措施等方面。

The plan should use advanced technologies such as real-time interconnection, artificial intelligence, and big data to promote the integration and linkage management of urban operation systems; and should consider the layout of efficient and convenient public transportation such as rails, smart rails, and trams and of slow traffic including green walks, riversides walks and landscape avenue. The design team should build green and circular municipal facilities, promote systems of water recycling, clean energy systems, solid waste recycling, and improve the efficiency of infrastructure operation systems. The content should at least include smart transportation planning, smart green infrastructure planning, planning and implementing measures.

（二）深化整合階段 Deepening the Integration

征詢方案評(píng)審后，綜合主辦單位及專家評(píng)審意見，確定深化方案，汲取其余4家方案優(yōu)點(diǎn)和亮點(diǎn)，形成一版完整的成果整合方案。深化內(nèi)容達(dá)到總體城市、重點(diǎn)區(qū)域城市設(shè)計(jì)細(xì)化、形成控規(guī)優(yōu)化方案和列出實(shí)施項(xiàng)目計(jì)劃深度（深化整合階段工作內(nèi)容與主辦單位商定，綜合方案需經(jīng)市委市政府批準(zhǔn)）。深化內(nèi)容包括但不限于：區(qū)域城鄉(xiāng)融合發(fā)展、控制性詳細(xì)規(guī)劃調(diào)整、生態(tài)修復(fù)與城市修補(bǔ)、城市更新與歷史文化遺產(chǎn)保護(hù)、重點(diǎn)地段修建性詳細(xì)規(guī)劃、重點(diǎn)建筑設(shè)計(jì)方案等。

After consulting the scheme review, the deepening scheme is determined by the evaluation opinions of the organizer and experts. The deepening scheme should absorb the advantages and highlights of the other four schemes, and form a complete version of the results integration scheme. The content should cover the detailed design of the overall city and key regions, and should form Regulatory detailed planning and should figure out the extent of the project plan implementation. (you should negotiate with the organizer about integration and the plan should be approved by the Chongqing municipal Party committee and government). The content includes but is not limited to: regional urban-rural integration development, regulatory detailed planning adjustment, ecological restoration and urban repair, urban renewal and historical and cultural heritage protection, detailed construction planning for key locations, and key architecture design.

六、征詢方式 Consultation Ways

（一）資格預(yù)審

主辦單位召開資格預(yù)審會(huì)，擇優(yōu)選擇5家聯(lián)合體應(yīng)征單位參加本次征詢活動(dòng)，并提交應(yīng)征設(shè)計(jì)方案。

(1) Prequalification

The organizer should hold a prequalification meeting, select the best 5 consortium applicants to participate in this consultation, and they should submit the application design plan.

（二）方案評(píng)審

主辦單位組織不少于7人的專家評(píng)審委員會(huì)，對(duì)應(yīng)征方案進(jìn)行評(píng)審，從應(yīng)征方案中評(píng)選1家一等獎(jiǎng)，1家二等獎(jiǎng)，3家優(yōu)秀獎(jiǎng)，經(jīng)行政評(píng)審后確定實(shí)施方案。

(2) Program review

The organizer should organize an expert review committee with no less than 7 people to review the application plans, and then select 1 first prize award, 1 second prize award, and 3 excellence awards from the application plans. The implementation plan is determined after administrative review.

七、申請(qǐng)人資格要求 Applicant Qualification

本項(xiàng)目要求聯(lián)合報(bào)名，須具備如下條件：

1. 聯(lián)合體成員中申請(qǐng)人為國內(nèi)機(jī)構(gòu)的，須具有城鄉(xiāng)規(guī)劃甲級(jí)或工程設(shè)計(jì)建筑行業(yè)（建筑工程）甲級(jí)資質(zhì)；申請(qǐng)人為境外機(jī)構(gòu)的，須在其所在國家或地區(qū)應(yīng)具有合法營業(yè)范圍，并具有我國境內(nèi)合法經(jīng)營和設(shè)計(jì)許可。聯(lián)合體成員至少一方應(yīng)符合以上相應(yīng)資格條件，同時(shí)鼓勵(lì)聯(lián)合具有研究智慧產(chǎn)業(yè)、生態(tài)產(chǎn)業(yè)和建設(shè)智慧城市實(shí)踐經(jīng)驗(yàn)的單位和機(jī)構(gòu)報(bào)名；

This project requires joint registration and the applicants must meet the following requirements:

1. If the applicant among the consortium members is a domestic institution, it must have Grade A qualification in urban and rural planning or the engineering design and construction industry (construction engineering); if the applicant is an overseas institution, it must have a legal business scope in its country or region. And it also must have the legal operation and design license in China. At least one member of the consortium should meet the above corresponding qualifications, and we encourage units and institutions with practical experience in researching smart industries, ecological industries and smart cities to sign up.

2. 申請(qǐng)人團(tuán)隊(duì)配置需包含城市設(shè)計(jì)、建筑設(shè)計(jì)、市政及交通基礎(chǔ)設(shè)施設(shè)計(jì)、生態(tài)規(guī)劃、景觀設(shè)計(jì)、城市更新、智慧場景策劃、智慧城市建設(shè)、產(chǎn)業(yè)功能策劃等相關(guān)專業(yè)；

2. Applicant team must include majors such as urban design, architectural design, municipal and transportation infrastructure design, ecological planning, landscape design, urban renewal, smart scene planning, smart city construction, and industrial function planning;

3. 聯(lián)合體各成員單位應(yīng)共同簽署一份聯(lián)合體協(xié)議書，并明確各設(shè)計(jì)機(jī)構(gòu)的職責(zé)分工、聯(lián)合體成員單位各自承擔(dān)的工作量及權(quán)益比例，主辦方將與聯(lián)合體簽多方合同；

3. The member units of the consortium should jointly sign a consortium agreement, and specify the division of responsibilities of each member, the workload and the proportion of rights and interests undertaken by the members , and the organizer will sign contracts with the consortium;

4. 組成項(xiàng)目聯(lián)合體的各成員單位不得再以自己的名義單獨(dú)申請(qǐng)資格預(yù)審，也不得同時(shí)加入本項(xiàng)目其它聯(lián)合體申請(qǐng)資格預(yù)審。

4. Each member unit of a consortium may no longer apply for prequalification in its own name, and cannot join other consortiums for prequalification at the same time.

