2．征集范圍

II. Work Scope of Solicitation

海南省海口市大英山地區(qū)D01、D09地塊位于大英山CBD內(nèi)，國興大道南側(cè)，日月廣場東側(cè)。D01地塊占地面積為2.61公頃，容積率4.58，限高200m，建筑密度≤50%，綠地率≥20%。D09地塊占地面積為2.66公頃，容積率4.82，限高200m，建筑密度≤55%，綠地率≥20%。

Plots D01 and D09 in Dayingshan Area Haikou City Hainan Province are located in Dayingshan CBD south of Guoxing Avenue and east of Riyue Square. D01 plot covers an area of 2.61 hectares the plot ratio is 4.58 the height limit is 200m the building density is ≤50% and the green area ratio is ≥20%. D09 plot covers an area of 2.66 hectares the plot ratio is 4.82 the height limit is 200m the building density is ≤55% and the green area ratio is ≥20%.

D01、D09地塊地上計容面積約24.77萬㎡，地下建筑面積不計容，開發(fā)總量根據(jù)建筑設(shè)計方案確定。公共部分應(yīng)考慮將D01地塊、D09地塊進行地上地下銜接，具體指標(biāo)根據(jù)設(shè)計方案確定。

The floor area of D01 and D09 plots is about 247700 square meters and the underground building area is not counting. The total development amount is determined according to the architectural design plan. The public part should consider connecting the D01 and D09 plots above and below ground and the specific indicators are determined according to the design plan.

4 ．資格預(yù)審文件的獲取

IV. Access to prequalification documents

(1)凡有意參加本次方案征集活動的潛在申請人，請于2020年12月 3 日至2020年12月9日16:00時截止(北京時間，下同)，在上海國際招標(biāo)有限公司網(wǎng)站(點擊查看相關(guān)鏈接)注冊并在線領(lǐng)取資格預(yù)審文件。

All potential applicants interested in participating in this solicitationare welcome to register and receive the prequalification document online through the website of Shanghai International Tendering Co. ¨境內(nèi)申請人：營業(yè)執(zhí)照(若未完成三證合一手續(xù)則須另外提交稅務(wù)登記證、組織機構(gòu)代碼證)、建筑行業(yè)建筑工程專業(yè)甲級或以上資質(zhì)證書(復(fù)印件加蓋公章)；

For domestic applicants: Business license (tax registration certificate and organization code certificate must be submitted separately if have not yet completed formalities for integrating three certificates into one) certificates for Grade Aor higherarchitectural engineering qualification(photocopies stamped with official seal);

¨境外申請人：在其所在國家或地區(qū)合法注冊的營業(yè)執(zhí)照(復(fù)印件加蓋公章)、與境外母公司的關(guān)系證明(如有)。有其它資質(zhì)證明或類似項目經(jīng)驗證明的，提供相關(guān)復(fù)印件加蓋公章；

For overseas applicants: Business license indicating legally registered in the country or region where located (photocopies stamped with official seal)proof of relationship with the overseas parent company (if any). The format of Power of attorney of legal representativecan be downloaded from the attachment of announcement;

¨被授權(quán)人身份證(復(fù)印件加蓋公章)。

Authorized person's ID card (photocopy stamped with official seal).

上述材料如有缺失或未按照要求提供，征集代理有權(quán)拒絕向該申請人提供相關(guān)信息和發(fā)放資格預(yù)審文件。(注：在線領(lǐng)取資格預(yù)審文件為人工受理，工作日提交的申請最遲將在當(dāng)日17時前處理，敬請耐心等待，感謝您的理解和配合。)

5．資格預(yù)審申請文件的遞交

遞交資格預(yù)審申請文件截止時間為2020年12月10日 11:00時，地點為上海市延安西路358號美麗園大廈14樓。逾期送達或者未送達指定地點的資格預(yù)審申請文件，將不予受理。

6. 入圍方式

VI. Shortlisting

申請人遞交了資格預(yù)審申請文件后，資格預(yù)審評審委員會會對申請人進行綜合評審和比較，遴選出4名申請人作為入圍的應(yīng)征人進入本項目的正式征集階段。如申請人數(shù)量正好為4名，資格預(yù)審評審委員會將對申請人的綜合情況、項目業(yè)績和團隊組成等進行是否符合項目要求的判定，如判定符合項目要求，4名申請人直接入圍。如申請人不足4名，征集人保留重新組織資格預(yù)審的權(quán)利。

Once applicants have submitted prequalification application documents the Prequalification Review Board will conduct a comprehensive review of all applicants and select fourapplicants as shortlisted participantsfor the formal solicitation stage. If the number of applicants is exactly 4 the Prequalification Review Boardwill determine whether the applicant's comprehensive situation project performance and team composition meet the project requirements. If it is determined that the project requirements are met 4 applicants will be directly shortlisted. If there are less than 4 applicants the solicitor reserves the right to reorganize the prequalification.

7. 方案征集費

入圍進入正式征集階段的4名應(yīng)征人在最終設(shè)計方案評審結(jié)束，并經(jīng)專家委員會評定符合最終設(shè)計任務(wù)要求的，將獲得方案征集費200萬人民幣(含稅)。若應(yīng)征人的設(shè)計方案獲得優(yōu)勝，將承擔(dān)相關(guān)概念方案深化設(shè)計工作，并另行獲得深化設(shè)計費200萬人民幣(含稅)。

Fourparticipants shortlisted for the formal solicitation stagewill be compensateda fee of CNY2000000 (tax included)each after the review of final design proposals is completed and the proposals are deemed by the Expert Panelas consistent with the requirements ofthe Design Program.Theparticipant who winsthe first prize will undertake related deepen design workof architecturalconcept and bepaidDeepen Design Fee of CNY2000000.00 (tax included) separately.