八、應(yīng)征報(bào)名及資料提交 Application and Materials Submission

1. 報(bào)名時(shí)間：2020年12月03日—2020年12月12日15:00之前（中國北京時(shí)間）。

1. Registration time: Before 15:00 (China Beijing time) from December 3 of 2020 to December 12 of 2020

2. 資料提交：申請(qǐng)人須將填寫后的報(bào)名表、應(yīng)征資料蓋章掃描后，按附件提交要求Email至組織單位郵箱（gydstc@chinaasc.org）。組織單位將拒絕接收逾期送達(dá)的資格預(yù)審申請(qǐng)文件。

2. Document submission: Applicants must scan the completed registration form and application documents, and then sent to the organization email address (gydstc@chinaasc.org) according to the attachment submission requirements. The organization unit will refuse to accept pre-qualification application documents that are delivered overdue.

九、 征詢獎(jiǎng)金  Bonus

設(shè)計(jì)機(jī)構(gòu)在規(guī)定時(shí)間內(nèi)提交有效應(yīng)征文件，且滿足技術(shù)任務(wù)書文件要求，由評(píng)審委員會(huì)按程序?qū)?家聯(lián)合體機(jī)構(gòu)提交的方案設(shè)計(jì)成果進(jìn)行評(píng)審，并確定獎(jiǎng)項(xiàng)等級(jí)，設(shè)計(jì)機(jī)構(gòu)將獲得如下獎(jiǎng)金（含稅）：

The design agency shall submit documents within the specified time and shall meet the requirements of the technical assignment document. The review committee will review the results submitted by the 5 consortium agencies in accordance with the procedures and then will determine the ranking. Bonuses are as followed (including tax):

一等獎(jiǎng)（1家）：人民幣叁佰萬元整（小寫￥3,000,000.00元）；

二等獎(jiǎng)（1家）：人民幣貳佰萬元整（小寫￥2,000,000.00元）；

優(yōu)秀獎(jiǎng)（3家）：各人民幣壹佰萬元整（小寫￥1,000,000.00元）。

在主辦方確定深化團(tuán)隊(duì)后，根據(jù)整合階段工作內(nèi)容另行商定深化費(fèi)用。

First Prize Award (1 winner): Three Million RMB (￥3,000,000.00 )

Second Prize Award (1 winner): Two Million RMB (￥2,000,000.00 )

Excellence Award (3 winners): One Million RMB for each (￥1,000,000.00)

After the organizer determines the deepening team, the deepening cost will be separately determined according to the work content in the integration stage.

十、征詢說明Inquiry Instructions

（一）本次國際征詢階段時(shí)長約60天；深化整合階段時(shí)長約60天（深化整合階段時(shí)間可根據(jù)項(xiàng)目進(jìn)度調(diào)整）。

(1) The international consultation phase will last 60 days and deep integration will last 60 days (The time of the deep integration phase can be adjusted according to the project progress).

（%1） 本次活動(dòng)要求報(bào)名時(shí)明確的主創(chuàng)設(shè)計(jì)師須出席啟動(dòng)會(huì)、參加現(xiàn)場踏勘和答疑以及匯報(bào)評(píng)審等會(huì)議；自啟動(dòng)會(huì)后，主創(chuàng)設(shè)計(jì)師和主創(chuàng)團(tuán)隊(duì)須駐場工作至少7天；后續(xù)整合階段主創(chuàng)設(shè)計(jì)師需按業(yè)主要求參加后續(xù)相關(guān)評(píng)審會(huì)議。主辦單位將擇期開展中期檢查。一旦報(bào)名成功，則視為接受本條款說明。疫情期間，境外主創(chuàng)設(shè)計(jì)師可通過視頻方式參加匯報(bào)。

This event requires that the chief creative designer who was specified at the time of registration must attend the launching meeting, on-site surveys, Q&A, and review meeting; since the launching meeting, the chief creative designer and its team must stay at site for at least 7 days; the chief designer should attend the follow-up review meeting as required by the proprietor. The organizer will carry out mid-term communication on an optional basis. Once the registration is successful, it is deemed to have accepted the terms and conditions. During the Covid-19, the overseas chief creative designers can participate in meeting by video.

（三）應(yīng)征聯(lián)合體提交的應(yīng)征方案規(guī)劃版權(quán)歸主辦單位/承辦單位所有。應(yīng)征機(jī)構(gòu)對(duì)其應(yīng)征的規(guī)劃方案享有署名權(quán)。

(3) The copyright of the application plan submitted by the applicant consortium belongs to the organizer/undertaker but applicant institutions have the right of authorship.

（四）應(yīng)征聯(lián)合體需保證所有報(bào)名材料真實(shí)、合法和有效，并承擔(dān)相關(guān)法律責(zé)任。

(4) The consortium must ensure that all application materials are true, legal and valid, and bear relevant legal responsibilities.

（五）本次征詢?yōu)橹杏⑽膶?duì)照說明，最終解釋語言以中文為準(zhǔn)。

(5) This consultation is a bilingual explanation in Chinese and English, and the final interpretation language is in Chinese.
